The Polish Political Science Yearbook (PPSY) is an international, open access, and peer-reviewed journal publishing high-standard research on political science, international relations, public policy, and security and legal studies.

The PPSY serves as a forum for academic scholars and professionals to support the latest analytical and methodological advancements and promote current work in political science and Polish studies.

The PPSY fosters several areas of interest, including:

• Polish and Central European politics,
• international relations and foreign policies
• public policies at central, regional, and local levels.

The PPSY accepts theoretical and empirical research and review papers, conference reports, book reviews, and discussion papers. The journal is open to all methodological approaches and research strategies, including qualitative and quantitative, providing that a utilised methodology is adequate to the studies’ aims and empirical data.

The Editorial Board accepts only the best quality research assessed by leading experts in the field under double-blind peer review policy. Specific information regarding instructions for authors, review policy, ethical principles, and other details are provided in the respective section of the journal’s website.

The journal does not require article processing and editorial charges or printing fees. Authors, other individuals, or institutions may participate in publishing costs but it does not influence the editorial process and content assessment in any way.

General Information

The Polish Political Science Yearbook (PPSY) accepts original manuscripts, including theoretical and methodological papers, conference reports, book reviews, and discussion papers. The only publication language accepted by the PPSY is English. The journal does not publish translations and reprints. The PPSY publishes papers related to the journal’s aims and main fields of interest, such as political science, international relations, and public policies (e.g., security issues, law, management, and governance analyses, etc.). The journal is open to all methodological approaches and research strategies, including qualitative, quantitative, or interdisciplinary, providing that a utilised methodology is adequate to the studies’ aims and empirical data.

The Editors will not accept a subsequent manuscript of the same author until the publication process has been completed for a previously submitted manuscript. Publication of the text in the journal is considered the completion of the process.

In case of publishing several works of the same author, it can be done no more frequently than one paper per year for maximum two papers. Considering each following manuscript is individual, and usually entails several years embargo for publishing in the journal, dependently on a given country regulations, e.g., next publication possible in a next parametric period.

The hard copy of the journal is the original copy. However, the journal publishes accepted and peer-reviewed papers ahead-of-print online.

Submitting a manuscript is possible after adjusting it to the journal’s requirements only through the Editorial System available here. In the moment of sending a submission, the author declares acceptance and compliance with the journal’s ethical standards available here. Every submitted article meeting the technical requirements undergoes double-blind peer review – read more about the process and check the review form here. Publishing a paper must be preceded by signing the copyright agreement and authorship declaration by the principal author. The publication procedure lasts from one to four months, dependently on the reviewers’ availability.

The publication is free of charge. The journal does not have article processing charges, editorial charges, or printing fees. The publishers and our donors cover all costs of publishing the PPSY. Authors, other individuals, or institutions may participate in publishing costs but it does not influence the editorial process and content assessment in any way.

Instructions for Authors

The PPSY accepts only papers in English. The Editorial Board ensures proof-reading by an English language editor or a native-speaker but already edited papers are welcome.

The standard length of a manuscript is 10.000–35.000 characters with spaces, excluding references. Please consult all proposals exceeding the limit with the Editors before the submission.

A conference report should include 2.500–10.000 characters with spaces, a discussion paper – 10.000–20.000 characters with spaces and a book review – 2.500–5.000 characters with spaces.

The PPSY uses in-text citations: the APA Formatting and Style Guide 7th Edition (see: Guidelines; instructions for citing legal documents in APA are available here).

Submitted papers and research reports must include a 150 to 200–words abstract and 3 to 8 keywords. The manuscripts should have no biographical note or any other information that could be used for identifying the author’s identity.

The PPSY still requires every author to provide information such as degree, name and surname, university, ORCID No., and e-mail address – but these must be filled only in the Editorial System during the submission procedure.

The PPSY Editors recommend using the following scheme for writing an abstract:

• Introduction (briefly declare the research field and problem, study’s aim, and hypothesis),
• Methods (present a selected method, data, and other relevant study’s conditions),
• Results (outcome of the analysis),
• Answer to the research problem and its implications.

The PPSY strongly suggests to apply following standards for arranging contents:

• Research papers: objective situation, research field, goal, research problem and hypothesis, other methodological aspects (data selection criteria, methods, techniques), state of the art, empirical sample, analysis, results, discussion of findings, conclusions, and list of references,
• Theoretical papers: research field, state of the art, new approach, application, possible verification, judgments, and list of references,
• Methodological papers: state of the art, description of a method, research procedure, new application example, conclusions, and list of references.

It is recommended though not mandatory to use the following manuscript’s template.

All supplementary material covered in the article, e.g., images and tables, should have title and source. Conference reports, discussion papers, and book reviews should have the title and a list of references. We require additional information for a conference report – Conference Title, Place, (Month, Day, Year), Organiser – a discussion paper and a book review – Author, Title of book/paper. Location: Publisher (number of pages). ISBN.

References should be in the “in-text citation” style. The Polish Political Science Yearbook invites all scholars, researchers and professionals to participate in the 8th PPSY International Seminar "Public Policy, Sustainability & Good Governance" which takes place in Toruń (Poland) on May 8, 2018. A conference is an associated event of the 2018 International Asian Congress and it supports a special section of the current Volume 47 of 2018 of the journal, and its objective is to discuss challenges of good governance and sustainability in Central Europe and the European Union and to present current advancements in studies on public policy.

Legal basis of the electronic publication of law –  reflections on the 5th anniversary of the electronic official journal

Since 2012 all Polish official journals have been published only in electronic (digital) version which means that all published acts must be prepared and signed in electronic (digital) way as well. The article presents the history of law amendments which are legal basis of the adopted reform. During parliamentary procedure on the bill regarding the reform some critical opinions were presented. Author of the article argues with these opinions. Results of implemented reform are analysed in the article – practical aspects but first of all legal ones related with a right to access to law and authenticity and credibility of the published legal acts.

All the time, we encounter social, political, or economic crises. Those crises were not and are not a sheer result of poorly designed and malfunctioning state institutions, supposed to control (or not) the sphere of individual activities. This is what we are presented with as their cause. This, however, is not a complete picture of the situation. Crises occur also due to inadequate stressing of the categories which have become central for our societies, as Karl Popper pinpoints. In The Open Society and Its Enemies, he claims that it is our attachment to thinking that there is a one history, progress, pursuit of power and glory, as measures of individual success in the hostile world, that contributes to the re­occurrence of crises and the violence that accompanies them. We live focused on abstract categories and interpretations detached from the everyday life experience. In consequence, we still have to struggle with the phenomenon of exploiting individuals, we still do not create opportunities for satisfying their needs and space for working out solutions which would aid us in tackling the emerging problems. As Popper preaches, if we want to break free from the limitations of our minds so as to act differently, as fully free, self­realized and responsible, we have to try to verify our beliefs, even if it turns out that we should abandon them. This essay is another attempt at presenting the crucial aspects of Popper’s thought that are particularly difficult to comprehend and accept: namely, that there is no history independent of our doing, there are only our descriptions; there is no progress; it is us that create history without even being aware of that.

Manuscript Digestum vetus from the collection of the Kórnik Library, Polish Academy of Sciences.

Currently in the collection of the Kórnik Library, the manuscript, produced by order of the Emperor Justinian, contains Digestum vetus with the later gloss of Accursius. It is considered one of the most interesting copies of this work in Europe, its rank determined mainly by the rich iconographic program consisting of 25 initials and over 230 illustrations in the margins, the majority of which are multiform scenes. Art historians studying the discussed manuscript indicate that among numerous manuscripts of the Digestum preserved in European collections, there is not another one with such a gorgeous illustrative programme. The miniature illustrations in initials, produced by a single master, open subsequent books of the Digests, referring specifically to the content of the first titles of given books. The remaining 238 marginal miniatures were made by three illustrators working in parallel on particular signatures to the manuscript. The analysis of their dispersion on each page has revealed that they were produced once the marginal gloss of Accursius was written down. In most cases the illustrations directly illustrate case studies contained in the Digestum. These miniatures were designed so as to facilitate the perception of the text of the Digestum, help in memorising specific cases and to facilitate the search in the entire comprehensive codification. In light of recent findings of art historians, this manuscript was produced in several stages. First, the text of the Digestum was written, probably in northern Italy, in the last quarter of the twelfth century, then, in France in the 1230s the marginal gloss of Accarsius was added and illuminations prepared. This Code came to Poland in the fifteenth century, owing to the canon of Kraków and the scholastic of Płock Dersław of Karnice, who bought it during his studies in Italy in the years 1469–1471. The manuscript spent 300 years in the library of the Chapter of Płock, where he was purchased by Tadeusz Czacki to be located it in the Poryck Library. Then Digesta were bought by Adam Jerzy Czartoryski, and stored in the Library of Puławy, from where with a considerable part of manuscripts, it was ultimately transported to the Działyński Library in Kórnik, which has housed them to this day.
