While entering the transformation period, Poland started changes in economics, which was run by the state and was characterized by the lack of market equilibrium and low degree of satisfying the nation’s needs. The change of the state’s role in the economic system became the major challenge for Poland, which started transformations of the system in 1989. The ending of this major phase of transformation can be gauged not only by the degree of state’s withdrawal from the role of the owner and a manager, and replacing this role by a stable set of systemic rules, but also by introducing new market organizing institutions and the degree of € nancial independence of economic entities from the domination of politics.

Co-Production of Public Services in Terms of the Polish Experience

Co-production of public services is an increasingly popular tool in public management, although it is still a new phenomenon in Poland. Despite the attention researchers give to co-production, some significant gaps remain. In this article, the author attempts to examine the legal possibility of implementing co-production by the Polish local government by local initiative and Solecki Fund. The article aims to examine how major Polish cities gathered in Union in Polish Metropolises used local initiatives. The next step in research is to find out how Solecki Fund is spread among rural areas according to statistical data. It is proved that only a handful of local governments in Poland are truly engaged in co-production. However, Solecki Fund can be shown as an excellent example of citizens’ engagement. It is presented a possible agenda on what can be done to make co-production more popular and used on a regular basis not only in metropolitan but also rural areas.

Tekst traktuje o generaliach związanych z fundamentalnymi barierami utrudniającymi prowadzenie skutecznej polityki publicznej wobec sektora nauki i szkolnictwa wyższego. Jego treść nie odnosi się wyłącznie do Polski i nie do konkretnych propozycji rozwiązań formalnych, ale też był pisany z myślą o polskiej nauce. Autor inspirował się, nie trzymając się ich kurczowo, znanymi tekstami zarówno klasyków poważnych, jak i klasyków odważnych. Do tych pierwszych zaliczają się: polski mikrobiolog i filozof, Ludwik Fleck1 wraz z kontynuatorami, przede wszystkim w osobie amerykańskiego fizyka i filozofa. Thomasa Kuhna2. Dwaj inni inspirujący w tej mierze Amerykanie to: psycholog Abraham Maslow3 i socjolog Robert Merton4. – Mamy tu czterech klasyków poważnych. Klasykiem odważnym5 jest natomiast rodzimy przedstawiciel dziedziny wiedzy rzekomej, tj. imagineskopii, pod tym nazwiskiem znany z jednej tylko publikacji, ale za to publikacji przełomowej i w tejże dziedzinie, i w myśleniu jako takim. Chodzi o światowej sławy polskiego pendologa, Śledzia Otrembusa Podgrobelskiego6. – Sugerując się stylem tego zręcznego naukowego prowokatora nie od rzeczy będzie w tym miejscu stwierdzić, że naukowym zamiarem autora było, aby artykuł stanowił głos mniej na puszczy, a więcej w dyskusji nad realnymi możliwościami prowadzenia skutecznej polityki sektorowej wobec nauki i szkolnictwa wyższego.

Reconciling Incrementalism with Policy Change. The Punctuated Equilibrium Theory in Political Science

The aim of this article is to explain current definition and application of punctuated equilibrium theory, which is as influential as any conceptual framework concerning policy process in political science, stimulating thought and research over the last two decades. Baumgartner and Jones borrowed the concept from studies of the evolution of species, but – as author shows – without operationalized definition, and turned it into a metaphor that can have mostly pedagogical use.
Author explains how punctuated equilibrium is useful for analyzing policy change in political systems other than the United States, but in the European political systems, political parties and their preferences must be taken into account. It is also presented how punctuated equilibrium is in fact a much-improved version of the incrementalism theory, rather than an application of biological insights to politics. Author differentiate successful application of the punctuated equilibrium in the description of the policy process from the explanation of Baumgartner and Jones about how those identified patterns in modern democracies were caused.

The paper focuses of the role of scientific knowledge in the processes of conducting reforms and public policy. The case of higher education and science reforms in Poland carried out over the period of 25 years of new political, social and economic conditions shows primary knowledge negligence of the reformers which undoubtedly affected the nature of the current higher education and science system, reformed several times already. It also furnishes some recommendations on how these processes may be improved. In the empirical dimension, the starting point was the concept of metaknowledge (i.e knowledge about knowledge), encompassing three aspects connected with generating and using knowledge in the context of higher education and science reforms, which are ringfenced basing on different methodologies:
(1) knowledge about reforming – theoretical literature query;
(2) knowledge in reforming – analysis of experts’ reports;
(3) knowledge of reformers – results of studies on the processes of learning and knowledge management in public administration.
The postulate of a broader use of scientific knowledge in reform processes is an attempt to indicate one of the key directions to follow when repairing the higher education and science system. For that reason, the role of social sciences has been highlighted, including, in particular, the role of sociologists in reform processes (as theoreticians and experts in the area of higher education and science). Furthermore, the need for sociologists to go back to the role of social expertsengineers has been signalled.

In many countries, the police, as a part of public administration, have witnessed many changes during the last few years. This article explores the process of the reform of the Polish police force, which took place between 2015 and 2017. Doing so examines in detail the process of implementing an IT tool – The National Security Threat Map – by paying particular attention to the mechanism of engaging external stakeholders. This study is conceptual but empirically focused. The paper posits that, despite the hierarchical nature of the police administration structure, it is possible to build an engagement of external stakeholders.

National minorities in multiethnic society: the OSCE Ljubljana guidelines

The article is devoted to the research of legal base of the European Union, particularly guidelines by the OSCE High Commissioners on National Minorities. On the issue regarding the development of the major aspects of the life of national minorities related to their self-identificati on. There in the study the structural-functional and analytical scientific methods been implemented. The OSCE Ljubljana Guidelines on Integration of Divers Societies (2012) is as the subject of the study in general, with directions of integration of national minorities in a polytechnics society, in particular. The novelty of the article is to reveal the subject of research though the coverage of the theoretical foundations of the integration model of public policy, the phenomenon of acculturation. The aim is to consider the principles and provisions of the OSCE Ljubljana Guidelines on Integration of Divers Societies as per the integration of diverse societies; to identify an areas of public policy, which in this document is the main emphasis; to clarify the provisions of the Guidelines aimed at regulating the development of a language of national minorities through the field of education, provision’s specific features. The peculiarities of the formation of the public sphere in Ukraine as the single ethnic country identified. The position and scientific vision of some domestic researchers on the prospects of further development of ethnic component highlighted. Briefly described the basic principles of the theory of acculturation and their differences. Assumptions been made regarding further implementation by the State the integration model of during the regulation and introducing the public policy in Ukraine. Conclusion been drawn on the promising areas of implementation the OSCE Ljubljana Guidelines on Integration of Divers Societies in Ukraine, taking into the account the peculiarities of the transit stage of the society.

The Advocacy Coalition Framework after a Quarter of a Century. Explaining the Policy Process

The purpose of this article is to answer some key questions about one of the most important frameworks in the research of the policy process – Advocacy Coalitions Framework created by Paul Sabatier. Within the article beliefs were defined as an essential element within the political system, which is responsible for the functioning of the advocacy coalitions operating in individual political subsystems. Secondly, as it had been shown in previous research, there are restrictions on significant policy changes, which usually do not occur over the political cycle of 10 – 15 years. Over the last 25 years, the ACF – framework that in the words of the author is close to the status of theory – passed a few serious revisions in response to concerns from other researchers

Participatory Budget as a Method of E-democracy Development or Merely a Voting Tool?

The last decades have been a time of dynamic changes in the scope of public management tools, as well as a gradual increase in the participation of citizens at every stage of public decision-making. That is why application of ICT tools in practice of public policy implementation is currently a popular direction of public administration development. The aim of the article is to analyse how this postulate is implemented on the example of Polish participatory budgets. On the basis of quantitative research the authors have analysed participatory budgets that function in towns with powiat rights. In the conclusions it is stated that ICT are applied only partially within the public policy environment and are used to popularise participatory budgets and to facilitate the process of voting for the submitted propositions.

Term of Office of the President of National Bank of Poland in the Management Board of the Central Bank of Poland – Constitutional and Statutory Regulations

The article is devoted to the analysis of the composition of the NBP Management Board in terms of its diversity in terms of the number of terms of office in this body of the President of the Central Bank of Poland. The paper presents constitutional and statutory regulations stating that the President of NBP cannot be treated as a member of the Management Board of NBP. It points to the constitutional separation of these two bodies. It draws attention to the method of appointing the President of the NBP and the Management Board of the NBP and the prohibition of combining the functions of the President of the NBP with the mandate of a Member of Parliament. Statutory regulations boil down primarily to regulations proving a clear differentiation of the NBP Management Board into the Chairman, i. e. the President of the NBP and members. This means that the President of NBP not being a member of the Management Board of NBP has different terms of office with respect to the members of the Management Board. The article points to different requirements regarding membership of a political party, the very method of appointment or taking a solemn oath by the President of the NBP.

Disputes about the Creative Industry

In the context of the growing importance of the creative industries in the economy and emerging questions about a place of public, cultural, social, economic and innovative policy, an important question appears: what is an essence of the concept of the creative industries? The idea of integration, support and building an identity of the institutions, which activities are based on talented and creative work, has its origins in the United Kingdom and Australia. It is now entering Polish market and arouses interest in policy-makers, academics and practitioners. Still, for many people, the term seems to be vague and arouses a lot of controversy. The article shows the discourse on the creative industries, especially the ongoing debate between: European (mainly British), Australian and American scholars. Furthermore, arguments of critics and defenders of the concept are also presented. The arguments derived from the tradition of the criticism of mass culture which represent the current research on economization of culture are compared in this text. There are three main grounds of the dispute: the definition of the concept, the essence of the concept of a new sector and application in practice. Furthermore, two main phases in the discourse and the pragmatics of the creative industries are also presented: the transition from cultural industries to creative industries and emphasizing the importance of innovation and networking. The study used a critical analysis of the content of not only Polish but also foreign public documents, industry reports and scientific papers. The methodological conclusions drawn from the emergence of a new interdisciplinary research area are also presented. These findings specifically relate to Poland which is entering a crucial phase of policy development in the field of the creative industries. The need for an action is systematized: definitional, classificational and critical analysis of achievements and mistakes of the countries implementing policies to support the sector, as well as the need to adopt it to the local conditions. In the context of relatively limited academic reflection on the issues in Poland, the need of interdisciplinary analysis is also emphasized.
