Formation of Municipal Political Scenes in Poland and Former GDR in Comparative Perspective
THE AIM OF the article is to analyze the development of municipal political scenes in Poland and the former GDR aft er 1989. Two cities Toruń and Rostock have been chosen for a comparative study. In both cases system transformation led to re-establishment of local government structures. The result of this process is formation of local political systems. In Rostock the scene has been formed after the first elections in 1990. The most significant actors are local committees of the main German parties. Small factions and local initiatives play secondary role. In Toruń the scene develops evolutionary. Especially on the right side there are many fluctuations and signs’ changes. Local committees of main Polish parties play the dominant role. There are symptoms of the system stabilization aft er the elections in 2006. The most important actor though is the independent mayor and his local initiative.
