The purpose of the article is to explore the basic principles of information policy formation in Ukraine in the context of hybrid information warfare; identification of features and problems of information policy and its impact on the public administration system. The results of the study show that since the beginning of Russia’s armed aggression against Ukraine and the widespread hybrid information war, the state’s information policy has changed its vectors and priorities. Confirmation of this was the adoption of a number of legislative documents, which identified the external enemy of the aggressor and outlined directions for the protection of national interests. It is analyzed that one of the main tasks in the information confrontation of the hybrid war is the formation of appropriate information policy and information security. It was pointed out that in the conditions of a hybrid war, a systematic approach should be devised to adequately respond to the state’s power structures to the challenges related to information confrontation. In order to minimize the spread of manipulative influences in the national information space, the formation of practical mechanisms for implementing the country’s information policy, establishing communication with civil society and raising the overall level of media literacy of society is a necessary question.

The People’s Republic of China’s Response to the Hybrid War in Syria
The main purpose of the paper is to present the most important determinants and dependencies characterizing the policy of the People’s Republic of China towards hybrid war in Syria since 2011. The paper starts with the definition of hybrid war and its most important determinants. In next part of the article, the role Syria that plays in China’s political strategy has been described. At the outset, relations between Beijing and Damascus during the Cold War and immediately after its completion have been analyzed, when the Chinese side approached with a considerable distance to wider involvement in the Middle East, including Syria, having own internal difficulties, tense relations with the United States and the pro-soviet and then pro-russian position of Damascus. Next, Beijing’s views on the outbreak of the war in Syria have been mentioned, pointing to the most important determinants of the Chinese politics and the ideas for resolving it proposed by the Chinese Communist Party. In addition, goals that the Middle Kingdom wants to achieve in Syria have been presented in the global and economic aspect. The attitude of the communist power to the problem of rebuilding Syria has also been put into account. In conclusion, it has been addressed whether in the era of China’s growing assertiveness on the international arena, a modification of the Chinese position, should be expected.

The Influence of Political Processes and the War in Ukraine on the Formation of Generation Alpha and the iGeneration (Z): Defining Specific Features
The article attempts to analyse and define the specific features of the iGeneration (Z) and Generation Alpha in Ukraine in the context of the political processes and the war taking place in Ukrainian society. The article discusses the generation issues, taking into account the characteristics of the iGeneration (Z) and Generation Alpha. Assuming that a generation is an identifiable group of people who share a similar time of birth and significant events at critical stages of development, the article presents an original approach to determining the specific features of the iGeneration (Z) and Generation Alpha in Ukraine. The Orange Revolution (2004), the Revolution of Dignity (2014) and the hybrid war (2014-2022) and Russian-Ukrainian war (from 24.02.2022) had a significant impact on the formation of the iGeneration (Z) and Generation Alpha in Ukraine.

Constitutional Duty to Protect Polish Borders in the Light of the Crisis on the Border with Belarus
The duty of each state established by internal law is to protect its borders. The Constitution of the Republic of Poland, referring to the need to ensure the integrity of the territory and the security and inviolability of its borders, gives this duty priority. The crisis on the Polish-Belarusian border poses a serious threat to both the Baltic countries and the European Union. The methods and means used to end it are primarily intended to ensure border security, which is a particularly difficult task given the hybrid nature of the actions carried out by Belarus. The possibility of response and reaction of Polish services is limited by the need to respect human rights, international law regulations and democratic rules, which the Republic of Belarus does not feel bound by. The use of the state of emergency made it possible to focus efforts on combating the crisis, but the question arises how the situation will develop after it is lifted.

The “Wars of Memory” as a Key Factor of Formationof the State Policy of Memory in Modern Ukraine
The aim of the study is to reveal the content of the phenomenon of “memory war” as a factor in the formation of memory policy in Ukraine in the period from 2014. The research methodology is interdisciplinary, combining methods of historical, political, sociological and legal sciences. The main results of the research: the content of the concept of “memory policy” is revealed, the structure of memory policy in modern Ukraine is determined. It is proved that historical memory is a key element of the whole identification system and due to the fact that historical memory is a highly politicized segment of public consciousness, it can quickly become a factor of social tension and civil confrontation, become a source of national disintegration. This is facilitated by the multiplicity (polarity) of historical memory, so the conceptual basis of memory policy should be the desire to achieve the integrity (monolithic) of the nation’s memory, to overcome polarity and controversy in assessments of the historical past. It was stressed that a certain consensus can be reached on a nationwide historical grand narrative in Ukraine if the objective existence of the Ukrainian nation and the existence of Ukraine as an independent and sovereign state are recognized. The practical significance of the achieved results is due to the fact that in the conditions of the hybrid war of the Russian Federation against Ukraine the state policy of memory is called to promote formation of monolithic historical memory, search of optimum balance of historical plots which would, on the one hand, prevent erosion of ethnocultural basis of historical memory, and on the other – would contribute to the awareness of national history as a permanent process of interaction and interdependence of different cultures. The originality of the study lies in the fact that the influence of historical policy on the course of the hybrid war of the Russian Federation against Ukraine is revealed.

Trying to explain the term and essence of hybrid wars
Russian-Ukrainian conflict has contributed to the spread in the media and politics the term hybrid war. The purpose of this article is to encourage researchers to reflect on the pertinence of the use of the term and on the need to clarify it. The article discusses selected theoretical and practical problems of the ongoing Russian Ukrainian war since 2014 from the perspective of Carl von Clausewitz’s political theory of war. It argues, first, that defining the first phase of the conflict as “hybrid war” on theoretical grounds is an unnecessary exercise that obscures the methodologically important difference between war and peace. Second, despite technological innovations, the concepts of “fog of war” and “friction” remain relevant. Third, the current phase of the conflict shows that the spontaneous and grassroots involvement of citizens in the war was a transitional phenomenon that became subordinated to central command structures. It also shows that from the perspective of Clausewitz’s theory, Russia’s strategic failure in the first part of the second phase of the conflict is completely understandable.

This article addresses the urgent issue of hybrid threats within the international legal framework. It examines their implications through the lens of the conflict in Ukraine, Israel and other violations of fundamental principles of international law by authoritarian actors. The author critically evaluates the inadequacy of the current international legal system in dealing with the complex nature of hybrid threats, which exploit vulnerabilities in democratic societies. The article advocates for a comprehensive approach, calling for reforms at national, regional, and international levels to strengthen resilience and establish a more secure and adaptable international system. Throughout the article, various proposals are presented with the aim of reshaping the global security architecture. The author emphasizes the need for a thorough reassessment of existing international norms and institutions, highlighting the urgency of adopting innovative strategies to protect against the sophisticated tactics employed by authoritarian actors in hybrid warfare.
