The paper Politics of Russia and security of Eastern Europe after 1991 examines the impact of policy on Russia after 1991, the safety of Eastern Europe. The author focused on activities of Russia to Ukraine and the Caucasus at the beginning of the 21st century. In that time is the activation of Western policy in the region. NATO turns out logistical support of the region’s States in the reconstruction and modernization of the armed forces. Russia’s response to the aggressive military action, the effect of which was the war with Georgia in 2008 and annexation of Crimea in 2014. It takes place now hybrid warfare with the Alliance and consolidated at the same countries such as Ukraine. The escalation of the aggressive actions of Russia threatens regional and delay the integration of Eastern European States with the European Union.

Since the fall of the Union of Soviet Socialist Republics, the Russian Federation has been trying to regain its importance in the global arena. One way of restoration of influence in the world is to build a multipolar order, including the establishment of regional alliances. Shanghai Cooperation Organization is one of such attempts in the region of Central Asia, and even the entire Asian continent. Therefore, drawing attention to the role of Russian Federation in the development of this structure appears to be important, especially when considering the growing significance of Central Asia as a result of the construction of the New Silk Road. Russian authorities, however, do not limit their involvement to the single structure. At the same time they are working on development of other organizations, aimed at building their influence in the world. By such actions Russian Federation is trying to minimize the significance of the People’s Republic of China, European Union and United States of America, especially in the so-called near abroad.

The article focuses on the concept of energy diplomacy. It was proved that the European vector of Russia’s current foreign policy is characterized by an ability to use the energy factor as a tool of power and impact to promote and consolidate the Kremlin’s geopolitical interests in Europe. This article reviewed the political technologies of Russian energy diplomacy in the European space such as uncompromising position during negotiations and predetermined before achieving the results, political exchange, technology of “surprise effect”, barbell strategy, pipeline diplomacy, suppression of competitor and others. The issue of EU–Russian energy conflict communication is in the centre of research. It was analyzed the algorithm of Russia’s actions positioning itself as an energy superpower in building up the socalled system of power relationship on the Eurasian continent. It was presented in the article possible options for European states’ effective countering energy expansionism of Russia.

The Water Resources Management in Central Asia – The Political and Economic Contradictions as a Source of Inefficiency

The issue of access to water in Central Asia has a centuries-old history and it is an exceptionally complex issue. The Central Asian republics, for twenty – six years of their sovereignty, have not been able to create an effective water resource management system. This state of affairs causes constant disputes and controversies, as well as various threats – social, economic and environmental. The article explores the genesis of the problem, especially from the period of Soviet power, when huge irrigation system was created and based on two rivers: the Syr Darya and the Amu Darya. These powerful investments combined with extensive farming are the root causes of today’s problems. The countries of the region tried to regulate the issue of managing the water resources by signing regional agreements in this matter, the most important are these signed in: Almaty, Kyzyl–Orda and Ashgabat. Bilateral or tripartite agreements between states were also concluded. Unfortunately, most of them were ineffective, contractual provisions remained only in writing. One could say that the cooperation between Kazakhstan and Kyrgyzstan on the rivers Chu and Talas is the only positive example. The contradictory economic and political interests of Central Asian countries were recognized as the main source of the water management system inefficiency. Relations between the states are often suspicious and fueled by nationalism. Central Asia is a region that is not internally integrated, in which it is difficult to develop inter-state agreements. The author concludes that the shift in Uzbekistan’s foreign policy may support developing a new regional compromise in the long term perspective.

The article deals with the role of affirmative/negative category in the formation of paremiological units. The qualification of this category at the level of architectonics of an ordinary sentence does not coincide with its role in the structure of paremiological units. In paremiological units negation acts as model-making-factor and constituenty of these models. Special negation functions model-making, too this kind of negation functions mainly as articulation in ordinary sentences. Paremiological units exit in general and negative orbits and do not accept double negation. The reason is that semantic structure of negation in paremiological units is of independent constructive character and does not lean on affirmative meaning from opposite side and its paradigms.

The challenges in the confessional sphere in a concept of national security of Ukraine after the Revolution of Dignity

The new concept of the national security of Ukraine after the Revolution of Dignity considered the challenges in the confessional sphere as well. They were considered as a part of humanitarian or cultural security. The threatening in this industry was mostly regarded as the result of “soft” instruments of Russia’s impact on the Ukrainian society, particularly in the Crimea and Donbass areas, which are not controlled by Kiev. Such an activity was aimed at fomenting of religious grounds and inter-confessional and social conflicts. This led to the strengthening of separatism, the destabilization of the internal situation and the depreciation of the international image of Ukraine. Considering such threatening, the main tasks were: to neutralize Russian propaganda within the country and abroad through the UOC- MP and the ROC, to oppose to anti-Ukrainian activity of quasi-Church organizations, to improve the legislation and the communication between religious associations, the state and society, to harmonize the inter-ethnic relations, and to increase the level of religious tolerance. As the necessary means of limiting the Russian presence in the humanitarian sphere, the building of Ukrainian Local Orthodox Church was the priority challenge.

Threats to Ukraine’s health security

Health security is directly proportional to the sovereignty of the state and the abil lity to provide health services in its area. Conflicts and wars are inextricably linked to the spread of diseases and the deterioration of health security.
More than three years of conflict in Ukraine has contributed to the occurrence of many health security threats. These include, among others, impeded access to health services (closing at least 160 healthcare facilities) with an increased demand for such services, attacks on medical personnel, lack of access to basic medicines (including the lack of vaccines causing the loss of control over the occurrence of infectious diseases) and medical supplies, the inability of humanitarian aid to reach all the areas controlled by the insurgents.
Threats to Ukraine’s health security may have consequences in the form of cross-border threats to public health. They pose challenges faced by the World Health Organization, along with other specialized agencies of the United Nations and partners in providing humanitarian aid.

The Armenia – Azerbaijan Nagorno-Karabakh Conflict and New Threats to the International Security Architecture in the Modern Period: Challenges and Responses

In the paper, we present new threats and dangers in the present international arena and their impact on the system of international security. We analyze the causes and development of these issues the international law system, paying particular attention to the case of Armenian-Azerbaijan Nagorno-Karabakh conflicts. We also discuss possible solutions to these problems proposed by experts. Some of the most interesting issues we address in the paper include the increasing activity of ISIL, cybercrimes, Ukraine crisis, immigration flow to Europe in recent years. All these problems are viewed from the multicultural perspective. We also analyze the genesis of ethnic conflicts, and put forward some recommendations for resolving them. We discuss the factors that led to the Nagorno-Karabakh conflicts, possible solutions to this problem, and a dangerous double standard policy. Terrorist threats, as well as “frozen” conflicts, resulted in the need for deepening interstate cooperation in the security sector.

Copyright law in the countries of Central Asia

The Berne Convention has not been ratified by the former Soviet Union. Far-reaching work to prepare the USSR for ratification of the Berne Convention was discontinued as a result of the break-up of this state. The Central Asian states acceded to the Berne Convention, independently of each other, after they had formally gained independence. The Commonwealth of Independent States to which the countries of Central Asia belong, has prepared rules for the creation of copyright laws for its members. The Eurasian Economic Union, which was established in 2015, is another international subject that influences the shape of copyright in the countries of Central Asia. The analysis of acts of copyright of the Central Asian states proves, firstly, that the laws of these states were modeled on the guidelines of the Commonwealth of Independent States, and secondly, it proves the high convergence of copyright laws. Differences, sometimes quite significant, reflect the cultural and social specificity of individual Central Asian republics.

China’s soft power

The notion of soft power introduced by American political scientist J. S. Nye is becoming increasingly popular not only in science but also in journalism. In short, this term should be understood as the use of ideology, culture and diplomacy to build the international position of a given state. The masters in the application of soft power are generally considered Western states. However, it is forgotten that for many centuries before the West soft power to build its power was successfully used by China. Also today, rebuilding its international power, China is using soft power in its mastery of the world.

The specificity of guanxi – positive or negative social capital?

The text presents the problem of a Chinese-specific phenomenon known as guanxi. Their features and their connection with Confucianism were discussed. They emphasized their permanence and continuous presence in Chinese society, emphasizing their evolution after China adopted the principles of market economy. Also tried to look at guanxi in terms of social capital, showing elements connecting both phenomena. It has been noted that some researchers have a tendency to perceive guanxi in terms of negative social capital. This approach was considered as unauthorized as a result of Western ethnocentrism and pointed to the need to respect the cultural distinctiveness of the East and West. It has also been pointed out, that the interest in China and the role that guanxi play, especially in the sphere of economy, may be due to fears of Chinese domination, as well as the lack of understanding by the West that effective modernization based on other patterns is possible than those preferred in the Euro-Atlantic cultural circle.

“National leader” (“father of the nation”) in the European and Asian perception (on the example of the leaders of the national movement of the Crimean Tatars)

The stereotypical an “European” and an “Asian” leader, formed in the mass consciousness, does not correspond with contemporary reality. Under the phenomenon of cultural globalization, there is a merging or at times a complete integration of ideal models, including the political leader, chief, head of the state and a “Father of the Nation”. These ideal models exist both in theory and in historical practices of the European and Asian peoples and lands. Nonetheless, some distinctions are manifested between the East, referred to as the Muslim Orient, and the West, known as the Christian, strongly secularized Europe. The meaning of the notion a national leader or a national hero in Europe has a stronger ethnic component. In the West, the leader is most often recognized as an “our own” by an ethnic group. Meanwhile, in the East the leader is conceived as a head and member of a superethnic, inter-state community. In the East, a spiritual person can qualify for the role of the leader. This is unlikely to occur in the European system, where the Church and State are separated and there is a non-intervention of the clergy into politics for a long time. The Crimea has an exceptional location on the borderline of the Eastern and Western civilizations. The examples of three prominent Crimean Tatar leaders of different historical time periods demonstrate how their methods, goals and ideals change and the reasons behind their mass popularity. The three leaders are: Ismail Gasprinsky, educator of a liberal views and Panturkizm’s ideologue; Numan Chelebi Djikhan, the Tavria’s Mufty, who chose the path of revolutionary rebellion against tsarism and bolshevism; Mustafa Djemilev, an “Soviet dissident”, who became a head of Crimean Tatar people’s Kurultai and Medjlis in 1991.

Putin’s Russia and Xi’s China. The Influence of Political Leaders on Politics in Authoritarian Countries: Case Studies of Russia and China

In political science an accent on individuals (political leaders) in researching politics is neither popular nor advocated one. In authoritarian countries like Russia or China, however, political leaders and their personalities are a crucial factor in trying to understand the political processes there. Both Vladimir Putin in Russia and Xi Jinping in China have dominated their respective political systems. This, combined with good state of Russia-China relations makes it an interesting case study of the influence of political leaders on authoritarian countries. Both Putin and Xi are new type of leaders: they both follow the main ideas of political realism (though with “national differences”) and they share a 19th century outlook on the global affairs (“concert of powers”) yet they use contemporary means to fulfil these interests. Their personal understanding provides a predictability and stability: both Putin and Xi function in accordance with balance of power and respect for zones of influence concepts. That is why differences in other spheres, like Russia’s and China’s approaches to the USA do not influence the general good mood of Sino-Russian relationship.

Paper Leadership in the Eurasian Economic Union is an attempt to analyse and discuss the subject of leadership in a given organization. The author, initially, thinks about the definition of leadership, then characterizes organization. Factors confirming China’s power status

Nowadays it is no surprise to anyone that PRC is put on an equal footing with the USA. Current geopolitical situation is changing in inordinately dynamic way. The situation from a few years ago seems to be very different from what we have now. In a new, multipolar world China plays an increasing role. It has become the second world’s economy after USA. There are many reasons that contributed to the current situation and it is not possible to address all of them in one thesis. Nonetheless, the important thing is to understand the reasons why China is becoming a geopolitical power.
The aim of this work is to analyze the strong and ceaselessly increasing China’s position at the national level. Firstly, the changes that occurred in China over the past 70 years were analyzed. Analysis of the historical context helps to understand the dynamics of China’s growth as well as immense potential of this country. The next part of the work addresses the events that took place in 21st century with particular focus on 2008 crisis as well as its policy and economic implications that are noticeable in the present day. This part of the work also includes the assessment of China’s dynamic development. In this work there is also a description of China’s One Belt, One Road Initiative. Financial institutions associated with initiative as well as the opportunities for Europe connected with huge funds were described.
The work is based on the latest literature on the topic, online articles and statistics retrieved from People’s Republic of China’s official statistics website available in Chinese.
The work shows that China plays an essential role in the new balance of power. Due to dynamic changes in the global balance of power China can become a leading superpower in the nearest future.

The article: The economic aspect of the superpower status of the People’s Republic of China, including its transformation process focuses on the key events in Chinese economic modern history that led it to become superpower in its region and worldwide. The world order prevailing for several centuries was based on the domination of the European civilization. Nowadays, we have the opportunity to observe the birth of a new order based on the dominance of Asian civilization, in which China has a leadership position. That superpower has the greatest impact in the Asia-Pacific region. This is due to the unique features of Chinese civilization, as well as the success of the economic transformation that has been going on for almost 40 years, which can set an example for developing countries. The Chinese way to economic success is unique on a global scale. In addition to centrally planned and free market systems, there are also so-called hybrids that combine features from both systems. In the case of the People’s Republic of China, this system is defined as a socialist market economy. Under this system, state ownership still dominates, but state-owned enterprises have relative independence in operational planning. There are also companies with mixed capital and entirely based on foreign capital and the private sector is playing an increasing role. It is worth paying attention to how China created its own system, because the way it did is completely different than in the West.

The development of Chinese soft power in Central Asia – opportunities and challenges

The article presents analysis of the development of China’s soft power in Central Asia. Since 2005, China has been trying to promote Chinese language and culture in Central Asia. Institutes of Confucius began to appear in the region. There are currently 13 of them. More and more youth from this region are learning Chinese. They also go to China to study at Chinese universities. Learning Chinese language increases the prospects of professional development and employment for people from the region. However, China still has a long way to achieve a satisfactory level of promoting its culture in the region. There are accusations that Beijing wants to train the Central Asian elites in line with the Chinese model. Central Asian states are, however, particularly sensitive to their cultural heritage. Cultural independence is among the foreign policy priorities of these countries. Beijing should continue to increase efforts to create a positive image in the countries of the region. The new Silk Road is becoming an important element of diplomacy to promote Chinese soft power.

The South China Sea dispute: historical overview, discussion of problems of a political and legal nature with particular emphasis on elements of China’s foreign policy

The South China Sea is one of the key interests of Chinese foreign policy. The author of the provided article will analyse geopolitical factors, including estimation of the total value of the resources of the South China Sea, further providing the reader with information about international law regulations regarding the analysed matter, as well as presenting the current situation on the South China Sea. During the realisation of said plan, the author will try to prove the thesis that the South China Sea is of utmost importance to the Republic of China, the thesis that international law is unable to resolve disputes arising from said sea, as well as the thesis that Chinese presence is gradually increasing on the South China Sea. After proving all of the highlighted theses, the author will present the most probable political forecast, as well as opinions presented in literature regarding this matter.

Organizational structure of the Orthodox Church in the countries of Central Asia

In the following article the author aims to track the changes occurring in the structure and functioning of the Orthodox Church in Turkestan (present-day region of Turkmenistan, Tajikistan, Kazakhstan, Uzbekistan and Kyrgyzstan), which was a part of the Russian Empire, and later – the Soviet Union. For this purpose, the author uses the geographical and historical background of the events that infl uenced the shape of the local Church, and also presents its most important leaders.

Elections in the shadow of the Orange Revolution

The Parliamentary Elections in Ukraine in 2006 remained in the shadow of the 2004 Presidential Election and the Orange Revolution. The changes, which to a large extent resulted from the events of 2004-2005, influenced the shape of the Ukrainian political scene and Kiev’s foreign and domestic policy. They have consolidated the ineffective “Third Way” policy, implemented in Ukraine, which is to allow the state to maintain a balance between the East and the West, and in fact strengthening the dependence, especially economic, on Russia. The new Electoral Ordinance (though it was expected to be beneficial for the democratization process) did not reduce the participation of oligarchs in the political life, but it changed the voting results. Politicians, chosen by citizens, have soon found themselves in the opposition’s ranks. The forced coalitions and the lack of a charismatic leader would eventually result in a deepening state’s weakness.

Georgia’s political brand in the European Union: building the political product and the political brand

We live in a world full of brands, where the names, symbols, and logos of big corporations, such as McDonald’s, Adidas, and Coca-Cola are extremely recognizable. Nowadays, in the era of globalization, the product development and marketing strategies that were the domain of private companies and corporations are being taken over by the public sector. This unusual exchange of roles causes the state to enter the branding space, and to create an offer that includes the goods and services of national businesses, government, and non-governmental organizations, and also to create a brand. The brand of a state consists of three equal components: a national brand, country brand, and political brand.
Georgia is a “model democratic state” in the South Caucasus, which cooperates consistently with the European Union. The multi-level specificity of this state and the implemented model of systemic transformation, directed the foreign policy and created the state brand towards the West.
The aim of the paper is to present the construction of one of the components of a state brand, the political brand, and to analyze the strategy of political branding in Georgia’s foreign policy created towards the European Union. The author will answer the question of how the political, and economic institutions of Georgia are building the political brand.

Putin’s World Cup – a few words about the 2018 World Cup

This article applies to the Football World Cup, which took place in June 2018. The goal of the Mundial was not only to provide fantastic emotions to fans from around the world, but also – from the point of view of the Russian Federation - it was a tool for building the image of a modern state that is open to tourists and able to welcome them with great hospitality. In this respect, this event can definitely be considered an organizational success. On the other hand, the political actions of the Russian authorities, such as the introduction of a number of negatives commented on by citizens or unmoved matters related to the defense of human rights, have put a shadow over these positive opinions.

The leader of the safety

Analysis of achievements of theories about the safety and management studies is pointing at resemblances in appearing paradigms. New paradigm associated with such notions is one of them as: boundless organization, flexibility, networks of the value, subjective thinking, deliberate management in the face of the tolerance of uncertainty. All exchanged variables refer to issues of power and conducting which it face is changing in the era information, orientated to computer latest achievements, easiness of communicating, dynamic space. One should rank the confidence, the openness, the credibility and the responsibility among core values of this era. For her representatives are seeking authority, but every authority is a subject of the criticism from their side. The structure of behaviours is never for straights rescuing the described personality model, but the compilation of characteristics of people and of social situations. In such different reality everyone who wants to lead the field must act. In the area of the safety he has a particular dimension. Own development of the leader of the safety, based on exchanged elements is becoming an obvious duty. Elaborating this problem constitutes the subject of the present text.

The significance of Russian-Chechen relations for contemporary international security

The main purpose of my work is to present the determinants and dependencies that characterize the Russian-Chechen relations for international political and economic security in the former Soviet Union and the Middle East, especially the Russian Federation.
At the beginning, I intend to trace the process of the Chechen war and consolidate the power of the current leader of the country, Ramzan Kadyrov with the help of the President Russia, Vladimir Putin. At the same time, I will present the geopolitical significance of Chechnya in the international security system. In the following, I would like to present the implications of Russian-Chechen relations for other countries of the former USSR area- Ukraine, where in all probability Chechen “volunteers” participated in the fighting in Donbas. Finally, an important element of this work will be signaling, that President Kadyrov, despite aware of the Kremlin’s dependence on many matters, especially in economic terms, is starting to pursue an increasingly independent policy, as exemplified by the growing islamization of Chechnya, the participation of Chechen the Syrian conflict, Kadyrov active participation in the persecution of the Russian opposition, and finally the defense by the Chechen policy of the Muslim population of Rohingya in Myanmar against Moscow abstemious position. I would like to present the possible consequences of the above actions for the Russian Federation. It is not a secret that President Putin, despite the declared support for Kadyrov, is increasingly disapproving of some of his actions. In addition, it will be reasonable to present the reception of Kadyrov’s activities in other post-Soviet areas.
In summary, I intend to answer the question whether major changes in the relations of both countries should be expected – and whether and how any changes will affect the architecture of international security.

Biocitizenship

The emergence of biomedical technologies in societies with the wide variety of demand and supply of goods and services causes some consequences. The most important of them include assigning moral values to hitherto non-moral categories, the emergence of new identities based on these values and market conditions, and the emergence of new worldviews and forms of social activism. Authors discerning these dependencies, such as Nikolas Rose or James Hughes, have proposed the concepts of genetic citizenship and cyborg citizen, respectively, simultaneously claiming that nowadays we face also the rise of new kinds of societies, e.g. democratic transhumanism. The aim of this article is reflection upon the new forms of citizenship based on the supposed legitimacy of these concepts. The particular attention is paid to the notion of biocitizenship, reflecting the dynamics of current political changes in the context of biomedicine development.
