The aim of the presented research results was to diagnose changes in leisure time behaviours in the situation of the Covid-19 epidemic. The acquired knowledge about changing leisure time behaviour will be used to develop programmes to promote leisure time activity for students during and after the pandemic. The respondents used the Jay B. Nash model of leisure time, which indicates 4 levels of positive use of leisure time and also includes 2 negative levels, i.e. excesses and crime. We assume that the change in leisure time behaviours during the pandemic may consist in creating more valuable forms of activity, giving not so much pleasure but satisfaction (e.g. pursuing interests, creative activity). We also assume that as a result of these changes a sense of spending time in a valuable and meaningful way during the pandemic (building health, feeling satisfied) will be created, which may result in the permanence of the behavioural changes that have occurred, which may become new health and leisure time habits.

The coronavirus pandemic has turned out to be the biggest challenge the modern educational systems across the world have ever faced. Many teachers observed as their well-being plummeted as they started to overwhelmingly worry about the health of their families, as they were facing confusing instructions, unclear expectations or technical difficulties. The purpose of this qualitative study is to diagnose the role of educational coaching in stimulating the well-being of teachers during the pandemic of COVID-19. The results indicate that educational coaching can help teachers improve their well-being during the pandemic when teachers need to change their role - from classroom to remote - and succeed under a new set of circumstances.

The main aim of this paper is to raise reflection on the conditions of respect for the right to education in the unexpected, pandemic time and after. The right to education is presented as the main agent of personal and social well-being, respect for human dignity, and the power of changing the world. The main question that organizes the structure of this paper concerns the conditions of respecting the right to education in Poland during remote education forced by a pandemic. Attention is focused on conditions, such as the place of living, possibilities for parents with different levels of education to support students, and access to broadband Internet. The discussion highlights the role of imagination as a factor of change in education and ways of respect for the right to education.

Implementation of the Principle of Open Proceedings Before Administrative Courts During the SARS-CoV-2 Pandemic

The introduction of the SARS-CoV-2 virus epidemic on March 20, 2020 resulted in changes in the functioning of the Polish administrative judiciary in the field of examining administrative court cases. The solutions provided for in Art. 15 zzs4 of the Covid act provide for the possibility of conducting a court-administrative hearing in a differentiated mode with the consent of the party to the proceedings. Moreover, the powers of the head of the division in the field of hearing cases in administrative courts are significantly modified. At the same time, it should be noted that the provision of Art. 182 p.p.s.a. relating to the examination of cassation complaints by the Supreme Administrative Court. The threat to human health and life caused by the SARS-CoV-2 virus made it necessary to adapt the functioning of administrative courts to the changed reality in such a way as not to eliminate the threat to the parties to the proceedings by introducing the possibility of holding a hearing in a place or hearing the case in closed session. The solution enabling the parties to participate in a remote hearing affects the implementation of the principle of open proceedings.

This article aims to answer the question about the legality of the selected measures implemented by the Polish government during the first wave of the coronavirus pandemic, which resulted in constitutional rights and freedom restrictions. The study focuses on examining selected restrictions implemented in the spring of 2020 in the light of the Polish Constitution, especially in the light of Article 31 (3), which defines the premises of limitation of citizens’ rights and freedoms. It indicates the lack of legal basis and incompatibility with constitutional premises of many restrictions. The study further examines the premises of the introduction of the state of emergency, indicating that the government's decision not to impose such a state was legal and why. The study considers legal status from March 13 to May 16, 2020.

Restrictions on Freedom due to the Premise of “Health Protection”. A Few Remarks Inspired by the SARS-CoV-2 Pandemic in the Republic of Poland

There is no question that “health protection” is the premise for the establishment of constitutional restrictions on rights and freedoms. It has been so far the subject of legal science only exceptionally and occasionally; mainly in the context of restrictions on the freedom of economic activity. It was only the SARS-CoV-2 pandemic in the Republic of Poland that brought a wider interest in this category, referring it also to the limitations of another fundamental freedom – freedom of expression. Considering the above, the analysis of legal limitations on the freedom of expression, imposed on the basis of the premise of health protection, seems to be by all means justified and purposeful.

Działania antypandemiczne podejmowane w kontekście ochrony życia i zdrowia nie spełniały wymagań jakościowych stawianych legislacji pozwalającej na proporcjonalne ograniczanie podstawowych praw i wolności. Wyznaczanie granic podstawowych praw i wolności zastrzeżonych dla ustawodawcy zostało niedopuszczalnie pozostawione pozaprawnemu stanowieniu prawa.

State of Emergency in the Italian Republic During the Covid-19 Pandemic – Constitutional Aspects

The Covid-19 pandemic forced European Union member states to introduce modern European standards regarding human rights and the rule of law in an unprecedented crisis. In 2020 Italy was the first affected country in Europe. Italian authorities, forced to take new and more stringent measures to contain the virus’s expansion, have introduced a state of emergency that may last until 2022. From a constitutional law perspective, the coronavirus emphasizes the need to consider the Italian “emergency constitution”. The ongoing health crisis gives rise to some reflections on the lack of an articulated crisis framework in the Italian constitution and whether existing tools are adequate to face of contemporary threats. This article discusses the Italian Constitution and other laws in the country relating to the state of emergency during the Covid-19 pandemic.

Learning in unknown circumstances is a great challenge for young people, particularly those who lack the ability to regulate their emotions. This text presents the results of research on the image of the life of students in higher grades of primary school, measured by the sense of self-efficacy and the sense of helplessness. The research was conducted during the COVID-19 pandemic among 303 students. It was found that (1) students rather express their belief in their own effectiveness (agency), and, at the same time, (2) half of the students indicated the feeling of helplessness; (3) helplessness is significantly higher among girls; (4) in the case of girls, there is a clear and strong negative relation between the sense of effectiveness and the helplessness.

This paper analysed the social relations of Polish children during the SARSCoV- 2 pandemic. The period of isolation and remote learning was approached as a transitional time using Victor Turner’s concept of liminality. The concept offered a new perspective on children’s experiences during the regime of health protection constraints and the resulting limitations. The research material was collected using focus group interviews with 41 urban children aged 7 and 9 to describe liminal features of their everyday life and characterise their social interactions. The findings reveal the risks and the potential of the pandemic period with respect to the social world and its construction by children. The most important observation concern is that educators and caregivers exploit children’s aversion to mediated interaction and assistance in reconstructing the world of actual interaction of children using creative rituals within the family and at school.

Ombudsman and His Activity During the COVID-19 Pandemic (Selected Issues)

The article is devoted to the analysis of the activities of the Commissioner for Human Rights during the COVID-19 pandemic in Poland. The experience to date allows us to conclude the activities of the ombudsman institution and the problems of a social, political and legal nature generated in the state by various regulations aimed at eliminating the virus itself and the consequences of its occurrence. The aim of this article is to draw attention to selected problems related to the specificity of the activities of state institutions in the event of a threat to the health safety of Poles, as well as activities undertaken in the area of administration, health protection and economic activity. The author tries to show that the Ombudsman intensified efforts to protect civil rights during the pandemic and pointed to its critical problems.

The spread of the SARS-CoV-2 virus in Poland and, consequently, the introduction of the epidemic on March 20, 2020, influenced the decision not to hold the election of the President of the Republic of Poland scheduled for May 10, 2020. Therefore, in the face of objective difficulties in the organization of elections, a new voting deadline was set on June 28, 2020. Due to the prevailing global pandemic, the elections for the President of the Republic of Poland, ordered in 2020 with the possibility of postal voting, were conducted and prepared in exceptional circumstances. With this in mind, this article presents a number of various problems, and even limitations, of the electoral rights granted to each voter, which have become a consequence of the legal solutions introduced without in-depth analysis, often in a hurry. 1

The COVID-19 pandemic made the authorities of many countries take extraordinary steps to prevent the new disease from spreading. They were not limited to improving the operation of healthcare but also extended to a range of areas of social and political life. That resulted in restrictions to fundamental human and civil rights and freedoms. A number of doubts voiced in the public debate in this connection encourage a scientific consideration of the legal aspects of restricting the rights and freedoms in connection with the pandemic. This paper is aimed at presenting disinformation as a hazard to the right to the freedom of speech, constitutionally protected in democratic states.

Impact of government actions on the tourism sector following the outbreak of the COVID-19 pandemic

The purpose of the article is to present the actions taken by the state and their impact on the tourism sector during the COVID-19 pandemic. It is also to show the effects that they have brought for the tourism industry, including those using tourist and recreational services. The basic method used in the preparation of the article was primarily the analysis of legal acts, documents and guidelines issued by state authorities during the pandemic and statistical data. The main content of the article consists of three parts. The first presents the situation of the tourism industry during the pandemic. The second part analyzes the administrative and legal activities of state authorities in the tourism industry. In turn, the third part presents examples of clients ‚and entrepreneurs’ reactions to bans and restrictions introduced by state authorities. In connection with the research carried out, it was stated, inter alia, that „the state should take measures to enable the functioning of the economy in this tourism sector in the period of a pandemic and other possible crisis situations that will probably arise in the future”.

The precariat in the feature film

This paper discusses selecting films (realized shortly before the COVID-19 pandemic) portraying the precariat in today’s world. Working poor in lowwage jobs cannot secure a livelihood, which creates frustration and leads to a loss of personal and social dignity among this social class. My main focus is human dignity in the face of poverty and economic and social marginalization, enabled by a political system allowing contemporary forms of exploitation. In this paper, I refer to social scientists and filmmakers who warn against the escalation of aggression brought on by this phenomenon. The research aim of my study was to acquire knowledge of how the precariat has been presented in selected films and whether and why this phenomenon is the cause of human dignity and social exclusion. The first part covers definitions of the terms involved (precariat, human dignity), while the second discusses three selected films that explore the subject above.

Therapeutic uses of music and anxiety level in teachers in times of pandemic – pilot study

During the COVID-19 pandemic, there has been an increase in anxiety and distress in many populations. They particularly affected selected professional groups, e.g. teachers. Among the strategies for coping with anxiety and stress, interventions using music as a tool to reduce tension are showing promising results. For the purpose of this study, a therapeutic intervention protocol using various music-based activities was constructed. A pilot study was carried out to initially assess the effectiveness of the intervention, and – on the other hand – to check the feasibility of the proposed experiment in terms of methodology and practice. The study involved 13 participants (n = 13); a mixed study design with a triple-repeated measures was used (the GAD-7 Generalized Anxiety Questionnaire). The results were interpreted both in an individualized and experimental perspective, with a statistical analysis (ANOVA, Student’s t-test). They suggest that the original musical intervention contributed to the reduction of the level of anxiety in the time course. Due to the size of the sample and the pilot design of the study, the results should be treated with caution.

Local Government in the Process of Organizing General Elections During the Pandemic – The Experience of the 2020 Presidential Election in Poland

The aim of this text is to analyse the tasks and activities of the municipal government during the organisation of elections in the period after 12 May 2020, when elections were originally scheduled for, but in which no voting took place. A particular element of the context of this election was the pandemic threat. The study is based on source documents and five expert interviews conducted with people involved in the organisation of elections. The analysis focuses on two areas – the expansion of postal voting and sanitary restrictions at the polling station. This study draws attention to the increased tasks of local government and the short time for adaptation to the new legal regime.

The authors’ purpose in this article is to present the way in which strategic leaders may use analytical tools to operate during crisis. Their actions is based on the idea of six main tasks, the so-called “Six Makings”, that they have to accomplish. The idea of “critical tasks during crisis was presented on the basis of the COVID-19 situation in Poland and the activities carried out by the Polish government and the Polish Health-care System (Strategic Leaders) to neutralize the negative effects of the pandemic, protect the health and lives of citizens, and care for the economic situation. Qualitative data analysis techniques were used in the research process. The authors concluded that in times of crisis, citizens rely on their leaders and believe that they will ensure their security and a swift return to customary. Strategic leaders must guarantee that the organizations and stakeholders they lead are prepared to counter the future challenges — foreseen and unforeseen alike. The “Six Makings” analytical tool, properly used, could significantly improve the accuracy of decisions made and increase the effectiveness of actions taken.
