Political activity of national minorities in Poland on the example of German minority

W artykule dokonano analizy badań pedagogicznych prowadzonych przez ukraińskich i polskich naukowców, dotyczących problemów kulturologicznych edukacji. Wykazano, że na Ukrainie problemy kulturologiczne edukacji stają się coraz bardziej powszechne, odbywa się stopniowe rozgraniczenie treści pojęć edukacji wielokulturowej i międzykulturowej, problemy edukacji międzykulturowej coraz częściej znajdują odzwierciedlenie w badaniach naukowych i praktyce dydaktycznej. Ważne znaczenie w rozwoju zagadnień kulturologicznych w badaniach pedagogicznych ma rozwój nowego kierunku zintegrowanych badań naukowych na Ukrainie – oświatologii oraz jej części składowej – edukacji kulturologicznej. Badania polskich naukowców opierają się na znaczących osiągnięciach polskiej nauki pedagogicznej i praktyce w zakresie wdrażania podejścia kulturologicznego w edukacji. Szczególną uwagę w badaniach polskich naukowców zwraca się na edukację wielokulturową oraz międzykulturową na pograniczu; na kształtowanie wielowymiarowej tożsamości człowieka; na różne aspekty teorii i metodyki edukacji międzykulturowej. Do rozwiązywania problemów edukacji wielokulturowej w Polsce przyczynia się wyraźne rozgraniczenie pojęć edukacji wielokulturowej i międzykulturowej, określenie na poziomie ustawodawczym pojęć mniejszości narodowej, grupy etnicznej i in.
Life in a culturally diverse environment and being a national minority member causes the socialization of young people to occur in more than one language. Language is not only a medium of culture but also a core element of identity. This article discusses the implementation of the right of national minorities to education in their languages. In Belarus, the Czech Republic, Poland, and Ukraine, there are national minorities of autochthonous character, along with schools with the language of a particular minority as the teaching language. The most developed and numerous network of schools operating in the official school system is in the Czech Republic. In Belarus and Ukraine, the legal possibility of opening and running minority schools was introduced several years ago. Not without significance is the functioning of parish schools, Saturday-Sunday schools, national or ethnic clubs. Apart from family, school is the basic place of learning the minority language, an important element of national identity. At school, learners deepen their cultural competences, within their national, majority group and European culture.

Representation of National Minorities of Poland in the Bodies of State Power
The question of the participation of all the public groups of the country in representative bodies of all levels is relevant to any state. However, the most difficult task is to represent the representative body of interests of national minorities. Different countries have come up with a different solution to this issue. The problem of the representation of national minorities in the authorities is for both traditionally multi-ethnic states and for countries that are reasonably homogeneous in the ethnic plan. This problem will persist as long as there are nations, nationalities, national minorities. People always seek to identify themselves with a particular community, and national identification is the most acceptable. The threat of assimilation of national minorities greatly enhances the desire to preserve its national identity, which always goes into the area of political relations and the need for political decision-making. This article analyzes the current problem of representation of national minorities in the legislative bodies of the Republic of Poland. The aim of the study was to analyze the participation of minority groups in the political (in particular, electoral) process of the state through the formation of ethnic elites and ethnopolitical parties. To complete the selected topic, the following tasks were set: to substantiate the place and the role of national minorities in the socio-political life of the state, to analyze the creation of political parties by individual national minorities and their participation in parliamentary and municipal elections. It is concluded that at the present stage all nationalities living in Poland are disproportionately represented in the state legislative bodies.
Detrimental impact of russification policy and its consequences for the ukrainian people
On the basis of the analysis of normative legal documents and modern scientific historical literature the peculiarities of the action of total Russification on the events of modern history of Ukraine are determined. At the time of the policy of Ukrainization, Russification attacks had somewhat weakened their activity, compared to the Valuev Circular and the Ems Decree. During the period of Soviet Ukraine, Russification developed quite strongly: this was facilitated by the full Russification of the army throughout the USSR, the educational policy of the Soviet Union, the peculiarities of personnel policy for the distribution of jobs to young professionals after graduating from secondary special and higher education.Beginning in 1970, the scientific world of all the then republics of the Union was also Russified - because all dissertation defenses were approved in Moscow, and abstracts were allowed to be published only in Russian. Meanwhile, the Russian language is becoming more and more popular. The Soviet policy of Russification in Ukraine can be called a weapon of slow action, which after decades of its planned action has achieved its actual result - a war in which completely innocent people die. The cult of the so-called “Soviet man” was formed throughout the existence of the USSR. This formation was especially successful on the territory of our Ukraine.Over time, this led to certain signs of erasure of the national self-identification of the Ukrainian people and the formation of a dual mentality. The policy of our pro-presidential parties fully confirms this. At the time of the collapse of the Soviet Union on the territory of our Ukraine, the majority of the population were Ukrainian-speaking Ukrainians and slightly fewer Russian-speaking Ukrainians. But neither the highestranking politicians nor the vast majority of society considered this to be a significant problem. A significant number of Russian-speaking Ukrainians and, on the eve of Russian military aggression, the majority of Ukrainian citizens are overly tolerant of the Russian-speaking phenomenon in Ukraine. The existence of the so-called dual mentality in modern Ukraine – pro-Western (European) and Eastern (pro-Moscow) with the appropriate cultural characteristics. You need to take into account that.The fact that the nation is aging in Ukraine, and there were more pro-Moscow mentality since independence, so there were always enough representatives of pro-Russian parties in the Verkhovna Rada. The language laws approved by the Verkhovna Rada of Ukraine during its entire existence are a direct confirmation of this fact. From the point of view of the civilization approach, the view of foreign researchers (historians, publicists, sociologists, political scientists) on the problem of Russification of the Ukrainian people within the Soviet Union and at the time of independence is important
The peculiarities of implementing the policy of the EU’s Eastern Partnership Initiative in regards to protecting the rights of national minorities have been studied. The issue of national minorities in the EU is considered from the perspectives of security, democracy, and regional integration. Despite contemporary criticism of the EU’s Eastern Partnership Initiative, many initiatives aimed at protecting the rights of national minorities in the region have been implemented, thereby fostering intergovernmental cooperation. It is evident that Ukraine and Moldova are the most proactive in protecting the rights of national minorities amongst the Eastern Partnership countries. These countries have been granted the status of candidate for EU accession. Despite the Russian-Ukrainian war, Ukraine actively works on improving legislation in the field of ethno-policy. Particular emphasis is placed on analysis of the institutional structure of national minorities, communication pathways, and non-discriminatory policies in Eastern Partnership countries. Member states of the Eastern Partnership actively utilize “soft power” techniques through a network of minority organizations. It has been suggested that European integration of Ukraine and Moldova has generated considerable opportunities for the development of national minorities. Loosening of state borders has enabled national minorities to connect more deeply with their ethnic homelands, thereby transforming them into engaged participants of transborder cooperation and significant figures of regional policy. The Eastern Partnership furnishes a platform for minorities to assert themselves in decisions which pertain to their lives, execute grant initiatives, and take part in regional associations of minorities. Nevertheless, certain risks are highlighted, such as particular nations exploiting EU enlargement to tackle minority matters or manipulate minority rights. The EU has analyzed programs supporting national minorities, especially those implemented in the Eastern Partnership countries. While Eastern Partnership countries have developed their policies regarding national minorities, there are common problems faced by minorities in the region. Ukraine, Georgia, Moldova, Azerbaijan, and Armenia are involved in conflicts, being former Soviet Union countries, and face numerous challenges concerning the functioning of the Russian minority, which is numerically significant in this region. It is stated that the EU cooperates with the Eastern Partnership countries on matters regarding national minorities, and it is crucial to develop innovative models for managing ethnic diversity, promoting the involvement of national minorities in making socio-political decisions and integrating them into society.
