The legal empowerment of Polish Accreditation Committee in the State
Considerations carried out in this publication are an attempt to locate The Polish Accreditation Committee in a Polish tripartite power and competences division system The paper also aims to establish legal basis and character of Committee’s actions as well as the compatibility of those actions with the constitutional directives and moreover to establish the legal status of Committee’s members. The essence of the research is an attempt to try to provide an answer to the question about the location of the Constitution in the legal-organizational system of the Polish state. In order to do so the author analyzed the legal regulation, on the basis of which the Committee is founded, its members are appointed and its tasks and competences were granted. An effort taken in the paper to explain the phenomenon of the independence of the activity of The Committee as an institution invoked by an organ of the state ad- ministration is of a great importance.

The article presents the diagnostic and analytical results of the research on higher school teachers’ competence at Borys Grinchenko Kyiv University (Ukraine). Theoretical and methodological analysis is carried out and the content of three competence profiles of lecturers in higher education is defined: professional and pedagogical, social and personal, academic, reflecting the main areas of the lecturer’s activity. Diagnostic tools of qualitative assessment of teachers’ competence components in each of the profiles are developed. The study allowed for revealing the development of certain lecturer competences according to the identified profiles: innovative, digital, management (professional and pedagogical profile), leadership, civic (social and personal profile), research, international cooperation, and scientific PR (academic profile). The results of the diagnosis are the basis for the development and implementation of a system of measures for increasing the quality and standardization activities of higher education lecturers at the institutional, national and European levels. The article provides appropriate recommendations.

The quality of education is increasingly being measured less by the knowledge gained during schooling and more by the level of competence possessed by students at doing a particular job after completing their education. Target and process-planned curricula are being replaced more and more by competenceoriented curricula, especially in science and technology education, where competences, generally defined as the ability of an individual to do a job properly, are placed at the forefront. In these, skills are not understood primarily as cognitive skills (e.g. critical thinking), but mostly as skills in connection to psychomo torics. If competence is the desired criterion for educational quality, it can be easily established that suitable instruments and methods of measurement are needed for this kind of quality evaluation, which, however, are not yet available. This is why in the field of competences a special unified competences taxonomy was developed, based on different taxonomies for the cognitive and also affective and psychomotor fields. Additionally, suitable instrumentation was developed in this study. Its use was demonstrated in the example of elementary education in Slovenia in the field of science and technology education.

Celem podjętych przez autorów badań była próba ustalenia poziomu wrażliwości międzykulturowej, która w przyjętej koncepcji badań jest podstawowym wymiarem międzykulturowej kompetencji komunikowania się. Odnosi się ona do emocjonalnego pragnienia danej osoby, aby kontakt był potwierdzeniem, docenieniem i zaakceptowaniem różnic kulturowych. W badaniach wykorzystano metodę ankiety, a narzędziem była Skala Wrażliwości Międzykulturowej autorstwa Guo-Ming Chena i Williama J. Starosty (Chen i Starosta, 1996, ss. 353–383). Badaniami objęto 154 Polaków przebywających na emigracji zarobkowej w południowo-zachodniej części Anglii. Narzędzie badawcze rozprowadzono metodą kuli śnieżnej wykorzystując w tym celu między innymi nowoczesne środki komunikacji. Analiza uzyskanych wyników wykazała, że badani Polacy prezentują dobry i przeciętny poziom wrażliwości międzykulturowej, w którym największy udział mają badane kobiety, badani z najmłodszej grupy wiekowej oraz z najkrótszym stażem na emigracji. Uzyskując w zdecydowanej większości analizowanych wymiarów wyniki wysokie. Wyniki najniższe odnotowano w przypadku najstarszej grupy wiekowej oraz z najdłuższym stażem na emigracji.

In this article, through the prism of broadly understood education, we attempt to analyze one of the extremely important and needed contemporary issues, which are intercultural competences. We assume that in the process of shaping them, in addition to content selection, methods of education are also very important. The above thesis is supported by the example of the „Kochana nasza klaso” project implemented by Dariusz SzadaBorzyszkowski at the prison in Bialystok. Such activities can constitute an interesting offer addressed to participants of intercultural activities, based on education, involving in educational and socialization elements. They are also extremely effective in social rehabilitation activities.

It is assumed in the literature on the subject as well as in the guidelines of the European Union (Recommendations 2006, p. 13) that entrepreneurship will make it possible for young people to adapt to the employment market and participate in not only professional but also social and personal adult life in an effective and satisfactory manner. The category of entrepreneurship, understood as a personal feature, an att itude, an activity mode and a path of individual and institutional development, is a focal point in the presented article. These perspectives point at the conditions that should be met by educational institutions to promote the development of entrepreneurship.

A contemporary human being expands and uses their individual abilities to update, deepen and enrich the potential of knowledge, skills and competences in order to adapt to the changing social living space. The tasks imposed by the contemporary society necessitate creation and fulfillment of an individual who learns to live and is able to develop in the individual and collective dimension by professionalisation and use of their own competence potential. The contemporary civilisational tasks are not based on preparing individuals for the existing society but on providing stimuli enabling every human being, by using their competence potential, to understand the surrounding world, to create it, to be its actual participant and recipient, and to feel responsible for it now and in the future.

The study aims to assess the professional training needs of employees of the two institutional actors for the protection of children’s rights in Ukraine; identify factors shaping these needs. The data were obtained through an online survey of 452 people. Employees of two services differently assessed the importance of certain groups of competencies in their work that is related to the historic accounts of services’ responsibilites. The needs in education are mostly correlated with the experience of workers in the implementation of difficult tasks that require knowledge and skills related to the fundamentals of work in the area of child protection, as well as competencies to establish rapport with families.

The aim of this paper is to analyze the differences that exist in the field of accounting in Mexico between competences training offered by universities and demands concerning the labor market, focused on knowledge, skills and values. The results obtained in this study show a significant degree of separation between competences training received by the accountants newly graduated from the universities and the current demands of the labor market. It is important to note that other education environment variables could be taken into account to be included in future studies following this paper.

This paper highlights the main issues concerned with competences necessary for the documentary film reception. The main purpose of this article is to investigate pedagogy students’ (specialization: social-cultural animation) understanding of documentary films on the basis of their narration and to define the basic competences in film understanding. According to the thesis, competences for proper film reception require general knowledge which enables individuals to make choices, understanding conventions, contexts and interdependences. Research focuses on the reception of Polish documentary films created before the political changes in 1989. The analysis of results and final conclusions are based on Umberto Eco’s and Francesco Casetti’s theoretical concept of the text assumptions. The study has confirmed assumptions presented above and justified the following conclusion: documentary film is a text based on the specific competence of the spectator but also contributes to the formation of certain competence. The film text makes the spectator capable of actualizing the various meaning-contents and the role of the spectator is to update his knowledge while receiving documentary film. The textual cooperation gives the spectator an essential role in the process of creating meaning.

EU member states: a new paradigm of sovereignty? An outline of the issue
Political and economic integration of countries taking place within the European Union leads to the modification of certain traditional features of the state’s sovereignty, such as, for example, exclusive judiciary competence within the state’s territory or independent financial, budget and fiscal policy. This calls for the analysis whether, and if so, to what extent, being the EU member state influences the country’s sovereignty. There are two contrasting views regarding this matter: some theoreticians claim that this integration limits or even eliminates the country’s sovereignty, while others argue that countries retain their sovereignty, and integration is the manifestation of sovereignty. The aim of the article is to reflect on these theories in the context of a new paradigm of EU member states’s sovereignty, which takes into account new relations between such agents as an individual, society, nation, or state.

Within the last decade the most significant development of the European Union in the education field has been the Bologna Process. The reference point of the Process is the European Qualifications Framework at the international level, and national qualifications framework at the national level. The Bologna term of “sector qualifications” is dealt with in two different meanings. The first is related to the hierarchy of the field of education from programme to broad field in the UNESCO approach. The second is sector standards determined according to the needs of economic sectors. This paper is devoted to developing the field architecture of the scientific family of program qualifications. In this work, while the field qualifications have been developed in Turkey, international standard classifications of education, occupations and industries were taken into account; and moreover, qualifications were developed from the vertically and horizontally hierarchical point of view, and chronological perspective. In this work, it is suggested that EQF-LLL and NQF can also be applied to all types of field qualifications.

Professional qualifications – medical staff in constant development
One of the duties of medical staff is to improve professional qualifications and supplement knowledge. Especially in times that are referred to as the 3N: instability, discontinuity, unpredictability, and the transformations experienced by the economy and society are referred to as the fourth industrial revolution. The article aims to present these issues in relation to medical personnel in professional groups of doctors, nurses and midwives employed in medical entities. The obligation to improve professional qualifications and supplement knowledge stems from a number of generally applicable laws as well as regulations in force at a given employer, and its importance is important due to the nature of the activities performed by medical personnel, i.e. saving the health and life of patients. The employment of specialist medical staff is also a condition for healthcare entities to participate in competition procedures in order to conclude contracts for the provision of health services. Therefore, raising and supplementing qualifications by medical personnel should also be in the interest of managers of medical entities.

In the article the authors intend to refer to the empirical study concerning teachers’ perception of their education and needed competences. The surveyed group consisted of 72 teachers from different educational institutions (mostly primary and secondary schools). The first part of the article deals with the latest standards of teachers’ professional preparation based on legal regulations. The subsequent part is the analysis of the obtained data which contributed to important conclusions and practical indications.
