The Evolution of the Status of the President of the Republic of Belarus in the Light of the Constitutional Reforms of 1994–2022

The article examines the evolution of the constitutional status of the President of the Republic of Belarus from 1994 to 2022. The analysis is based primarily on the norms of the updated Constitution of Belarus of 1996, amendments to the Constitution of Belarus of 2004 and amendments to the Constitution of 2022. The functions of the President, his relationships with other supreme bodies of the state power, as well as the system of governance in the state are presented. The article also points out the political conditions that have a significant impact on the actual systemic status of the Belarusian president who has become the dominant body in the constitutional and political system of the state.

Ewolucja statusu Prezydenta Republiki Białoruś w świetle reform konstytucyjnych w latach 1994–2022

Artykuł zawiera omówienie ewolucji pozycji ustrojowej prezydenta Republiki Białoruś w latach 1994–2022. Podstawę analizy stanowiły przede wszystkim uregulowania znowelizowanej Konstytucji Białorusi w 1996 r., poprawki do Konstytucji Białorusi w 2004 r. oraz nowelizacja Konstytucji z 2022 r. Przedstawiono funkcje prezydenta, jego relacje z innymi naczelnymi organami władzy państwowej, a także system rządów w państwie. W artykule wskazano również na uwarunkowania polityczne, które mają istotny wpływ na rzeczywistą pozycję ustrojową białoruskiego prezydenta, który stał się organem dominującym w systemie konstytucyjnym i politycznym państwa.
