    The article constitutes a monograph on issues of the alteration of the second house of the Parliament in the Polish political model. In the beginning there was explained the genesis of the contemporary shape of the Senate in the system of the state authorities. There was established that the contemporary political concept of this house of the Parliament doesn’t guarantee an optimum performance before of her function and competence. However to prevent the hasty liquidation of the Senate there were considered possible directions of his alteration.

    The article focuses on the reform of the Polish Senate. The main advantage of a bicameral parliament is the possibility of gaining dominance by different political parties in both chambers. Thanks to that the Senate can act as so called „chamber of reflection”. Meanwhile in Poland combination of elections to the Sejm and the Senate makes the party winning the elections to the Sejm also winning the elections to the Senate. Therefore it is necessary to consider the separation of the elections to this two chambers of parliament as well as change of the electoral law to the second chamber. These changes should lead to the transformation of the Senate to the „chamber of regions”. Thus strengthening the importance of the Senate which will begin to perform the functions of the „chamber of reflection”. Moreover thanks to the modifications suggested inhabitants of regions with less population will obtain greater impact on current politics.

    This article is devoted to one of the classic functions of the legislature, which is the con- trol function. In the first part of the elaboration the author focuses on the characteriza- tion of such concepts as control, parliamentary control and the control function regard- ing doctrinal level. The rest of the article deals with the specific competences by which the Congress of the Senate of the United States of America participates in the perfor- mance of the parliamentary control function.
