Turkish-Uzbekistani Relations: How Do Islam Karimov’s Regime and His Opponents Affect the Bilateral Ties Between Ankara and Tashkent?

This article examines the role of Karimov regime and his opponents in influencing Turkish-Uzbekistani relations in the 1990s and its consequences for later developments. Following the description of the characteristics of Turkish-Uzbekistani relations, it will be discussed how far had the opposition leaders such as Abdürrahim Polat and Muhammad Salih an impact on the worsening of the bilateral ties between Turkey and Uzbekistan. This article then stresses Turkey’s attitude towards Uzbek opposition leaders which finally addresses the reasons for worsening of Turkish-Uzbekistani relations such as the bombings of Tashkent, Uzbek students in Turkey, Gülen Movement as well as the ideology of Pan-Turkism.

This study attempts to demonstrate the reform strategies implemented in the last three years in Uzbekistan. The author focuses on analyzing the implementation of five priorities of this strategy - the dialogue between the authorities and society, human resources and management system, economy and social sphere, security and foreign policy. He devotes a great deal of attention to present the image of the architect of these reforms - the president of the state. The author emphasizes that the style of exercising power, including the implementation of reforms by Shavkat Mirziyoyev, fits into the model of transformational leadership. It is a reforming, missionary, and servant (national) leadership tailored to the expectations and aspirations of the society, but also burdened with high risk, regardless of the starting conditions for the reconstruction of the state.

The article presents the goals, tasks, organization and major stages of implementation of the international programme of research on transformation in the countries Central Asia. The research has been conducted since 1997 by a team of political scientists from the University of Warsaw in cooperation with representatives of other Polish and foreign universities.

Problems of Formation and Development of Statehood of the Republic of Karakalpakstan

This article is a study of the statehood of the Republic of Karakalpakstan, its integration with Uzbekistan and the problems faced by the Karakalpak national movements. The study can be considered relevant and innovative, since the problems of Karakalpakstan are insufficiently studied in the Polish and European scientific community. The development of relations with the countries of Central Asia, which have large reserves of natural resources, including oil and gas, is one of the priorities of the foreign policy of the European Union. Therefore, the study of regional problems and prediction of possible military-political conflicts in this region of the world, and how to respond to them, is of particular relevance to the political sciences.

Socio-political Reforms in Uzbekistan during the Presidency of Shavkat Mirziyoyev

The paper aims to present various aspects of the reform process initiated and implemented by Shavkhat Mirziyoyev, the president of the Republic of Uzbekistan, since 2016. The main subjects of consideration are vectors of political change in the spheres of institutions of political power, economy and foreign policy in the broader context of the legacy of the first president Islam Karimov’s reign and the heritage of the Soviet period. The fundamental reforms have embraced democratization of political system, fight against corruption, extension of civil rights and abandoning of isolationism in international relations, and are sometimes decribed as the „Uzbek Thaw”. However they seem to be very meaningful, one will be able to evaluate their significance for the statehood of the independent Uzbekistan only from the perspective of future decades.

Political and economic activation of the Republic of Poland in selected Central Asian countries as a response to the beginning of the next stage of transformation

The main objective of the article is to present the political-economic relations between the Republic of Poland, the Republic of Kazakhstan and the Republic of Uzbekistan in 1991-2021. Fundamental research problems concern the issue of increasing partnership intensity. Ther main research questions are as follows: Is there a correlation between the transformation and reform measures undertaken by the authorities of Kazakhstan and Uzbekistan and the growing interest in deepening relations by the Republic of Poland?; Has the announcement of further liberalisation measures in Kazakhstan and Uzbekistan influenced the intensification of cooperation in political and economic aspects?; How has the perception of Poland by political dissidents in Kazakhstan and Uzbekistan changed over three decades? The primary research tools used in the paper were source and quantitative analysis. Statistical data, official announcements of state institutions and press articles were used as the material for the source analysis. Sorting them out, then analyzing them, allowed drawing conclusions. The quantitative analysis was used to assess the frequency of meetings of state leaders or parliamentary groups, changes in the volume of Polish exports and imports with the countries in question, and the increase in the number of Polish companies operating in the Kazakh and Uzbek markets.

The conflict around the Rogun dam as an example of disputes over water resources

Water scarcity is an area of disputes between many states. Generally, these conflicts occur as a result of competition for water resources. They are especially visible in underdeveloped regions, such as Africa or the Middle East. Central Asia, the five republics established after the collapse of the USSR, is also an area exposed to conflicts. An example of such conflict can be the construction of the Rogun dam on Vakhsh river in Tajikistan. The project caused a lot of controversy and further construction fueled them even more. The aim of the paper is to present the conflict over the Rogun dam on the Vakhsh river in Tajikistan as an example of a conflict over water resources in Central Asia. The article presents the genesis and essence of the dispute, as well as attempts to resolve the conflict.
