W ten sposób zamierzam pozyskać znaczenie i treść pojęcia prekariat.

2030 Agenda constitutes a comprehensive framework for sustainable development. Nevertheless, not all sustainable development goals properly match the most important utilitarian values (human life and health). It is especially noticeable in terms of disasters and crises, which commonly determine social security. The research objective is to indicate the placement of the values in the particular goals. The systematic literature review indicates 47 information sources. That enables an in-depth analysis of the goals and social security specification elements, highlighting the direct or indirect character of relevant relations. The gaps can be identified considering the social character of the goals, characteristic hazards, danger to human life, and health and urgency of the response. In most cases, the relations between the goals and the values are indirect. They can be improved with a potentially positive influence on sustainable development in all circumstances (including the most dangerous ones). The goals specification states many references for the improvement in a synergistic way respecting the most important utilitarian values, especially in zero hunger, good health and well-being, sustainable cities and communities, climate action, partnership for the goals.

The concept of flexicurity has been a key issue in the discussions and activities of institutions of the European Union in the field of employment and social policy for about two decades. The purpose of this article is to analyze the idea of flexicurity in the context of responsibility for development of the labour market. The responsibility is mostly transferred to the state and employees, while the employers are exempt from accountability for the social costs associated with the fluctuations in the economic cycle. The article contains the analysis of the labour market flexibilisation process and its compensation with the security system, critical approach to flexicurity models and challenges associated with the implementation of this concept.

The future of social security in the European Union in the global realities of the 21st century through the prism of mega-trend to minimise labour and automation costs
In the contemporary global economic reality, many social, cultural and political problems emerge. Most of all, this problem is connected with economic and financial spheres. The paradox of contradictions manifests itself between the objective tendency of globalization and universalization and subjective particularism and egoistic interests of transnational corporations, governments and societies towards solving and eliminating them. The following paper presents these problems from the point of view of the threats posed by megetrend of minimizing the labor costs and its far-reaching future results. The important question of robotization and automatization, which should be coordinated with a vision of a macro-scale social policy, is also mentioned. It is emphasised that such policy may be conducted in the area of European Union, because particular states, includuing Poland, are not able to cope with such challenges.

Cybersecurity belongs to the area of activity of state and supra-state actors, giving direction to national and international systems of law as components of national and supranational systems of political, economic, military cooperation, etc. Still, the state has a monopoly on the causality of lawmaking, which forms the basis of cyberspace use security activities. The state responds to national security needs by actively participating in the formation of the collective security order of the supranational level. The aim of this paper is to demonstrate the significance of the national Cybersecurity Strategy of the Republic of Poland for ensuring the safe use of cyberspace. The Strategy, while referring to the national order, is at the same time an implementation of supranational arrangements within the scopes adopted by the state authorities, which means that the Strategy is subjected to logical evaluation depending on the impact of cyber conditions or binding arrangements of the international environment. The text is based on two research methods: the doctrinal legal research method to analyse the applicable legal regulations governing the issues related to the strategic aspects of cybersecurity and the law theory method aimed at evaluating the strategic solutions in respect of security in cyberspace.

The article examines the essence of the concept of a “service-oriented state” in the context of digitalization in Western Europe and identifies the peculiarities of its implementation in Ukraine. The concept of a service-oriented state involves a change in the approach to public sector management and transformation of the principles of relations between public authorities and citizens. The service approach in public administration primarily involves the introduction of information management technologies aimed at improving the quality of public services, enhancing social protection of the population and, ultimately, creating effective social security. The priority task of the state is to create conditions for self-realization of individuals, ensure their individual freedom and rights, and provide public services that would meet the needs of citizens. Modern digital technologies are significantly changing our lives, namely the way we produce products and services, methods and forms of education, and affect the social structure of society, the economy, politics, and the development of socio-cultural institutions. Ukraine’s priority task is to create a service-oriented state in which digital technologies would create conditions for self-realization of individuals, their individual freedom and rights, provision of quality public services, and effective social security.

The article examines a new social group in Ukrainian society that emerged after the events of 2014, related to the aggressive actions of the Russian Federation against Ukraine and the annexation of Crimea. This social group became even larger after Russia’s criminal full-scale invasion of the territory of sovereign Ukraine. Internally displaced people have become the face of the crisis of social, economic and psychological stresses that modern society has faced against the backdrop of war. The authors examine the main issues faced by internally displaced persons, drawing attention to the fact that the indicators of this category are increasingly changing the structure of Ukrainian society. The article defines the category of IDPs, focuses on the consideration of IDPs as two instances: a special social status that is a determinant of behavior/socio-cultural determination and creation of their own conditions in the socio-economic situation, or a special social group that has received legal shelter with the help of the authorities according to the established status.

Difficult conversations with young people about war
The aim of the article is to analyse the most important challenges faced by parents, guardians, educators, teachers, and psychologists in communicating with Ukrainian youth after the start of the full-scale Russian-Ukrainian war. Selected good practices of educational, pedagogical, and psychological institutions, organisations and scientific research centres in Poland supporting the mental health, well-being and promoting intercultural integration of Ukrainian adolescents residing in Poland were identified. Using individual, semi-structured interviews, barriers and facilitators to communication and integration of Ukrainian teenagers with their Polish peers were also explored. The conducted analysis confirmed the necessity of addressing the topic of war in discussions with young people, considering their psychological needs and perceptual capabilities. Systemic solutions are needed to educate them in the field of information security and intercultural dialogue, and to intensify activities increasing the social inclusion of teenage refugees from Ukraine in Poland.
