The Government’s Policy in the Field of Hard Coal Mining Restructuration as an Element of Poland’s Energy Security

Coal is the primary energy source affecting Poland’s energy security. It is because deposits of this raw material are available in Poland. Unlike natural gas or oil reserves, which are limited in the country. The high cost of extracting Polish coal in comparison with coal prices on the world market has made it necessary to adopt Polish mining to functioning in market economy conditions. The paper presents the evolution of Polish government policy towards the activity of coal mines in the years 1990–2015. This article aims to present government policy on restructuring coal mining after 2015 and showing its effects. The stages of consolidation of the power industry with the mining industry are shown. The above issues are presented in the context of the European Union’s energy and climate policy, paying particular attention to the share of renewable energy sources in the energy and fuel balance and the reduction of carbon dioxide emissions into the atmosphere.

In the process of political transformation, initiated the events of the Round Table in 1989. Important place and importance is given to issues of self-government. Political science literature suggests in this regard to the fact that one of the pillars of political transformation in Poland was the transition from a monopoly of the central government to local government. Local government reform introduced by the Act of 1990 8. III. Introduced a new system of local government. Local government has become the authority of the local community and gave her the right to self-determination of its underlying decisions of political, economic and social. Breaking the monopoly of local government reform and the state Democratic Party has introduced local government model, derived from the local community and serving the public administrative functions under the permanent control of the representatives of the local community.

The subject of the article is to identify factors and conditions that determined the system of government of the IInd Republic of Poland under the Small Constitution of 1919. This act served as a temporary constitution until the March Constitution of 1921 came into force, which happened completely only at the end of 1922. Under the Small Constitution there has been made an attempt to introduce the system of supremacy of the parliament. It turned out to be impossible because of high authority of the head of state – Józef Piłsudski, who also served as the Commander-in-Chief. Therefore, the system of balance between the Legislative Sejm and the Chief of State was shaped in the political practice.

Polityczna odpowiedzialność ministrów w Grecji i we Włoszech

The paper briefly reviews what is encompassed in the term ministerial responsibility in Italian and Hellenic constitutional system. In this respect, the paper seeks to define the key concept of political ministerial responsibility, and also the distinction between collective and individual ministerial responsibility in the frame of the Hellenic and Italian parliamentary system. It then presents an overview of the substantive and procedural rules on such responsibility found in the Constitution of Greece, Constitution of Italy, Hellenic Parliament’s Standing Orders, Italian Parliament’s Order. This is followed by an assessment of basic concerns related to the actual application of the institution of ministerial responsibility. In conclusion, the paper presents some normative reflections on the issue.

Safety is a basic need for both individuals and state organizations. Prawo i Sprawiedliwość is a political party that often declares providing public security. The aim of this article is to identify solutions concerning public security implemented by the government of Prime Minister Beata Szydło. In the paper, the author analyzes declarations regarding the provision of public security contained in the 2014 political agenda of Prawo i Sprawiedliwość, and their implementation after the seizure of power by the above-mentioned political party in 2015.

Roman Franciszek Rybarski (1887-1942) należał do wybitnych teoretyków i działaczy Narodowej Demokracji. Pozostawił szereg prac z zakresu ekonomii, prawa i polityki. Wśród tych ostatnich szczególne miejsce zajmują Naród, jednostka i klasa oraz Siła i prawo. Był prezesem Klubu Narodowego w Sejmie w latach 1928-1935 oraz przywódcą frakcji liberalnej zwanej grupą „starych” lub „profesorską” w Stronnictwie Narodowym. W artykule przedstawiono jego poglądy dotyczące problematyki ustrojowej. W pierwszym okresie istnienia niepodległej Rzeczypospolitej do 1922 r. Rybarski zdecydowanie opowiada się za ustrojem demokracji parlamentarnej i ideą państwa narodowego. Wybory 1922 r. i porażka w Zgromadzeniu Narodowym przy wyborze prezydenta Gabriela Narutowicza oraz tragiczne skutki jego śmierci powodują, że Rybarski, jak i inni działacze endeccy, dostrzegają że do niedawna tak bliski im parlamentaryzm staje się zgubny dla Polski. Rozpoczyna się jego krytyka, Rybarski podkreślał, że konstytucja doprowadza do krańcowości i absurdu zasadę rządów parlamentarnych. Niezadowolenie przeniosło się na wszystkie klasy i warstwy. Domagano się zmian, które stawały się koniecznością chwili.

Celem artykułu jest podjęcie refleksji dotyczącej uwarunkowań (możliwości i ograniczeń) realizacji przez podmioty państwowe polityki historycznej w zróżnicowanym społeczeństwie - w warunkach liberalnej demokracji. Tak zarysowane zadanie wymaga w pierwszej kolejności wskazania kreatorów oraz pola znaczeniowego terminu „polityka historyczna”, a także możliwych (dostępnych) sposobów, którymi może być ona realizowana. Ze względu na objętość artykułu będzie to jedynie próba zasygnalizowania pewnych, w przekonaniu autorów istotnych dla tytułowej problematyki, zagadnień mogących stanowić przyczynek do dalszych badań.

The presidential election campaign in Poland in 2020 was unique due to the epidemic caused by SARS-CoV-2. A high level of attendance during the presidential election, influenced by the pro-turnout initiatives, was achieved. The article analyzes selected activities aimed at achieving a high level of attendance, the beneficiaries of which were local governments.

The government legislative process as proof of the fictitious division of powers in Poland

The article is devoted to the analysis of the government’s legislative process in the context of Poland’s political regime conditions. The purpose of this article is to draw attention to the specifics of the government’s legislative process and explain its significant drawbacks. The author tries to show that the transparency of the legislation has been disturbed and that, in this context, there is a deformation of the separation of powers. Government and parliamentary centres interpenetrate each other, and the observed functional unity of the executive and legislative authorities, which proves a secure management method, causes the prevailing legislative discourse to be illusory essentially. It does not strengthen the quality of the law being created in Poland. Unfortunately, the observation of negative phenomena after the 2015 elections confirms these trends.

Shortening the term of the Polish Sejm in 2007

The purpose of this paper was to analyze the regulations contained in the Constitution of the Republic of Poland of 2 April 1997 (The Constitution of the Republic of Poland) concerning the shortening of the term of parliament. The paper discusses the political reasons for which such a decision was made during the 5th term of the Polish Sejm (2005–2007) and the effects it had on the Polish political scene in later years.

The article analyses the Italian Government’s response to the recent Covid-19 pandemic and, more precisely, the centralization of decisions and the consequent marginalization of Parliament and Regions. The author assesses the compatibility of the governmental emergency measures with the Italian Constitution (which does not expressly regulate the “state of emergency”) and with the principle of proportionality, in order to verify whether the compression of some fundamental rights and constitutional competencies was justified by the contingent crisis.

Privileging of Government Draft Laws in the Spanish Legislative Process

In the article the author identifies the normative arguments as well as the arguments from the constitutional practice justifying the axiom contained in Article 89 of the Spanish Constitution that government draft laws are privileged at the stage of exercising the legislative initiative by constitutionally authorised entities. This allows us to conclude that the thesis of privileging government draft laws finds support in other constitutional provisions and in the provisions of the standing orders of both parliamentary chambers at the stage of initiating legislative proceedings, which allows the Government to have a real influence on the scope of the legislative matter considered by the Cortes Generales.

Parliamentarism in the Context of Political Transit: The Czech Republic’s Experience

For the first time in the Ukrainian political science, considers the development of parliamentarism in the Czech Republic in a context of political transit in a comprehensive manner. It indicates the ambiguity and complexity of the process of parliamentary democracy’s functioning in the country. The main stages of the Czech parliamentary institutions’ establishment have been identified. The key tendencies and the peculiarities of the current Czech parliamentarism modernisation have been defined. The constitutional and legal status of the Parliament of the Czech Republic has been outlined and its place in the existing checks and balances system determined; the Czech Parliament party structuring characteristics have been determined and the most important factors of the coalition formation potential of parliamentary fractions have been revealed; based on the empirical indicators, the party system’s stability and efficiency in the Czech Republic have been investigated. The fundamental principles of the liberal parliamentarism concept (Ch.L.Montesquieu, John Locke, John Mill) have served as the theoretical and methodological basis for these article, which considers the power division to be the main principle of the state system, in which the executive power is accountable and subject to the legislative power. In order to achieve the tasks, the author used general scientific methods (analysis, synthesis, induction, deduction) as well as special politilogical methods. The methods of induction and deduction have been used in formulating the concept of “political transit” and its constituent elements. The comparativehistorical method gave the defender of the thesis the opportunity to understand the main directions of parliamentary institutions’ development at different historical stages of the Czech statehood and identify the factors that influenced the change in their status. The system method allowed to assess the constitutional and legal status of the Parliament of the Czech Republic, primarily its place and role in the political system of society and the relationship with other bodies of state power. On the whole, we can assume that the experience of the parliamentarism functioning in the Czech Republic is of great practical significance for Ukraine and other post-communist states, since it gives a stimulus to the society and ruling elites of these countries to further improve and develop their political institutions.

Interrogating School Environment as Determinant of Students’ Academic Achievement in Government as a School Subject

Several factors are responsible for attaining the academic success of the learners, but more importantly, the home environment, the school location, and other environmental factors surrounding the school go a long way in determining the teaching and learning outcome. The environment under which learning takes place influences, to a greater extent, the attainment of the students’ achievement. Therefore, this study interrogated the school environment as a determinant of students’ academic achievement in Government with detailed reference to the Atiba Local Government Area of Oyo State. Students studying Government as a school subject were the population of this study. Six (6) Senior Secondary Schools were drawn as samples. Twenty (20) students were selected from each school, totaling One Hundred and Twenty (120) participants. The questionnaire was adopted for data collection, while data analysis was by rank order, percentages, and mean. The study availed itself of both primary and secondary sources of data gathering and consequently discovered that the parents’ education and home environmental factors significantly impact students’ achievement in Government. It was recommended that the home and other environmental factors determine academic achievement, as this can accelerate the rate at which students learn and achieve their educational pursuits.
