General Information

The Polish Political Science Yearbook (PPSY) accepts original manuscripts, including theoretical and methodological papers, conference reports, book reviews, and discussion papers. The only publication language accepted by the PPSY is English. The journal does not publish translations and reprints. The PPSY publishes papers related to the journal’s aims and main fields of interest, such as political science, international relations, and public policies (e.g., security issues, law, management, and governance analyses, etc.). The journal is open to all methodological approaches and research strategies, including qualitative, quantitative, or interdisciplinary, providing that a utilised methodology is adequate to the studies’ aims and empirical data.

The Editors will not accept a subsequent manuscript of the same author until the publication process has been completed for a previously submitted manuscript. Publication of the text in the journal is considered the completion of the process.

In case of publishing several works of the same author, it can be done no more frequently than one paper per year for maximum two papers. Considering each following manuscript is individual, and usually entails several years embargo for publishing in the journal, dependently on a given country regulations, e.g., next publication possible in a next parametric period.

The hard copy of the journal is the original copy. However, the journal publishes accepted and peer-reviewed papers ahead-of-print online.

Submitting a manuscript is possible after adjusting it to the journal’s requirements only through the Editorial System available here. In the moment of sending a submission, the author declares acceptance and compliance with the journal’s ethical standards available here. Every submitted article meeting the technical requirements undergoes double-blind peer review – read more about the process and check the review form here. Publishing a paper must be preceded by signing the copyright agreement and authorship declaration by the principal author. The publication procedure lasts from one to four months, dependently on the reviewers’ availability.

The publication is free of charge. The journal does not have article processing charges, editorial charges, or printing fees. The publishers and our donors cover all costs of publishing the PPSY. Authors, other individuals, or institutions may participate in publishing costs but it does not influence the editorial process and content assessment in any way.

Instructions for Authors

The PPSY accepts only papers in English. The Editorial Board ensures proof-reading by an English language editor or a native-speaker but already edited papers are welcome.

The standard length of a manuscript is 10.000–35.000 characters with spaces, excluding references. Please consult all proposals exceeding the limit with the Editors before the submission.

A conference report should include 2.500–10.000 characters with spaces, a discussion paper – 10.000–20.000 characters with spaces and a book review – 2.500–5.000 characters with spaces.

The PPSY uses in-text citations: the APA Formatting and Style Guide 7th Edition (see: Guidelines; instructions for citing legal documents in APA are available here).

Submitted papers and research reports must include a 150 to 200–words abstract and 3 to 8 keywords. The manuscripts should have no biographical note or any other information that could be used for identifying the author’s identity.

The PPSY still requires every author to provide information such as degree, name and surname, university, ORCID No., and e-mail address – but these must be filled only in the Editorial System during the submission procedure.

The PPSY Editors recommend using the following scheme for writing an abstract:

  • Introduction (briefly declare the research field and problem, study’s aim, and hypothesis),
  • Methods (present a selected method, data, and other relevant study’s conditions),
  • Results (outcome of the analysis),
  • Answer to the research problem and its implications.

The PPSY strongly suggests to apply following standards for arranging contents:

  • Research papers: objective situation, research field, goal, research problem and hypothesis, other methodological aspects (data selection criteria, methods, techniques), state of the art, empirical sample, analysis, results, discussion of findings, conclusions, and list of references,
  • Theoretical papers: research field, state of the art, new approach, application, possible verification, judgments, and list of references,
  • Methodological papers: state of the art, description of a method, research procedure, new application example, conclusions, and list of references.

It is recommended though not mandatory to use the following manuscript’s template.

All supplementary material covered in the article, e.g., images and tables, should have title and source. Conference reports, discussion papers, and book reviews should have the title and a list of references. We require additional information for a conference report – Conference Title, Place, (Month, Day, Year), Organiser – a discussion paper and a book review – Author, Title of book/paper. Location: Publisher (number of pages). ISBN.

References should be in the “in-text citation” style. For one author: (Smith, 2010) and Smith (2010) or (Jones, 2012, p. 10) and Jones (2012, p. 10); For two authors: (Smith & Jones, 2005) or Smith and Jones (2005); For three authors and more: (White et al., 1998) or White and others (1998). Multiple works should be referred as: (Smith, 2010; Jones, 2012; White et al., 1998).

Criteria for Publication

The Polish Political Science Yearbook accepts original manuscripts prepared under the highest scientific standards and contributing to the scholarly knowledge. It involves research and review papers, conference reports, book reviews, and discussion papers written in English. Submitted papers must present research findings or discuss theoretical approach or explain the application of research methods. The PPSY welcomes innovative ideas and pioneering approaches and supports interdisciplinary perspectives in social sciences.

The Editors carefully verify each submitted manuscript in terms of compliance with the journal’s scope, technical requirements, and general scientific quality. The key to increase chances for publishing a manuscript is to strictly follow instructions for authors and the journal’s ethical policy. All submitted papers must be written in English. Only these articles which meet the general criteria and essential requirements are referred to the editorial process.

The PPSY does not accept translations, reprints, and manuscripts that are currently under review for publication or that have been printed in another journal.

Knowledge management is not only technologically. Selected scenarios of media education classes
The theme of not only technological knowledge management using selected scenarios in media education is important for the knowledge society and ethics. The labor market expects effects and efficacy, which is not the same as universal values such as friendship or brotherhood. Finding the meaning of man in a world dominated by knowledge and mass media is an important issue. Thus the purpose of this article is to present personal competence in knowledge management. The aim of the research is to enrich pedagogy with knowledge about (non) technological competencies in selected scenarios of media education. The method of document analysis was used. It has been argued that media education in selected scenarios emphasizes the role of man in knowledge management. As a result, four categories of objectives were addressed, both for personal and technological competence. The conclusion is that not only man is governed by knowledge but also manages this knowledge.

Changes of the meaning of „social justice” concept in the face of the welfare state purposes

Since the 40’s of the nineteenth century the term “social justice” has played an increasing role in political reflection. The main subject of this paper is a meaning ascribed to the idea of “social justice” in the face of goals of welfare state. From this point of view very important are various senses of the notion. It can be distinguished in this area at least two related aspects. The first refers to characteristic of the justice itself. It can be described as a virtue, norm or right. The second one applies to the particular type of justice identified with social justice. In this respect relevant are: legal, distributive and retributive (or commutative) justice. Aside from that, social justice is also treated as an idea of equality or solidarity in social environment.

In Polish medical law, the conscience clause is understood as both a moral and legal norm which gives consent to selected medical professions (doctors, nurses, midwives, and laboratory technicians) to withdraw certain activities due to ethical objections.
The explanation given for the conscience clause is not sufficient. There is no detailed information on the difference between compulsory and authorized benefits and the conditions for resignation from medical treatment. These problems not only lead to interpretational errors, but also to the abuse of law. Medical attorneys, among others, Andrzej Zoll, Mirosław Nesterowicz, Leszek Bosek and Eleonora Zielińska, present different opinions on the understanding of refusal to perform health care services by health care workers, and the lack of agreement leads to conflicts.
In this article, I compare the views of ethicists and lawyers on the conscience clause. I present differences in the interpretation of medical law, and to all considerations I add my own opinion.

The article Victim and Guardian: A Short Ethical Reconnaissance is a proposal for fundamental rethinking of the phenomenon of care and support in the context of the experience of evil. The author analyses the phenomenon of transitivity of evil, and describes suffering of a guardian as an extension of the harm done to the victim. He notices that the expectation of care occurring in a difficult situation is one of the fundamental claims in social life, and not receiving it is one of the most painful moral experiences. Finally, the author emphasizes the moral value of guardian’s participation in the defeat of the victim. He says that we do not need the notion of triumph over evil to recognize this value.

The visions of the natural world built by man also shape our relationship with respect to the environment. In the present paper I would like to demonstrate how these holistic ideas, like the Gaia Hypothesis, affect ethical relations with nature. Do they enhance the need to treat nature in accordance with ethics, are they ethically neutral, or do they convince us that man has no ethical obligations to the environment whatsoever? “The Gaia Hypothesis” can be ambivalent in this respect, but in the end it leaves no doubt that, even though other species do what man does, Gaia (biosphere) has a limited tolerance for negative effects of human activity. And although we are not able to annihilate the life on the Earth, we are certainly capable of destroying the conditions necessary for our subsistence.

Artykuł prezentuje problem tolerancji nauczycieli akademickich jako normy cywilizacyjnej, regulatora relacji między wszystkimi podmiotami procesu edukacyjnego, co pozwala zachować różnorodność złożonego systemu, jakim jest środowisko międzykulturowe uczelni. Surviving in the “Inferno”: a legacy of Calvino

the present study aims to highlight two survival strategies in the “inferno of the living” that emerge from the analysis of Invisible Cities: lightness and gaze. the value of lightness is visible in the “thin cities”, which share a fragile architecture, the contrary reaction opposing the heaviness of living, the distance from the ground. “the hidden cities”, in turn, provide the motive for a reflection (a lecture) on gaze, with the aim of training the gaze to “recognize that which is not hell”: the happy city inside the unhappy city. In Invisible Cities, Calvino’s gaze still has an ethical and civic function (present in The Day of a Scrutineer). this function, however, will give way to the epistemic and scientific function of Mr. Palomar (from The Cosmicomics onwards), whose eye is exclusively concerned with measuring the limits of knowledge, which never extends, in a revealing way, from the natural world to the human world. thirty years after Calvino’s death, amongst the many legacies leftby his multifaceted literary work, we can recover the ethical and civic dimension expressed by the values of lightness and gaze.

According to Dietrich Bonhoeffer acting ethically is to love one’s own land and become a neighbour to others. You learn to believe by participating completely in life and therefore to the being of Christ. Only a theology of life and for life is capable of overcoming the opposition between God and the world, recognizing the reality of God in the reality of the world. The mature Christian is not addressed to a “stop-gap” God because he is incapable of finding solutions or right answers, but he must profess his faith through responsible action.

Attempts to regulate by the governance of mode of life and behavior of partials in the history of imperial states were especially evident in the fashion industry. The article explores the evolution of the Russian court costume, as well as the uniform of officials and students during the XVIII-XIX centuries in the context of social political reforms that took place in the state during this period of time.
The content of government decrees published in the full collection of laws of the Russian Empire is analyzed, which contain orders on the color of the fabric, cut and trim of the costume. The purpose of this lawmaking is to “reconcile” the old Russian traditions with the norms of modern European life. A special place in the study is given to the reforming activities of Peter I, who, with his decrees, changed the entire “sign” system of Ancient Russia. Peter I “changed clothes” of the Russian elite into a European costume, but after the October Revolution of 1917, the Soviet elite could not wear the prePeter garb, which, like the entire “sign system” of the Moscow kingdom, was associated with the ideas of Orthodoxy, the inviolability and the eternity of regal power.
In the 20-30s of the twentieth century, the struggle in the USSR against the tailcoat and tall hat was a struggle against bourgeois ethics, and as a result, a struggle against the norms of Western European etiquette.
It is revealed that the problem of “form” in the broadest sense of the word was of particular importance for Russian life. The pressure of a powerful, but not organized force - all this increased the importance of external forms and organization of life, be it a form of government structure or everyday life.

W ostatnich dekadach termin „dialog”, jako kategoria komunikacyjna, jest używany bardzo często; rzec można, że nadużywany. Wraz z intensyfikacją procesów migracji i upowszechnianiem się zjawiska wielokulturowości ugruntowuje się przekonanie o jego ważności i niezbędności. Owo powszechne użycie dialogu sprawia, że zatraca on swoją pojęciową ostrość i znaczeniową precyzję. Używany przez wszystkich, wszędzie i na każdą okoliczność coraz częściej staje się synonimem zwykłej rozmowy, a nawet kłótni. Uznano zatem za właściwe poszukiwanie na gruncie filozofii spotkania ram organizujących strukturę dialogu i warunków, które winny być spełnione, by zgodnie z wolą Martina Bubera mówić o dialogu autentycznym. W tekście starano się wykazać, jak istotna w dialogicznym kontakcie z Innym jest postawa etyczna, rozumiana jako źródłowy fundament porozumienia z drugim człowiekiem. Dialog jest ukazany jako forma trudna i wymagająca, a jednocześnie możliwa i konieczna.

Artykuł prezentuje założenia, przebieg i wyniki eksperymentu, opartego na wskazaniu przez uczestników głosu człowieka bądź głosu androida na podstawie przedstawionych próbek. Uczestnicy eksperymentu – studenci kierunków związanych z nowymi mediami – osiągnęli wyniki znacznie przekraczające połowę trafnych wskazań. Decyzje podejmowali wyłącznie na podstawie niewerbalnych cech wypowiedzi. W tekście zostaje podkreślona waga zagadnienia w obliczu rozwoju sztucznej inteligencji – dla pełnego bezpieczeństwa przyszłej koegzystencji obu odmian inteligencji niezbędne będą odpowiednie regulacje.

The aim of this study is to examine how ethics influence students’ cognitive and affective-based trust during COVID-19 pandemic and explore their information seeking activity when faced with limitations learning process. The sample consists of 610 participants through a survey study with Structural Equation Modeling to test the research hypotheses. We found both ethics has positive and significant effect to trust (e.g., cognitive- and affective-based trust), which subsequently positively effects on information seeking among students’ toward Facebook as a tool to promote their activities, The recent study’s has contributed to the academic field shows that Facebook is a tool for communication and interaction with others by seeking information, which ethics and trusts an essential exogenous factor. In practical area, education stakeholders’ should address and identify their students’ to improve their learning performance. Also, it should focus on enhancing the contents and processes of its students’ interactions to foster communication and value propositions in creating unique and valuable experiences.

The existing „Code of Ethics for Employees” in Poland, as well as other documents prepared by representatives of all sciences gathered in research institutes of the appropriate reputation, do not in themselves distinguish between the specific characteristics of particular fields, especially between the humanities and nature sciences, The scientist in itself based on the general ethical standards in force in the European cultural circle. The purpose of this article is to attempt to exemplify the ethical dangers inherent in its scientific activity, and which derives from the specificity of the theory of historical cognition, whose verification differs fundamentally from the verification of conclusions formulated by rigorous sciences or social sciences based on statistical methods. This task was also undertaken with an indication of differences in the intensity of problematic ethical issues depending on the intent and object of historical research.

The incrising demand for regulating social relations which are becoming more complicated is an efect of developing civilization, including in it the level of protection of human rights in XXI century. Standarization is a synonym of the nowadys developing world economy. Apart of the legal rules there are other regulation systems like moral standards, ethical standards, deontological norms or customs. These regulation systems are the complementary systems to the law regulations. Their origin is the natural law. Deontological principles mostly are legally binding like planty of ethical standards in medicine. The reason of the legal power of ethics in medicine is libility for human life. Code of Medical Ethics is also the source of legal norms in medical law. The most important legal norm for medical practice is the doctor’s obligation to treat patients acording to the current medical knowledge. Besides doctors should conduct their practice in a socially acceptable way as working in a profession of public trust.
