Regional Cooperation of Southeast European Police Services – from SECI Center to SELEC

Despite over 20 years has passed since the start of regional cooperation of the Balkan police services, there is still a lack of official materials summarizing the region’s activity in combating cross-border crime. This study presents the genesis of SECI’s development, its transformation into SELEC, and the main areas of their activity: information exchange through liaison officers, analytical projects, joint investigations and regional operations. Organization training activities, judicial cooperation within SEEPAG and Poland’s permanent observer status at the SECI Center were also described.

Региональное сотрудничество полицейских служб Юго-Восточной Европы – от Центра SECI до SELEC

Несмотря на то, что прошло более 20-ти лет с начала регионального сотрудничества балканских полицейских служб, по-прежнему не хватает официальных материалов, в которых обобщается деятельность региона по борьбе с трансграничной преступностью. В документе представлен генезис развития SECI, его превращения в SELEC, а также обсуждаются основные направления их деятельности: обмен информацией по каналу связи, аналитические проекты, совместные расследования и оперативная деятельность. Обсуждались также учебные мероприятия организации, сотрудничество судебных органов в рамках SEEPAG а также статус постоянного наблюдателя Польши в Центре SECI.
