Strategic partnerships are nowadays one of the tools most willingly applied in foreign policy. The subject of the presented analysis is the institutionalization process of a strategic partnership understood as the functioning of certain norms and rules in a given relationship (expressed in the founding documents of partnerships) and the regularization of joint bodies and meeting formats. The aim of the article is a comparative analysis of institutional solutions applied in the European Union’s strategic partnerships with its established partners: the United States, Japan, and Canada. The results show that it is possible to identify a pattern of institutionalization process used by the European Union in its relations with strategic partners; they also reveal how great importance contemporary players in the international arena attach to institutionalization processes in their mutual relations.

Constitutionality of Ten Commandments displays in the public space in the light of the U.S. case law
The article presents – based on the study of the U.S. case law – the issue of the legality of Ten Commandments displays on government property. Federal and state courts do not agree on the constitutionality of Decalogue displays in a public space. The given case law is characterized by incoherence, casuistry and nuance. The issuing of divergent decisions by the courts in analogous cases is primarily a consequence of the lack of consensus in the judicature regarding the understanding of the constitutional principle of the separation of church and state. The author shares the stand of these American courts, which, while assessing the consistency of Ten Commandments displays on public property with the requirement of religious neutrality of public authorities, take into account the fact that the Decalogue has not only a religious dimension but also a historical and cultural ones. Since the Ten Commandments played an important role in shaping the American legal and social order, its contemporary presentation in public space does not necessarily serve confessional or proselytic purposes, but constitutionally accepted educational goals. It is crucial in the judicial operationalization of the Establishment Clause to make a distinction between the permissible “recognition” of the religion’s significance in the lives of Americans and in the history of the Nation and the State on the one hand and the unconstitutional “advancement” of religion by the pubic authorities on the other hand.

Constitutional Oversight of Government Surveillance in the United States
The aim of the article is the analysis of constitutional oversightof the government surveillance in the United States. Referring to Snowden affair and COVID-19 surveillance, the Author discusses the challenges faced by the legislative and judicial branches in pursuing control over the executive’s national security policies. Focusing on the rule of secrecy and other constitutional doctrines and privileges, he tries to explain why effective control of government surveillance is today impossible.

Przedmiotem mojego zainteresowania jest przedstawienie najważniejszych uwarunkowań i implikacji charakteryzujących relacje chińsko- -południowokoreańskie za rządów Xi Jinpinga na płaszczyźnie politycznej i ekonomicznej. Celem moich rozważań będzie opisanie aktualnego stanu rzeczy we wzajemnych stosunkach oraz próba przeanalizowania, jak relacje obu podmiotów będą wpływać na konfigurację międzynarodową systemu bezpieczeństwa na terenie Azji Wschodniej. Na wstępie niniejszego studium prześledzę historię wzajemnych relacji za czasów zimnej wojny i proces normalizacji stosunków. Następnie przeanalizuję kontakty na linii Chiny–Republika Korei od 2013 r. i objęcia przez Xi Jinpinga oraz Parka Geun-hye sterów władzy w swoich krajach, skupiając się na najistotniejszym wówczas dla obustronnych związków problemie programu nuklearnego Korei Północnej. Niezwykle ważnym zagadnieniem w niniejszym tekście jest poruszenie kwestii zainstalowania na terenie Korei Południowej amerykańskiego systemu przeciwrakietowego THAAD w lipcu 2016 r., co doprowadziło do pogorszenia się relacji między Chinami a Republiką Korei, gdyż chiński rząd potraktował ten krok jako zagrożenia dla bezpieczeństwa ChRL. Istotnym punktem moich rozważań będzie także znaczenie rywalizacji amerykańsko-chińskiej dla kontaktów między rządami obu omawianych w tekście krajów azjatyckich. W dalszej części opisuję kontakty Pekin–Seul po wybuchu epidemii koronawirusa na przełomie 2019 i 2020 r. Dodatkowo poruszam także problem powiązań ekonomicznych obu państw. W podsumowaniu chciałbym odpowiedzieć na pytanie, czy w przyszłości należy spodziewać się intensyfikacji stosunków Pekin–Seul. Zamierzam stwierdzić, jak przybierająca na sile rywalizacja na linii Stany Zjednoczone–Chiny może przyczynić się do modyfikacji priorytetów dyplomacji południowokoreańskiej.

The main priorities of President Andrzej Duda’s foreign policy
In the present state of the political system, the powers of the Polish president to conduct an independent foreign policy are quite limited. But, in the case of the Andrzej Duda presidency, there are certain areas in which his activities between 2015–2021 were dominant, however. It mainly concerned the Three Seas Initiative, the aim of which is to integrate the economy and infrastructure of Central European countries. The Polish president was and still is the main architect of this project. Moreover, he plays an important role in shaping Poland’s relations with Ukraine, and above all with the United States. It should be noted that in the latter cases, they were closely related to another scope partly within the remit of the Polish president – security policy.

The article is devoted to the analysis of the United Kingdom’s foreign policy after its withdrawal from the European Union, which finally took place on February 1, 2020. Brexit made it necessary to redefine British foreign policy, including modification of the strategy aimed not only at maintaining but even strengthening the global position of the United Kingdom. A key element of this new strategy seems to be the strengthening of the US-British alliance, traditionally referred to as the Special Relationship. The author tries to prove the thesis that for the British government, reinforcing the cooperation with the United States is one of the most important ways to counteract the negative effects of Brexit. The experience so far shows, however, that it is not so easy, because after leaving the European Union, the United Kingdom has become for the United States, for many reasons, an increasingly less attractive partner.

The United States and Saudi Arabia in the light of ‘Abd ar-Raḥman Munīf’s City of Salt and Dave Eggers’ Hologram for King – a question about the costs of economic progress
The article analyzes two literary works: At-Tīh (The Lost), the first part of the five-volume Mudun al-milḥ (Cities of Salt, 1984–1989) series by Saudi writer ‘Abd ar-Raḥmān Munīf, and the novel A Hologram for the King (2012) by American writer Dave Eggers. The plot of both novels is set in Saudi Arabia. Both works are interesting studies of the mechanisms behind economic expansion and the impact of technological progress on the societies of the particular regions. However, both novels are characterized by a different historical and cultural perspective. Saudi Arabia illustrated in Minīf’s novel at the beginning of the oil age appears to be a completely different political and economic formation than the modern wealthy Saudi Kingdom illustrated in Eggers’ novel. The position of American capital and industry in the world economy in the first half of the 20th century and the first decade of the 21st century is also different. The geopolitical situation has also changed over the past decades: a new major player – China – has emerged among the economic powers. Despite these differences the analysis of both novels shows that the mechanisms ruling economic expansion remain unchanged and its costs to societies and individuals are difficult to assess. Both works also raise questions about the extent of modernization processes and cultural transformation, as well as the persistence of values, behavior patterns and thought patterns, which reveal their presence especially where the confrontation between the Eastern and Western World takes place.

Russian-Pakistani relations. Political, economic and military aspects
After the collapse of the Soviet Union into 15 independent states in December 1991, including the Russian Federation, there was a real opportunity to reset relations between Moscow and Islamabad. The Russian Federation did not take advantage of the new geopolitical situation to significantly improve mutual relations in the last decade of the twentieth century. However, in the first two decades of the twenty-first century, there was an intensification of political, economic and military relations between the two countries, which fluctuated. The author focused in the article on the premises that underline the improvement of mutual relations in these three areas. The premises that have inhibited and inhibit more intensive cooperation, especially in the political and economic fields, were also presented. In the end was formulated a few conclusions.

The aim of the paper is to analyze and assess the credibility of American military security guarantees for Poland in the context of the war in Ukraine. This applies to the actions taken by the United States to increase Poland’s security after the aggressions in 2014 and 2022, as well as the reality of using the US Armed Forces to defend Poland in the event of a possible attack by Russia. As part of the research, interviews were conducted with scientists and experts from research centers in Washington, D.C. and New York. Although the United States has not met all of Poland’s security expectations, it has so far fulfilled its allied commitments. Besides, the American authorities unequivocally ensure that they will defend every inch of NATO territory, including Poland, which is in line with the strategic interests of the USA and the belief of the vast majority of American researchers.

Policy for introducing best management practices in healthcare entities around the world. A case study of Virginia Mason Hospital in the United States
The subject of the article is the best management practices (j. polski: NPZ) implemented in medical entities around the world. The implementation of NPZ was presented on the example of Virginia Mason Hospital in Washington State in the United States. The aim of the article is to show the advantages and benefits resulting from the implementation of NPZ in medical entities. During the considerations, answers were sought to the research questions: 1) how can NPZ be used in medical entities?; 2) how can the practice and experience of Virginia Mason Hospital be used in implementing NPZ in other healthcare entities? The article uses the system analysis method to study the United States health system and the NPZ implementation system at Virginia Mason Hospital, which required the use of a qualitative method. The comparative method was used to study differences in the implementation of NPZ. The research results were presented using a descriptive method.
