Process management and efficiency
In the publication the author suggests that the main goal of the implementation process approach and process management is to make raising the efficiency of the business organization. For this purpose, are discussed the key differences between the process and the functional approach and is characterized the concept of efficiency. This publication presents an original methodology of process management in order to improve the efficiency of the company.

The aim of this article is to present the definition of efficiency of state foreign policy. As a result of theoretical research, the definition of efficiency that views efficiency of state foreign policy as the relationship between the intended objectives and the achieved effects, taking into account the resources used and measures adopted in the pursuit of these objectives. It is the sum of the component efficiencies in achieving the country’s raison d’etat, its long-term and short-term objectives and ad hoc goals, and finally the level of state activity in the international arena

The most important factor conditioning school achievements is the economic and social status of the student’s family of origin. This has been confirmed many times by Polish and international studies, although the socio-economic status was described by various determinants. According to the theory of cultural capital P. Bordieu, the family is that which equips the child with various language and cultural competences that can be developed in the education process at various levels. However, the learning outcomes (in the form of grades and results of exams) are determined not only by family and environmental elements, but also by the organization of the school itself. An important role is also played by the teacher’s person, his methodological and substantive competences, as well as the ability to recognize the student’s potential and his characteristics conditioning the results achieved.

The purpose of proof in the criminal proceedings on infringement of intellectual property rights: truth or procedural justice?
The article summarizes the existing discussible approaches of domestic and foreign scholars to understanding of the purpose of criminal procedural proof and the search for truth. The legislation of Ukraine, norms of the Convention for the Protection of Human Rights and Fundamental Freedoms, Criminal Procedure Codes of a number of European countries, modern approaches of US courts, the Supreme Court [of Ukraine], the European Court of Human Rights on normative consolidation of the purpose of criminal procedural proof and application of the law are analyzed. On the basis of an excursion in the history of science the basic theories of truth are highlighted. It has been established that the theory of objective truth has prevailed in science for a long time, but attention is drawn to the fact that it is increasingly criticized in favor of efficiency of criminal proceedings through applying relevant legal procedures. Judicial practice shows a shift in emphasis from establishing the truth to procedural justice aimed at achieving the optimal model of the purpose of criminal proceedings and proof. The approaches to the purpose of proof and the search for truth of various subjects in criminal proceedings on infringement of intellectual property rights and efficiency of applying conventional truth are substantiated. The own vision of the concept of the purpose of proof is proposed and propositions on improvement of the procedural legislation of Ukraine are provided.

Changes in the system of the Polish election administration in 2018–2020
Recently there have been made many amendments to Electoral Code. They concerned mostly electoral administration and further are being announced. The article is an attempt to summarize made and proposed changes from the perspective of basic principles concerning electoral management in democracy, in particular impartiality and efficiency of electoral management bodies. Analyse shows mainly the lack of complex vision for electoral administration, which is highly inadvisable.

The aim of the article is to present the concept of legitimacy of power throughout history in philosophical, political, and legal thought. Particular attention is paid to confronting political and sociological views, which place emphasis on the social reception and acceptance of power, with the concepts of lawyers, for whom formal aspects are more important. The author also introduces the English-speaking reader to a different way of understanding the term ‘legitimacy of power’ among Polish researchers, which is a result not only of their original scientific concepts, but also of semantic differences between the term itself in Polish and English.

Reliability as a Constitutional Requirement of the Quality of Public Administration
The article analyzes reliability as a constitutional requirement of the quality of public administration in Poland. Integrity is traditionally framed within the control criteria. The second element is the regulation concerning the civil service. The third perspective is determined by the principle of reliability and efficiency of public institutions. The main purpose of the article is to determine the content of the concept of reliability used in the Constitution in these three contexts, as well as what are the differences in meaning from the perspective of the requirements for public administration, derived both from the constitutional provisions themselves, as well as from other normative acts and court decisions. In addition, the purpose of the analysis is also to determine the meaning of the constitutional concept of reliability in the Polish legal system.

The article presents the issue of evaluation of economic and non-economic effects of education. We proceed from the basic educational terminology and methods for the evaluation of efficiency of education that may be used in this connection. We compare individual methods in terms of their advantages and disadvantages. In our methodology, we applied the selected methods used in evaluation of investments in the private sector to the environment of the public sector and the field of education. We applied the procedures elaborated in the analytical part of the methodological part to particular values, indicators and the environment of higher education institutions. The analytical part presents evaluation of individual efficiency of investments in all three degrees of higher education, as well as in education in branches of studies at higher education institutions.
