The President of the Republic of Poland in the Light of Constitutions Adopted in Poland Between 1918 and 2018 – Selected Issues

The article concerns the constitutional position and political role of the President of the Republic of Poland. Though the Author concentrates on the current constitution of Poland, that entered info force in 1997, he also reviews all the constitutions (and important amendments to these constitutions) that were adopted over the last century, so after Poland had restored its sovereignty in 1918.
The analysis is concentrated not only on the constitutional position and political role of the Polish president, but also on the way he was (and is) elected. The Author tries to prove a thesis that the actual political position of the head in the state in Poland depended and still depends not only on constitutional provisions, but also on specific political circumstances, and even the character and personality of the people holding this office.

The subject of the Belarusian minority in Podlasie, in addition to references to sociology or economics, is primarily of a political nature. The notions of identity and changes referred to have primary character for the conducted argument. The first of them is identity, which allows to indicate the distinctive features of the discussed minority in relation to other groups and cultural conditions of the region. The second concept is a change that allows to trace the discrepancies and similarities that characterize the dynamics to which the social group under examination is subject. Among the determinants influencing the transformation of the Belarusian minority in Podlasie, three remain key: the physical environment, the organization of life in the economic and political dimension, and cultural factors, with particular emphasis on the importance of religion.

The text presents an outline of the history of local government development in Poland over the last hundred years, with particular emphasis on the last three decades. Its importance was discussed in the process of decentralization and democratization of the broadly understood political system. It was emphasized that it was this segment that was the first to be subjected to democratic changes and that it is in this area, both objectively and in the opinion of the public, that one can speak about the greatest success in rebuilding the social and political system of Poland. The extremely important role of self-government in the socio-economic development of the state was also pointed out, which is also connected with the fact that in no other country local governments play such a significant role in using EU structural funds. The role of local self-government as a school of democracy was also presented, showing that it is increasingly a kind of a center for the cadres of central power elites. Particular emphasis was placed on the fact that it is at this level that the instruments of direct democracy are used to the greatest extent, which favors democratic education in increasing social subjectivity. . It was also pointed out that after the parliamentary elections in 2015, won by the "Prawica Razem" coalition, the central authorities are taking steps to strengthen their position in relation to the local government.

In 2018 it is 100 years since the end of the First World War. In 1919–1939 there were several dozen veterans’ organizations in Poland, including those comprising insurgents from 1863, former military units and members of independence organizations before 1914, organizations of veterans from military units of 1914–1918, organizations of veterans of units of the Polish army from 1918–1920, organizations of war invalids, organizations of former independence activists and political prisoners, organizations of veterans from national minorities, and unions of reservists. These were combined on the advice of Józef Piłsudski into one Federation of Polish Defenders of the Fatherland. After 1989, this was revived.
Among the pro-independence organizations that in post-war years became part of the wartime historiography were those in Krakow. In the years 1918–1939 there were 15 organizations in Krakow that gathered former legionnaires and fighters for freedom and an independent Poland. Among them were also paramilitary women’s organizations.
In addition to the organizations in Poland itself, there were also Polish emigrant organizations. Most of the pro-independence organizations published their own magazines. This article presents a review of independence organizations in the interwar period in Krakow and the Krakow province of that time.

The East Asian region has never been among the priority directions of Polish foreign policy – only a few percent of Polish diplomatic engagement was focused on the entire Asian continent. In turn, this small percentage of Polish commitment was divided among all countries in the region. Nonetheless, it is worth noting, that in the examined period (2003–2017), a several very important bilateral agreements were concluded – including agreements that Japan decided to make only with a narrow group of countries.
In the following paper I decided to analyze the last 14 years of bilateral relations between Poland and Japan. The article uses both language sources (Polish and Japanese), as well as a statistical data.
At the end of the paper will be shown, that even though relations are developing in the right direction, it should be considered whether the pace of their development will not prevent them from intensification.

Zarys relacji politycznych i gospodarczych między Polską i Wielką Brytanią w latach 1990–2018

The article is focused on the political and economic relations between Poland and Great Britain in last three decades. In first part of the article it was introduced the evolution of the most important political events in bilateral relations and convergent and divergent matters relates to the business of both states before and after the obtainment by the Poland of the membership in NATO and the European Union. Asymmetry among both countries in the political and economic aspect was also underlined. In second part of the article, the attention was concentrated on the analysis of mutual economic relations, in this the growth of trade turnover, services and investments. Consequences for Poland connected with the exit of Great Britain from European Union become also approximate. Four principal conclusions were introduced in the end of the article.

The article concerns selected problems in the bilateral cooperation between Poland and Romania in 2009–2017. The study attempts to identify the challenges these countries face and how they take action in this regard. The article presents the problem of political and economic cooperation between Poland and Romania in the examined period of time. Issues such as cooperation in the area of external security, energy security or cooperation within the framework of the Three Seas Initiative were discussed. It is important that the joint activities undertaken by Romania and Poland contribute to increasing the attractiveness of the region of Central and Eastern Europe.

The transformation period brought a number of positive changes, but many threats also appeared. These included changes in the labor market, changes in the social structure as well as threats on a global scale. The article shortly presents Poland’s relations with France from the ending of World War II up to the year 1970, the death of general Charles de Gaulle. The ending of war actions brought major changes to the Polish-French relations. Poland was able to make alliances and international connections under strict surveillance of USRR. Of course it had an impact on Poland’s relations with France, which depended on the French-Soviet relationships. International politics have major influence on current relations between Warsaw and Paris. At this moment Polish-French relations have worsen. Unless both countries work towards agreement, Poland’s relationship with France will not get better. Only thing that is left, is to have hope that both Paris and Warsaw will come to a conclusion that rapprochement may bring mutual benefits.

The aim of the article is to analyze the discourse of Pope Francis on the issue of migrations and checking whether it changed after the so‒called ‘migration crisis’ from 2015. The period of time taken into considerations starts from 2014, i.e. one year after Jorge Bergoglio became the Pope, and ends in the current 2018. The analyzed data include annual papal proclamations delivered at ‘International Migrants Day’. Methods applied in the study are content analysis and Berelson’s method.

Social media are not only a space for making contacts and strengthening social ties, but also an increasingly important source of information. This fact is very crucial in the context of political communication. On the one hand, social networks have created a new platform of interaction between politicians and citizens,in particular during the electoral campaign, but on the other, due to its structure based on the rapid and direct flow of information, they proved to be an effective tool for spreading false content, so-called fake news and misinformation.
This negative trend, most visible during the presidential elections in the United States in 2016, has become an impulse to undertake extensive measures to combat this practice. Among many entities engaging in campaigns against fake news, there were primarily enterprises from the ICT industry, but also governments, media publishers and international organizations.
The main aim of the article is to indicate the most important actions taken (by the end of January 2018) in order to fight disinformation on the Internet. The text will also focus on the analysis of this activity in the context of potential danger of increasing control over the flow of information on the Internet and introduction of censorship on a mass scale.

The article devoted to an examination of the concept of history and the forms of its reflection in the historical events in creation of the first wave of Russian emigration Mark Aldanov, who left Russia after October Revolution in 1917. The article focuses on writer’s creation of various genre forms on a historical theme. These are artistic and journalistic essays, literary portraits, essays and fiction: tales, stories, novels and his philosophical tractate “Ulm night”, written in the form of dialogue. The audit reveals poetics of historical prose, feature of creative manner, singularity coverage of historical facts, conception of M. Aldanov’s history.

The article concerns issues relating to tobacco plant protection, which is an important element of the work of every tobacco grower and often decides on the amount and quality of the crops.
In the middle of the 20th century The Tobacco Industry and the Tobacco Growers’ Association supplied plan protection equipment for tobacco growers. Different designs of spraying equipment have been developed for different types of applications and field and crop conditions. In the Polish tobacco industry one of the most popular was the high volume sprayer OP-20. In the first half of the 60s the percentage of sprayer OP-20 was a more than 50% of all sprayers. Gradually, in place of sprayer OP-20 were introduced sprayers type “Puzon” and “Działkowiec”. Very popular and effective were hand compression sprayers – “Sad” and “Rex”, which were placed in a wheelbarrow. In the middle of the 60s tractor mounted sprayer have been used, especially by plant protection stations.

Labour is a basic element of every human’s life. It significantly influences not only our value system, personality or behaviour, but also life of the whole society. Therefore, it is not unusual to work as a prisoner as it is not unusual to work as a free man. Labour is understood as the acknowledgment of the same rule that’s applicable both to prison and the outside world. This article discusses labour as a form of resocialization. It describes good sides of resocialization through work that’s being implemented at organizational units of the Prison Service, employment of convicts and also actions taken as part of the state programme “Work for prisoners.” Work performed while serving a sentence, based on rules of equal treatment, is very important in the resocialization process. It takes up convicts’ free time, thus lowering the probability of occurrence and continuation of negative behaviours and attitudes. It teaches them the role of a worker and adjusts their consciousness to the relation between satisfaction of needs and necessity of performing occupational work, an important element of their preparation for life on the outside. Therefore, it is a positive forecast for their social readaptation, which is an indisputable purpose of serving a sentence.
