Just numbers. Notes about the Nature of a Digital World
Only digits really exist in the digital world as only matter exists in a material world. In the first one, all physical things are pure abstraction, similarly as all numbers in the second one. Digits are the only substance of the digital worlds. This hi-tech Pythagoreanism leads to a very serious consequences, not only for philosophy, but also for practice. Various concepts and rules, evident here, in the digital world may not work at all, or work improperly, and guide us to absurds when used mindlessly.

The problem of determination of cognitive and semiotic functions: notion – concept, sign – simulacrum
The paper focuses on logical relations between the terms concept and notion as well as sign and simulacrum in an anthropocentric conception of cognitive and language worldpictures. The author sets apart the first two terms on the basis of semantics and pragmatics considering notion as a semantic information unit and concept – as a cultural-pragmatic unit. The author suggests that the terms sign and simulacrum should be distinguished the same way: sign is every function that aims to semiotize a notion, whereas simulacrum is a sign, the pragmatics of which is of mythmakingcharacter, i.e. aims to create a simulation of verity of information during communication.

The article considers the organizational and legal framework for ensuring the right of access to public information in Ukraine. The positive tendencies of legal support of realization of this public right of physical persons and shortcomings of the legal practice revealed in this sphere are defined. It was found that the object of influence of the administrative and legal mechanism to ensure the exercise of the right of access to public information is public relations in the field of satisfaction of the right of access to public information, by creating opportunities for free access to statistics, archives, libraries and museums. , other information banks, databases, information resources, information on the powers and activities of the subjects of power. Forms, methods and means of ensuring the right of access to the public are described. It was found that the purpose of the administrative and legal mechanism to ensure the exercise of the right of access to public information is to create conditions under which every individual can freely exercise the right of access to public information. The author’s definition of the key concept of a scientific article is offered.

Hybrid aggression of the Russian Federation, starting from the illegal annexation of Crimean peninsula and consistent occupation of the territory of Donetsk and Luhansk regions in 2014, was accompanied by massive information campaigns against Ukraine from the aggressor state. 135Features of the Organization of Work of Public... Hybrid component of the conflict was observable since the inception. Information-psychological warfare, humiliation of Ukrainian language and culture, falsification of Ukrainian history, establishment of alternative reality of the distorted information picture of the world by the Russian media were identified as one of the most relevant threats to the national security of Ukraine. Current challenges and threats to the national security of Ukraine determine the overall necessity of finding a viable, adequate, as well as integrated tool, which will make possible to establish consistent cooperation in the security and defence sector. Qualitative analysis of the organization of work of units of the Ministry of Defence of Ukraine during the armed aggression of the Russian Federation against Ukraine in order to develop new effective mechanisms of countering the aggression is of upmost importance. Development of this work on the basis of the unique experience will give the chance to establish effective resistance to destructive information campaigns which are conducted by the external aggressor.

The subject of Ukraine’s national security has been continuously receiving a new discourse considering the uncovered aggression of the Russian Federation ongoing since 2014, followed by the annexation of Crimea and the occupation of Eastern regions of the country. As a result of agression, the governmental agencies of Ukraine adopted several strategic documents that directly relate to such a component of national security as information. The Information Security Strategy, adopted by the National Security and Defense Council of Ukraine in December 2021, defines priorities in information security, particularly identifying current challenges and threats to Ukraine’s national security in the information sphere. The Strategy also sets strategic goals and objectives aimed at counteracting such threats. An unprovoked full-scale invasion of Russia to Ukraine on 24 February 2022 proves that the information space becomes a combat field in the reality of war. The Russian federative propaganda machine is fueling the conflict as well as the high levels of support of brutal actions of the state’s president Putin (according to various sources from 51% to 71% of Russians support war in Ukraine). This, as well as the generally increasing role of the information factor in modern spaces of society, incurs the relevance of the research topic. The article aims to systematically determine the features of the conceptual and applied aspects of the information security of Ukraine. The realisation of the purpose identified assumes achievement of the following objectives:
1. Identify the key characteristics of the information space of Ukraine.
2. Determine the characteristics of risks, challenges and threats in the information space.
3. Define the source of the information aggression against Ukraine.
4. Develop recommendations for enhancing the procedure of reacting towards such aggressions.
In the process of solving research problems, such general scientific methods as analysis and synthesis have been applied to identify the factors that have had the most significant impact on the information space of Ukraine. challenges, information threat, information risks.

An analysis of the creation and spread of information threats as a result of Russia’s ongoing conflict is driven by the increasing impact of communication on global security. The content of the study highlights the impact of trends in the creation of information threats, which are the determinants of social risks. In the article, an analysis of creating information threats, including producing and reporting information in propaganda and the traditional and modern media, is of significant importance. The impact and role of mass media on awareness-raising is presented, revealing mechanisms for influencing public opinion.

The article attempts to identify information hazards to Poland in the context of hazards determining the loss of the state’s image as perceived by international opinion, indicating the metamorphosis associated with conditions characteristic for the social influence operations. The impact of tendencies in building of the national and international security, being determinants for social hazards, was emphasised. An analysis of development of information hazards, their dissemination and resonance in Poland in the period between 2016 and 2021, forms a prominent part of the article. The influence and the role of mass media in shaping of awareness were presented, revealing mechanisms for creating the public opinion.

This paper is devoted to the accompanying formation of the new order of the international Chinese-American struggle in the nosphere or otherwise the sphere of human reason. An analysis of the experiences of conflicts between the two-polar order that took place at the end of the 20th century and the present, in which the new world order emerges, leads to the conclusion that one of the most important goals of contemporary wars is to win the battle in the mind of man. This is perfectly understood by Chinese people who have centuries-old experience in fighting for the minds of opponents. In addition to the general outline of the old and present Chinese concepts of conducting the information and psychological war, the diagram of the Chinese information apparatus and methods of its operation are also presented. The focus was also on the image of China and its opponent’s head – the USA – created by this apparatus and addressed to the international audience In writing the Article, methods of system analysis and critical analysis of public discourse were used.
