The PPSY fosters several areas of interest, including:

• international relations and foreign policies
• public policies at central, regional, and local levels.

The PPSY accepts theoretical and empirical research and review papers, conference reports, book reviews, and discussion papers. The journal is open to all methodological approaches and research strategies, including qualitative and quantitative, providing that a utilised methodology is adequate to the studies’ aims and empirical data.

The Editorial Board accepts only the best quality research assessed by leading experts in the field under double-blind peer review policy. Specific information regarding instructions for authors, review policy, ethical principles, and other details are provided in the respective section of the journal’s website.

The journal does not require article processing and editorial charges or printing fees. Authors, other individuals, or institutions may participate in publishing costs but it does not influence the editorial process and content assessment in any way.

General Information

The Polish Political Science Yearbook (PPSY) accepts original manuscripts, including theoretical and methodological papers, conference reports, book reviews, and discussion papers. The only publication language accepted by the PPSY is English. The journal does not publish translations and reprints. The PPSY publishes papers related to the journal’s aims and main fields of interest, such as political science, international relations, and public policies (e.g., security issues, law, management, and governance analyses, etc.). The journal is open to all methodological approaches and research strategies, including qualitative, quantitative, or interdisciplinary, providing that a utilised methodology is adequate to the studies’ aims and empirical data.

The Editors will not accept a subsequent manuscript of the same author until the publication process has been completed for a previously submitted manuscript. Publication of the text in the journal is considered the completion of the process.

In case of publishing several works of the same author, it can be done no more frequently than one paper per year for maximum two papers. Considering each following manuscript is individual, and usually entails several years embargo for publishing in the journal, dependently on a given country regulations, e.g., next publication possible in a next parametric period.

The hard copy of the journal is the original copy. However, the journal publishes accepted and peer-reviewed papers ahead-of-print online.

Submitting a manuscript is possible after adjusting it to the journal’s requirements only through the Editorial System available here. In the moment of sending a submission, the author declares acceptance and compliance with the journal’s ethical standards available here. Every submitted article meeting the technical requirements undergoes double-blind peer review – read more about the process and check the review form here. Publishing a paper must be preceded by signing the copyright agreement and authorship declaration by the principal author. The publication procedure lasts from one to four months, dependently on the reviewers’ availability.

Instructions for Authors

The PPSY accepts only papers in English. The Editorial Board ensures proof-reading by an English language editor or a native-speaker but already edited papers are welcome.

The standard length of a manuscript is 10.000–35.000 characters with spaces, excluding references. Please consult all proposals exceeding the limit with the Editors before the submission.

A conference report should include 2.500–10.000 characters with spaces, a discussion paper – 10.000–20.000 characters with spaces and a book review – 2.500–5.000 characters with spaces.

The PPSY uses in-text citations: the APA Formatting and Style Guide 7th Edition (see: Guidelines; instructions for citing legal documents in APA are available here).

Submitted papers and research reports must include a 150 to 200–words abstract and 3 to 8 keywords. The manuscripts should have no biographical note or any other information that could be used for identifying the author’s identity.

The PPSY still requires every author to provide information such as degree, name and surname, university, ORCID No., and e-mail address – but these must be filled only in the Editorial System during the submission procedure.

The PPSY Editors recommend using the following scheme for writing an abstract:

• Introduction (briefly declare the research field and problem, study’s aim, and hypothesis),
• Methods (present a selected method, data, and other relevant study’s conditions),
• Results (outcome of the analysis),
• Answer to the research problem and its implications.

The PPSY strongly suggests to apply following standards for arranging contents:

• Research papers: objective situation, research field, goal, research problem and hypothesis, other methodological aspects (data selection criteria, methods, techniques), state of the art, empirical sample, analysis, results, discussion of findings, conclusions, and list of references,
• Theoretical papers: research field, state of the art, new approach, application, possible verification, judgments, and list of references,
• Methodological papers: state of the art, description of a method, research procedure, new application example, conclusions, and list of references.

It is recommended though not mandatory to use the following manuscript’s template.

All supplementary material covered in the article, e.g., images and tables, should have title and source. Conference reports, discussion papers, and book reviews should have the title and a list of references. We require additional information for a conference report – Conference Title, Place, (Month, Day, Year), Organiser – a discussion paper and a book review – Author, Title of book/paper. Location: Publisher (number of pages). ISBN.

References should be in the “in-text citation” style. Review Policy

Review Process

All papers and research reports published in the PPSY are double-blind peer reviewed by two independent experts in the given field. Their assessment focuses on standards of study design, applied methodologies, the value of findings, contribution to the discipline, innovative approaches, and presentation of results. Positive reviews are the necessary condition to publish a paper – if assessments are profoundly different, the PPSY may ask another expert to deliver a final evaluation.

The PPSY accepts papers written in English and meeting formal standards and essential requirements. If the article fulfils these criteria – which is verified by the Secretary of the Board – the respective Section Editor sends an anonymised manuscript to two independent reviewers. Typically, the review takes less than two months. However, in some cases, it may be extended up to three months. Receiving two positive reviews is the necessary condition to publish a paper in the PPSY. Received reviews are verified and processed by the Section Editor and, if they are consistent, sent to the Author as anonymised comments. If the reviews suggest inconsistent results, the Section Editor sends the paper to another reviewer. If the doubt remains, the paper is assessed collectively by a Section Editor under the advice of the Editorial Board. Authors required to revise their papers are provided with a month to present the final version of the paper. It should answer all comments mentioned by the reviewers. If required by the assessing experts, the paper is sent for another review verifying the work’s revisions and progress. Rejected papers can be resubmitted to the PPSY after essential edition, not earlier than six months after the rejection. Authors who receive the positive decision are asked for signing the copyright agreement.

Instructions for Reviewers

The Polish Political Science Yearbook uses the standardised procedure of paper's review. The assessment includes two stages: the initial review and the detailed review (see: the review form). The reviewer is asked to consider a general value of submitted paper, applied standards, and possible impact on the discipline.

The initial review includes an overall evaluation of paper's contents, including following questions:

• Is the paper meeting scientific standards?
• Is the paper meeting research standards in the discipline?
• Is the paper presenting its objectives?
• Is the paper well structured?
• Is the paper correctly using addition material, i.e. tables, image, charts or diagrams?
• Is the paper referring to the essential literature?

The detailed review offers a developed assessment of paper's contents, including following questions:

• Is the paper meeting scientific standards?
• Is the paper meeting research standards in the discipline?
• Is the paper presenting its objectives?
• Is the paper well structured?
• Is the paper correctly using addition material, i.e. tables, image, charts or diagrams?
• Is the paper referring to the essential literature?

The reviewer is also suggested to present comments to the paper and to recommend necessary and optional changes. In the final evaluation, the reviewer is asked to give an opinion if the article should be accepted, accepted after minor changes, reviewed again after major changes, or rejected.

List of Reviewers

Following the requirement of the local policy for higher education the Polish Political Science Yearbook publishes the List of Reviewers yearly since 2016. It acknowledges all scholars who contributed to the assessment of submitted papers. However, the list does not enable assigning reviewers to specific papers to avoid ethical infringements.

The Polish Political Science Yearbook’s Review Policy protects the highest standard of papers published in the journal. We select our Reviewers for their research expertise and academic experience. Since 2016, more than 70% of them represent foreign institutions, including the most respected universities or research centres, e.g., Catholic University of Louvain, Charles University, European University Institute in Florence, Freie Universität Berlin, Leiden University, London School of Economics and Political Science, Moscow State University, New York University, Oklahoma State University, St. Francis Xavier University, Universite Paris 1 – Pantheon-Sorbonne, University College London, University of Amsterdam, University of Baltimore, University of Copenhagen, University of Glasgow, University of Heidelberg, University of Lausanne, University of Leicester, University of London, University of Massachusetts, University of Oslo, University of Ottawa, University of Oxford, University of Rhode Island, University of the Witwatersrand, and Uppsala University.

Ethical Principles

General Information

The Polish Political Science Yearbook publishes peer-reviewed papers to present current findings of political science and related disciplines – our main objective is to present research results which are accurate and trustworthy. Therefore, the PPSY prevents copyright infringement, plagiarism and other breaches of best practice in publication. We are committed to meeting standards of ethical behaviour at all stages of the publication process. The PPSY follows the Committee on Publication Ethics (COPE) guidelines to meet these requirements.

Authorship

The Polish Political Science Yearbook prevents ghost-writing, guest authorship, and honorary authorship in academic research. All parties who have made a substantive contribution to the paper should be listed as authors and all supporting institutions should be presented in the footnote (the financial disclosure rule). Principal authorship, authorship order, and other publication credits should be based on the relative scientific or professional contributions of the individuals involved. Those who contributed to the work but do not meet the authorship criteria can be mentioned in the Acknowledgments section in the end of the paper.

The principal author must be prepared to sign the copyright agreement on behalf of all the authors.

The author delivers a signed copyright agreement and authorship declaration no later than after the paper’s initial acceptance.

Ethical Standards & Plagiarism Policy

Publication of peer-reviewed papers involves different parties, which contribute to the realisation of our objective. Therefore, the author, the journal editor, the reviewer, the publisher, and publishing partners have a responsibility to meet ethical standards at all stages of the publishing process, from submission to publication and work dissemination. Below, we present the PPSY Ethical Standards:

• Editors are expected to act in a balanced, objective, and fair way, without prejudice or discrimination on the grounds of gender/sexual orientation, religious, or political beliefs, ethnic, national, or geographical origin of the authors; to handle special issues in the same way as other submission, so that papers are accepted solely on their research merit and without commercial influence; to follow the COPE Guidelines for editors; to use anti-plagiarism software provided by the publisher; to give authors a reasonable opportunity to respond to any complaints and address their responses.
• Reviewers and authors are expected to alert the editor to any potential conflicts of interest, and, if necessary, to withdraw their services; to alert the editors to any published or submitted content that is substantially similar to that under review; to maintain the confidentiality of any information supplied by the editor or author; to review the manuscript objectively and without prejudice, in a timely manner; to contribute to the editorial process with an assessment based on the current state of arts.

• Professor Czesław Mojsiewicz International Cooperation Fund and Publishing Partners are expected to ensure that good practices and the ethical standards are maintained; to review the publishing standards every two years and suggest improvements to the Editorial Board; to support editors, reviewers and authors during the publication process.

Misconduct, unethical behaviour, and plagiarism may be identified and brought to the attention at any time and by anyone. The notification to the editor or publisher should provide information and evidence to initiate an investigation – all allegations are taken thoughtfully and treated in the same way, until a successful decision or conclusion is reached. The Editor-in-Chief is responsible for the initial decision. Evidence should be gathered while avoiding spreading any allegations beyond those who need to know. Minor misconduct is dealt without the need to consult more widely – the author should be given the opportunity to respond to any allegations. Serious misconduct might require notification of the employers of the accused – the Editor-in-Chief should make this decision by further consultation with a limited number of experts.

The Polish Political Science Yearbook agrees to post the accepted and the published paper on author's websites, websites of author's department or faculty, repositories of author's institutions and subject repositories (such as academia.edu) without any restrictions. The PPSY agrees to use the published paper for author's teaching needs, to non-commercial supply to academic colleagues and to use it in author's books after publication in the journal. Other forms of the use of the accepted and the published paper require written permission from the publisher.

Review Policy

Review Process

All papers and research reports published in the PPSY are double-blind peer reviewed by two independent experts in the given field. Their assessment focuses on standards of study design, applied methodologies, the value of findings, contribution to the discipline, innovative approaches, and presentation of results. In order to check the detailed questions for evaluating papers, download the PPSY review form by clicking here. Positive reviews are the necessary condition to publish a paper – if assessments are profoundly different, the PPSY may ask another expert to deliver a final evaluation.

The PPSY accepts papers written in English and meeting formal standards and essential requirements. If the article fulfils these criteria – which is verified by the Secretary of the Board – the respective Section Editor sends an anonymised manuscript to two independent reviewers. Typically, the review takes less than two months. However, in some cases, it may be extended up to three months. Receiving two positive reviews is the necessary condition to publish a paper in the PPSY. Received reviews are verified and processed by the Section Editor and, if they are consistent, sent to the Author as anonymised comments. If the reviews suggest inconsistent results, the Section Editor sends the paper to another reviewer. If the doubt remains, the paper is assessed collectively by a Section Editor under the advice of the Editorial Board. Authors required to revise their papers are provided with a month to present the final version of the paper. It should answer all comments mentioned by the reviewers. If required by the assessing experts, the paper is sent for another review verifying the work’s revisions and progress. Rejected papers can be resubmitted to the PPSY after essential edition, not earlier than six months after the rejection. Authors who receive the positive decision are asked for signing the copyright agreement.

Instructions for Reviewers

The Polish Political Science Yearbook uses the standardised procedure of paper's review. The assessment includes two stages: the initial review and the detailed review (see: the review form). The reviewer is asked to consider a general value of submitted paper, applied standards, and possible impact on the discipline.

The initial review includes an overall evaluation of paper's contents, including following questions:

• Is the paper meeting scientific standards?
• Is the paper meeting research standards in the discipline?
• Is the paper presenting its objectives?
• Is the paper well structured?
• Is the paper correctly using addition material, i.e. tables, image, charts or diagrams?
• Is the paper referring to the essential literature?

The detailed review offers a developed assessment of paper's contents, including following questions:

• Is the paper meeting scientific standards?
• Is the paper meeting research standards in the discipline?
• Is the paper presenting its objectives?
• Is the paper well structured?
• Is the paper correctly using addition material, i.e. tables, image, charts or diagrams?
• Is the paper referring to the essential literature?

The reviewer is also suggested to present comments to the paper and to recommend necessary and optional changes. In the final evaluation, the reviewer is asked to give an opinion if the article should be accepted, accepted after minor changes, reviewed again after major changes, or rejected.

List of Reviewers

Following the requirement of the local policy for higher education the Polish Political Science Yearbook publishes the List of Reviewers yearly since 2016. It acknowledges all scholars who contributed to the assessment of submitted papers. However, the list does not enable assigning reviewers to specific papers to avoid ethical infringements.

The Polish Political Science Yearbook’s Review Policy protects the highest standard of papers published in the journal. We select our Reviewers for their research expertise and academic experience. Ethical Principles

General Information

The Polish Political Science Yearbook publishes peer-reviewed papers to present current findings of political science and related disciplines – our main objective is to present research results which are accurate and trustworthy. Therefore, the PPSY prevents copyright infringement, plagiarism and other breaches of best practice in publication. We are committed to meeting standards of ethical behaviour at all stages of the publication process. The PPSY follows the Committee on Publication Ethics (COPE) guidelines to meet these requirements.

Authorship

The Polish Political Science Yearbook prevents ghost-writing, guest authorship, and honorary authorship in academic research. All parties who have made a substantive contribution to the paper should be listed as authors and all supporting institutions should be presented in the footnote (the financial disclosure rule). Principal authorship, authorship order, and other publication credits should be based on the relative scientific or professional contributions of the individuals involved. Those who contributed to the work but do not meet the authorship criteria can be mentioned in the Acknowledgments section in the end of the paper.

The principal author must be prepared to sign the copyright agreement on behalf of all the authors.

The author delivers a signed copyright agreement and authorship declaration no later than after the paper’s initial acceptance.

Ethical Standards & Plagiarism Policy

Publication of peer-reviewed papers involves different parties, which contribute to the realisation of our objective. Therefore, the author, the journal editor, the reviewer, the publisher, and publishing partners have a responsibility to meet ethical standards at all stages of the publishing process, from submission to publication and work dissemination. Below, we present the PPSY Ethical Standards:

• Editors are expected to act in a balanced, objective, and fair way, without prejudice or discrimination on the grounds of gender/sexual orientation, religious, or political beliefs, ethnic, national, or geographical origin of the authors; to handle special issues in the same way as other submission, so that papers are accepted solely on their research merit and without commercial influence; to follow the COPE Guidelines for editors; to use anti-plagiarism software provided by the publisher; to give authors a reasonable opportunity to respond to any complaints and address their responses.

Dear Readers, I am very pleased to present you the 45th volume of the Polish Political Science Yearbook (2016). From the beginning, the journal was connected with the Polish Association of Political Science (established in 1957) and in fact, played a role in its organ. At first, the periodical was published under the title Polish Round Table, and then the name was changed into the current one. The fundamental aims of the Polish Political Science Yearbook for the last 45 years and even earlier have not changed. The authors have made an effort to maintain and even increase the quality of publishing papers. These aims were and are the priority tasks. In the near future the deepened emphasis will be directed towards theoretical and methodological background of every paper. The PPSY will be more open for scientific discourse on various vital challenges and threats of contemporary political science in Poland and in the World.

We are very pleased to present you the latest issue of "Polish Political Science Yearbook" (2015, Vol. 44). We hope that the broad spectrum of the problems discussed will be for you a useful source of inspiration and knowledge. Articles published in this issue elaborate the extremely diverse topics – from political theory and problems in bilateral and multilateral relations to different questions in various policy areas.
