Europol – forum wymiany informacji czy europejskie FBI?

The challenges caused by creating one common market within the European Communities, combined with the fundamental goal of promoting free movement within their borders, and also the ‘birth’ of the European Union and terrorist attacks on the United States have been the most important influences on the development of the third pillar of the European Union. For research purposes the creation of Europol turns out to be a very interesting issue. During almost thirty years of debate concerning this issue, a significant amount of concepts of European internal security agency have been developed. One of the most important has been presented by Helmut Kohl who wanted Europol to become European supranational Federal Bureau of Investigation. The aim of this paper is to attempt to evaluate how the States have fulfilled the obligations they have accepted and whether it is possible to create a European FBI.
