South Asia, East Asia and South-East Asia have a significant number of recipients of Official Development Assistance (ODA), including the Least Developed Countries. The importance of this part of the world in terms of global trade and geopolitics is self-evident and contributes to the reasons why major members of the OECD Development Assistance Committee (DAC), including Japan and South Korea, have a clear interest in being actively engaged in development cooperation within the region. There are, however, at least five emerging donor states, also active in the region, who operate outside the framework of the DAC. The aim of the text is to provide a brief comparative analysis of the development activities of: India, the Peoples Republic of China, the Republic of China, Singapore and Thailand.

Factors confirming China’s power status

Nowadays it is no surprise to anyone that PRC is put on an equal footing with the USA. Current geopolitical situation is changing in inordinately dynamic way. The situation from a few years ago seems to be very different from what we have now. In a new, multipolar world China plays an increasing role. It has become the second world’s economy after USA. There are many reasons that contributed to the current situation and it is not possible to address all of them in one thesis. Nonetheless, the important thing is to understand the reasons why China is becoming a geopolitical power.
The aim of this work is to analyze the strong and ceaselessly increasing China’s position at the national level. Firstly, the changes that occurred in China over the past 70 years were analyzed. Analysis of the historical context helps to understand the dynamics of China’s growth as well as immense potential of this country. The next part of the work addresses the events that took place in 21st century with particular focus on 2008 crisis as well as its policy and economic implications that are noticeable in the present day. This part of the work also includes the assessment of China’s dynamic development. In this work there is also a description of China’s One Belt, One Road Initiative. Financial institutions associated with initiative as well as the opportunities for Europe connected with huge funds were described.
The work is based on the latest literature on the topic, online articles and statistics retrieved from People’s Republic of China’s official statistics website available in Chinese.
The work shows that China plays an essential role in the new balance of power. Due to dynamic changes in the global balance of power China can become a leading superpower in the nearest future.

The South China Sea dispute: historical overview, discussion of problems of a political and legal nature with particular emphasis on elements of China’s foreign policy

The South China Sea is one of the key interests of Chinese foreign policy. The author of the provided article will analyse geopolitical factors, including estimation of the total value of the resources of the South China Sea, further providing the reader with information about international law regulations regarding the analysed matter, as well as presenting the current situation on the South China Sea. During the realisation of said plan, the author will try to prove the thesis that the South China Sea is of utmost importance to the Republic of China, the thesis that international law is unable to resolve disputes arising from said sea, as well as the thesis that Chinese presence is gradually increasing on the South China Sea. After proving all of the highlighted theses, the author will present the most probable political forecast, as well as opinions presented in literature regarding this matter.

The main consequence of rapidly progressing globalization is the strengthening of new, dynamically developing economies. The paper includes the author’s reflections on the European Union’s strategy for the Indo-Pacific region, which is responsible for 60% of global GDP and 2/3 of global economic growth. As a result, this makes that neighborhood an area of conflicting interests and rivalry between the economically strongest state entities. Despite the relatively late involvement of other foreign players in the region, the European Union is also trying to strengthen its position in this area. On September 16, 2021, the “EU Cooperation Strategy in the Indo-Pacific Region” was established. The author of the paper will try to answer two main research questions: (1) What influences the shape of the European strategy towards the Indo-Pacific region? and (2) What obstacles does the European Union face in the process of shaping its relations with representatives of this region?

Ideal cities? Examples of implementing the smart city concept in Asia

The article analyzes the issue of an ideal city. The dynamic development of digital technologies leads us to believe that it is thanks to their use that the future cities will be created. At the beginning of the XXI century, the concept of a smart city became popular as a model of transforming the city using technologies to improve the quality of life of its inhabitants. The Obama administration announced the U.S. “Pivot to Asia” in November 2011, shifting the country’s focus from Europe and the Middle East to East Asia. In reality, it meant a lot of diplomatic gestures and new economic (trade) ties. Rebalancing was supposed to be an answer to China’s growing potential within almost all spheres. The strategy was supposed to strengthen bilateral security alliances, intensify cooperation with emerging regional powers, tighten ties within multilateral cooperation, expand US military presence in the region, develop economic engagement through new trade agreements and investments, and finally promote democracy and human rights. The paper will examine various dimensions of the pivot, focusing mainly on the military, diplomatic and economic spheres. It will also give a closer look at US–China relations and provide insight into the perception of the shift from the regional perspective.

Comparative Study of Maritime Governance in the Global South – in Search for the Broader Cooperation

  • Author: Tomasz Łukaszuk

  • PDF: ppsy/53-4/ppsy2024409.pdf

The article’s primary purpose is to analyse maritime governance in the Global South. The Global South is responsible for the most significant share of living and non-living resources and the vastest part of the world’s seas and oceans. State and non-state actors located in the Southern Hemisphere face similar challenges of unsustainable exploitation of fishery and fossils, growing expansion of the Global North, illicit actions of non-state actors threatening the security of Sea Lines of Communication, and climate change posing existential jeopardy through the rise of sea level. The article attempts to answer the research questions of how the Global South countries differ in their maritime governance approaches, the reasons behind those differences, and what common points can be identified in their actions. The comparative study is applied to find differences and similarities in their search for the most effective model of maritime governance. The basis of the comparative study is not three oceans – Indian, Pacific, and Atlantic, but two continents – Africa and Asia, and their institutional frameworks in significant areas of maritime governance – legal, security, and blue economy. The article claims that existing channels of coordination and several ideas proposed by leaders of the Global South within the United Nations and regional trade and political platforms of cooperation in the 21st century could serve as instruments enabling the implementation of ideas of trans-continental cooperation and oceanic corridors.
