Energy Law Novel for the service of Regional Security under the conditions of a new EU’s Cohesion Policy
The third legislative package for an internal EU gas and electricity market implemented in 2011 has to be transposed into national law by Members States. Energy is a central problem to Europe economy. However, fossil fuel is a finite resource and is a major cause of global warming. As a result an integrated energy and environment policy shall be created and based on clear targets and timetables for moving to a low-carbon economy and saving energy. The EU is also keen on strengthening its energy networks – the power lines and pipelines that bring electricity, gas and oil to homes and businesses – and equip them to handle renewable sources as of energy such as the wind. The EU energy strategy calls for continued efforts to boost energy efficiency – such as renovating residential and commercial buildings. Another proposal calls for energy labels for tyres starting in 2012. The aim of the paper is to examine the changes in the Polish energy legislation in the light of the world global climat challenges and under the conditions of a new cohesion policy.
