The environmental protection in the socio-economic development

Perspective of socio-economic development depends on many factors, mainly the the respective structural and systemic changes, and the proper use of resources. System and structural solutions accompanied by the necessary investment and funds along with the institutional support will have an overwhelming influence on this development. This paper presents the problems of environmental protection and the most important economic instruments for the environmental protection in socio-economic development. In this paper first discusses the theoretical environmental protection, then the issue of instruments in this field. The work ends with a brief conclusion.

Zasadniczym celem artykułu jest nakreślenie odmienności ontologicznych, funkcjonalnych i aksjologicznych różnorodnych podmiotów bezpieczeństwa, a tym samym szerokiego zakresu jego definicji, która respektować musi co najmniej dwa dopełniające się kryteria, a więc kogo i w jaki sposób definicja ta dotyczy. Istotnym zadaniem tekstu jest także wskazanie na przyczyny zainteresowania problematyką bezpieczeństwa kulturowego w coraz bardziej wielokulturowym, hybrydalnym i płynnym świecie transformacji społecznych epoki postglobalnej, która bynajmniej nie prowadzi do kulturowej unifikacji społeczności i narodów, a wręcz odwrotnie – do wielowymiarowej ich dywersyfikacji. W analizie atrybutów, fenomenów oraz wyzwań bezpieczeństwa kulturowego przywołana zostaje ponad sześćsetletnia i zapomniana tradycja polskiej szkoły prawa międzynarodowego z początku XV wieku, która powstała na bazie koncepcji prawa narodów Pawła Włodkowica, rektora Akademii Krakowskiej i jednego z najwybitniejszych myślicieli polskiej myśli społecznej w wielokulturowej epoce Rzeczpospolitej doby Jagiellonów. Powstałe wówczas koncepcje mogą być inspiracją aksjologii bezpieczeństwa kulturowego odróżnionego od kultury bezpieczeństwa oraz budować międzykulturową perspektywę zrównoważonego modelu relacji osób, grup i organizacji jako konstruktu generującego bezpieczeństwo kulturowe we współczesnej przestrzeni komunikacyjnej i kulturowej współczesnego świata, wyznaczając rolę, jaką spełniać mają w nim refleksja akademicka, edukacja międzykulturowa i aksjologia zrównoważonego rozwoju.

Global aging is one of the challenges for the concept of sustainable development. The particular importance have here the needs of designing the physical environment, especially urban green areas. They have the potential positive impact on the activity and activation of seniors. The tool, which is gaining on popularity is sustainable design, which helps to better meet user needs while taking care of the social and natural environment. The combination of these issues allows to try to specify the main features that should have urban green areas to be called age-friendly.

Dynamic changes in the European climate policy are aimed at a drastic reduction of CO2 emissions. The Union’s policy has several social, economic, and political consequences. Therefore, it is subject to assessment from the perspective of the legal order, including the constitutional order of the Member States. Therefore, a question arises as to the compliance of the “Green Deal” policy with the Polish constitution. It can be very troublesome to answer them positively. The EU policy is not only implemented in the interest of the whole world, and its effectiveness is uncertain, if only due to the need for cooperation of the entire international community. An additional challenge may be the quite evident departure from the principle of sustainable development in favor of climate protection. Although the given questions are troublesome, they deserve attention and noticing an apparent collision.

The unrelenting spread of the Corona Virus (Covid-19) pandemic through all nations of the world has sent medical researchers on a frenzied search for a cure. The island nation of Madagascar, in Africa, surprisingly contributed to this global research effort through its ‘Covid Organics syrup’. Presently, though, the Covid Organics syrup is no longer seriously touted as a viable cure for Covid-19. However, its advancement has thrown up issues relating not only to research and development in itself and in herbal remedies, but also on the ability of herbal development to play a role in ensuring sustainable development. The paper reviews these issues and the potentialities of herbal therapy vis-à-vis the global quest for sustainable development.

The current study assumes that the notion of sustainable development, typical for the discourse on environmental protection, can be also applied to political research and indicates that institutions play a very important role in the process of creating and maintaining the balance of the political system, the aim of which is to build sustainable relations between different participants in its space. The European Union, which seems to feature characteristics of a hybrid organization and displays strong tendency to increase complexity, is examined. The EU institutions have a very important and often difficult role to play in sustaining intergovernmental and supranational influence and therefore often find themselves in contradictory situations. The intersecting efforts to deepen integration and at the same time the need to protect sovereignty do not allow for straightforward achievement of sustainable development of the integration system. Therefore, a distinctive feature of this system is the maintaining of sustainability rather than the actual achievement of sustainable development.

The essence and status of the constitutional principle of sustainable development (according to the judgments of the Constitutional Tribunal)

The term „sustainable development” is a”constitutional” term in Poland – in the sense that the Constitution uses, but does not define it. In the Polish legal language, it is a relatively new concept, formed in the early 1990s. By not introducing a definition of „sustainable development” into the Constitution of the Republic of Poland, the lawmakers of the constitutional system left it, in practice, relatively open to interpretation. The current study aims to analyze the decisions of the Constitutional Tribunal in Poland, especially concerning the scope of art. 5 of the Constitution, on the basis of which, among others, the principle of sustainable development was put forward.

Right to a future consistent with human dignity and right to clean air in light of constitutional values and rules

This article is concerned with the right to a future consistent with human dignity and the right to clean air. Environmental protection is one of the constituents of ecological security. Actions taken to ensure ecological security and protection of natural environment are multidimensional in character. They pertain to not only the duties of public authority but they also strongly affect the area of rights and liberties of an individual. The right to environment of adequate quality is a fundamental human right. Public authorities should strive to improve the present state of the environment and direct its subsequent development such that current as well as future generations can lead a dignified life. The right to clean air ought to be interpreted as a personal right resulting from constitutional values and rules.

On March 24, 2021, the First Senate of The German Federal Constitutional Court issued that part of the Federal Climate Change Act of December 12, 2019 (Federal Law Gazette I, p. 2513) must be deemed contrary to Basic Law. The fundamental reason underlying his conclusion was the failure of the federal legislator and the Federal Government to take suitable and prospectively sufficient measures to decrease greenhouse gasses (predominantly CO2) emissions. The Tribunal interpreted Art. 20a of the Basic Law, in conformity with the principle of intergenerational equity. By anchoring his reasoning in that concept, the Tribunal turned into an unclear and controversial path. It may serve to enhance radical political changes. However, on the other hand, it may also undermine the green change.

This paper examines the innovation and employability of National Youth Service Corps (NYSC) members for sustainable development in south-east Nigeria. The research design employed for this study was a descriptive survey. The population for this study comprises all NYSC members serving in southeast Nigeria. A purposive sampling technique was used to sample all 2019 Batch “C” who participated in the Post Mobilisation Workshop held on 27t - 29t January 2020. Also, a simple random sampling technique was used to select 400 NYSC members from each state of south-east Nigeria. In all, 2000 NYSC members participated in this study. The questionnaire that was used to collect data in this study was titled “Influence of Innovation on Employability of NYSC Members for Sustainable Development Questionnaire”. Percentages were used in describing the demographic characteristics of the respondents, and mean ratings were used to answer the research questions. The findings revealed that influence of innovation on employability of NYSC members for sustainable development in south-east Nigeria was positive. The main new innovation to enhance employability of NYSC members for sustainable development in south-east Nigeria was agro-allied. The main employability skills of NYSC members for sustainable development in south-east Nigeria were confidence skills. It was concluded that innovation positively influences employability of NYSC members. It was recommended that the NYSC commission should embark on introducing more innovative skills to NYSC members for them to be able to stand on their own after the NYSC programme.

Arivism, Chremastics, Mathematics, and Human-Centeredness – Apologetics of Axiology in Economics

The main purpose of the article is to verify the hypothesis that the erasing of values from economics causes unfavorable social changes leading even to social stratification. Side by side, it will be considered if homo neuroeconomicus is already the leading paradigm in economic, and marketing creates our attitudes, with the aim only to sell, not to distribute wares. The article also aims to show the relevance of axiology in economics, because at its metatheoretical level its ontological status constitutes values implanted by recognized economists. Meanwhile, contemporary economics tries to create an exact science, disavowing its normative output. The record is mathematical, which evaluative value, emotionally excludes man as an important subject of economics. The loss of autotelism in the exemplification of a human being and its natural inclination to participate in the economy causes non-exclusivity in participation. The attempt of these changes also led to the creation of homo neuroeconomicus as a model example of a human-consumer who has three tasks: buy, buy, buy. An adequate method to show the issue is to use the descriptive method to approximate the problem and comparative analysis, which indicates that there is no one way to look at the economy and to make it work in reality.

The awareness of the society that it is responsible for what the nature looks like, as well as for developing human relations, results in the popularization of the idea of sustainable development. The aim of thos study is to present an analysis of the literature on the subject focused on the description of the reality and possible directions of changes in education, considering it as global challenges in three aspects of sustainable development: the economic, ecological and social. The greatest challenge today is to create a multidimensional view of a constantly deepening social and environmental crisis. The change that should be made in education should concern the processes that are aimed at combining the three aspects and at balancing their importance. The essence of education for sustainable development was shown in shaping the values, empathy and awareness that are needed to act for society, as well as the environment and the economy on a global scale.

The European Union law and related regulations implement the conceptual framework of the sustainable development, that manifests itself as a compromise between the environmental protection and public space development, addressing the social and civilisational development. Amongst the regulations governing that issue, the ban on the advertising that encourages to act in the manner causing environmental protection hazards, is particularly interesting. The Polish law and related regulations ban to promote goods or services including the content that publicises the consumption model that is in contravention with the environmental protection policy and sustainable development policy, including but not limited to the advertising with the use of the wilderness for the purpose of promoting goods and service that have adverse impact upon the natural environment. Ecological organisations are entitled to lodge the petition to ban that kind of promotion within the framework of the civil law court procedure.

Aporias of sustainable development

The article considers the aporias underlying the idea of sustainable development and the 2030 Agenda. The reports made for the Agenda show, on the one hand, that in recent years the number of people living in extreme poverty has significantly decreased, on the other hand, it turns out that the goals of sustainable development are implemented are faster and more effective in developed countries. In other words, we observe that despite the relative improvement in living conditions in the poorest countries of the global South, most of the profits still go to the wealthiest countries of the North, which get richer at the expense of the poor. The author concludes that the aporetic nature of the 2030 Agenda has been unintentionally expressed already in the preamble, where the idea of sustainable development is compared to modern Esperanto, thanks to which the activities of governments and business are to be integrated under the aegis of the United Nations, and notes that the vast majority of vocabulary in Esperanto comes from languages Western European, and the language is always governed by a specific axiology and social structure – it turns out that it is easier for Western countries to find the semantic, syntactic and, above all, pragmatic reality assumed in the Agenda.

Civil Rights and Freedoms in the Light of the Idea of the „15-Minute City”

The aim of the article is to draw attention to the rights and freedoms of citizens in the light of the idea of introducing “15-minute cities”. This idea is indicated in the UN resolution of 2015, called the 2030 Agenda. 15-minute cities are referred to as smart cities or compact cities. Under the “Horizon Europe” program, 100 cities were selected as experimental cities in the pursuit of creating smart cities by 2030, including: Wrocław, Warsaw, Łódź, Rzeszów and Kraków. The assumption of the smart city is that every resident should have access to basic life needs within 15 minutes of home. By implementing the above, a new urban planning trend in cities was also created. On the basis of these considerations, an attempt was made to assess whether the changes related to the introduction of 15-minute cities will not limit the rights and freedoms of man and citizen

There are many misconceptions about what is called “integral education”. We propose an integral approach to education based on the historical thinking of John Dewey and on the more recent AQAL concept by Ken Wilber. At the centre of integral education, there is a Subject. Subject equals his/her perspective. Integral education is a process of constructing/creating perspectives in the subject. We propose that four main perspectives can be applied to the educational process and the Integral Education Matrix includes these perspectives. The matrix can be a useful tool for planning actions and outcomes in the process of education.

The study attempts to analyze the implications of the war in Ukraine for the issues of development and inequalities in the BRICS block. The so-called “emerging economies” play an essential role in the global system, both in economic and political terms. The article compares the political and economic backgrounds of Brazil, Russia, India, China, and South Africa, their development, the “status quo” and their future aspirations, and analyses how the war in Ukraine may change the global development scenario. It is essential after the BRICS summit in South Africa invited six new members to the group. The article is rooted in complexity theory, supported by a mixed methodology approach. We show how the given research methodology, informed by complexity theory, can furnish new insights into global sustainability. The statistical method was used to gauge the correlation-regression impact of inequalities in BRICS countries on their sustainable development. The analysis allows several conclusions to be ventured: sustainable development is closely linked to inequalities and vice versa; the war has had a significant, multidimensional impact on the development paths and inequalities in the BRICS countries, which potentially could worsen, and the war is a major shocking event that can lead to global system changes and implications which are broader than merely for the subregion.
