Strategic partnerships are nowadays one of the tools most willingly applied in foreign policy. The subject of the presented analysis is the institutionalization process of a strategic partnership understood as the functioning of certain norms and rules in a given relationship (expressed in the founding documents of partnerships) and the regularization of joint bodies and meeting formats. The aim of the article is a comparative analysis of institutional solutions applied in the European Union’s strategic partnerships with its established partners: the United States, Japan, and Canada. The results show that it is possible to identify a pattern of institutionalization process used by the European Union in its relations with strategic partners; they also reveal how great importance contemporary players in the international arena attach to institutionalization processes in their mutual relations.

Social control in local government units

Local self-government is an important element of the political system of democratic countries. It satisfies numerous collective needs and also participates in the exercising of public authority. This makes it necessary to exercise control over the activities of local government units. The article deals with the issues of control carried out by members of local and regional communities, and focuses on the consequences of its legal institutionalization. An example of a new form of control was used, which is the debate on the report on the state of a local government unit. Both the institutional-legal analysis and the comparative method have been applied to verify the following thesis: legal institutionalization of social control makes it easier for citizens to undertake it, creates better conditions for controlling the actions of local and regional authorities, with the advantages of institutionalization of control outweighing its certain shortcomings.

New social movements, focused around values and sociocultural identities, shape new communities outside the traditional field of party politics. On one hand, in their institutionalization, social movements enter the political sphere, and on the other, political parties strive to attract voters and supporters by application of tools typical for social movements. The subject of this paper is the border area between new social movements and parties, understood primarily as modes of collective action. The study aims at delineating the field of their mutual influence and at identifying its mechanisms, and explores the problems of ambivalence and instability affecting the dynamics of change within political systems.
