Organizations and institutions in Munich for refugees – selected aspects

Russia’s war in Ukraine has been ongoing since 2014, but initially Russian actions took the form of a hybrid war. Ukraine was in peaceful relations with the rest of the world when Russia seized Ukraine’s Crimea without a declaration of war and waged war in Donbass. Its full-scale scope, launched on February 24, 2022, was unprecedented in post-war Europe and caused several million people living in the invaded country to leave Ukrainian territory. The purpose of this article is to show how organizations and institutions in Munich are addressing the influx of refugees into the city, including refugees from Ukraine. As a research hypothesis, it was assumed that in Germany, including Munich, the German experience of 2015 and subsequent years in accepting newcomers from the Middle East played a huge role in solving the problems of refugees from Ukraine after February 24, 2022. The basic research problems are contained in questions such as: what changes in asylum law have been made in Germany by the federal government; who in the city of Munich is entitled to assistance and what benefits does it cover?; what is the assistance to refugees provided by the Office for Housing and Migration in Munich?; what does the Office for the Prevention of Homelessness do?; what are the tasks of the Local Mediation Office?; what are the competencies of the so-called Social Service for the Deaf?; what is the scope of activities of the Office of Return Assistance?; what are the return offices in Bavaria?; what are the activities of the Office for Intercultural Work?; what is the scope of activities of the Foreign Qualification Development Service Center? The leading research method used in the research conducted is institutionallegal analysis.

Patterns and experiments: Compositional structures in Japanese popular music

This work is a study of Japan’s popular music and its theoretical aspects, as well as an analysis of the influence of jazz music on its development. It begins by defining Japanese music, then the history of music in Japan in the 20th century is outlined. Subsequent chapters are devoted to music theory, with particular emphasis on comparing the use of intervals and scales in Western and Japanese music. The work discusses the theory of Japanese scales, analyzing their structure and function in the context of modern Japanese music. The next chapter focuses on the popular music in Japan in the 21st century, while identifying its characteristic features. Special attention is given to the influence of jazz on the development of Japanese popular music and its presence in today’s musical culture. The final chapter compares mainstream popular music from Japan, Poland and the USA, showing the differences and similarities in styles, structure and use of musical elements. The paper ends with conclusions emphasizing the importance of understanding cultural and theoretical context in music research.

The Russian-Ukrainian war: the dynamics of international perception

The article analyzes the dynamics of international perception of the Russian-Ukrainian war. The position of the European Union and the United States with regard to the annexation of Crimea by the Russian Federation and the beginning of Russian aggression against Ukraine is presented. The features of the EU sanctions regime against Russia are described. The nature of EU assistance to Ukraine before and after the full-scale invasion of the Russian Federation was analyzed. Attention was paid to the growing interest of the international community in the Ukrainian issue in connection with the large-scale offensive conducted by Russian troops. The unprecedented decision of the European Union to provide Ukraine with lethal weapons in 2022 and the motives behind the decision were analyzed. The reasons for the declining interest of international actors in the war between Russia and Ukraine were discussed, with a focus on the factors leading to the reduction of aid. The scale of aid the United States has granted to Ukraine in support of the fight against Russian aggression is highlighted. Potential reasons for U.S. delays in providing military aid to Ukraine are described, as well as the risks the White House perceives in the event of a Russian Federation failure. The phenomenon of European and American “fatigue” with the war in Ukraine was analyzed, taking into account both external and internal factors. It was concluded that the Russian-Ukrainian war should be viewed as an international threat.
