The article describes quantitative changes in the educational area of the Polish borderland, based on the examples of Nysa, Prudnik, and Głubczyce districts. The demographic data, unfavorable for entire Poland, in the borderland regions are additionally burdened with migration from peripheral communes. It is reflected in the functioning of educational institutions. The analysis of the educational potential of the border areas based on data from the three districts indicates alarming demographic forecasts announcing their depopulation. Breaking that process seems impossible without external support. Thanks to co-financing under efficiently implemented EU projects, and, above all, the work of local leaders, many interesting initiatives were implemented to improve the quality of life in the border areas and their tourist attractiveness, which also gives hope for an economic revival. A positive aspect is that with the decreasing number of students, the number of departments also decreases, which gives hope for a better quality of care, upbringing, and education. However, the data show that reversing the negative trends requires great commitment.

Educational Potential of the Postgraduate Education System for the Development of Evaluative Competence of Primary School Teachers
The article examines Ukrainian and foreign sources on postgraduate pedagogical education as a component of lifelong learning and a means of continuous professional development of secondary school teachers, on the nature and structure of the concept of “educational potential of postgraduate education for the development of assessment competence of primary school teachers”; the educational potential of the Ukrainian system of postgraduate education for the development of assessment competence of primary school teachers, its resources, capabilities, functions, characteristics are considered. It was found out that the system of advanced training is social, andragogical; it functions through the exchange of information (interactive interpersonal interaction), the main part of which are teachers. It is determined that the educational potential of the system of postgraduate pedagogical education consists of pedagogical (adequate choice and use of methods, organizational forms of productive pedagogical interaction), organizational and managerial (innovation orientation, provided that the search and opportunities for training subjects to “produce” goals, forms and norms of activity that affect the content and results of joint activities), information (which serves for the effective development of assessment competence of primary school teachers), content (provides for the development of educational and methodological complexes of educational modules) and material and technical (external parameters of the educational process: the availability of appropriate material and technical base (amount of training space per student of advanced training courses; equipping classrooms with furniture, technical equipment, teaching aids; classrooms for seminars; computer classes and their availability to students, creating conditions for independent work in the library, reading room, etc.) resources; contains the focus of the educational process on identifying and correcting the professional difficulties of primary school teachers; meeting their comprehensive professional needs; interaction of teachers and educators based on cooperation; freedom of choice of organizational forms, methods, means, content of education; possibilities of individual-personal educational trajectory; personal involvement of primary school teachers in various forms of activity provided by teaching models. The functions of the system of postgraduate pedagogical education in the context of the development of assessment competence of primary school teachers are considered: educational (professional growth); disciplinary (development of teachers’ moral qualities and humane attitude to younger students during assessment activities); organizational (combining various resources for the organization of advanced training courses); normative-regulatory (organization of advanced training courses in accordance with the regulatory framework); communicative (professional interaction based on information resources, distribution of information to share pedagogical experience in assessment, development of assessment competence, development of diagnostic methods for measuring the level of development of assessment competence of primary school teachers); logistical (logistical support of the training process).
