From the European Union perspective regional cooperation in the Western Balkans is one of the fundamental conditions determining the pace of accession to European structures. This question is emphasized in EU documents concerning the enlargement, and it is also each time a subject of the EU’s discussion with representatives of Western Balkan countries. The aim of this paper is to articulate and characterize the premises of EU activity towards Western Balkans and to analyze forms of regional cooperation with the participation of Western Balkan countries as well as an exegesis of factors determining this cooperation.

Kosovo, the smallest country in Europe, over 10 years after declaring its independence, still remains outside of the European Union. As one of the countries of former Yugoslavia, it benefitted from the process of European integration, yet compared to neighbouring Western Balkan countries it is at an early stage of stabilisation and association process. The paper points to the main problems that Kosovo is facing, both at the internal and external level, in the face of the accession process and future membership in the European Union.

The operation of the Constitutional Court in Albania as a determinant of the EU accession process
The place of the Constitutional Court in Albania’s political system, the significance attributed to this institution and most of all the possibilities of fulfilment of its constitutional role are the subject of the analysis taken up in this paper. It addresses in particular the impact of the manner of operation of the Constitutional Court in the context of Albania’s European aspirations. Moreover, the study emphasises a thesis that Albania’s efforts to obtain membership of the European Union have been an essential element strengthening the process of Albania’s political, social and economic transformation.

National identity is an important aspect of shaping the nation. Macedonians create their identity, and thus their separateness from others, with the help of elements that bind the community together, such as - the state, religion, and language. As early as 1991, when the Republic of Macedonia gained independence, the country fought for its national independence. At that time, there were many conflicts related to Macedonian identity. The goal of the article it to present the role and meaning of the Western Balkans for the Polish foreign policy on the eve of the Polish Presidency in the EU. It is worth wondering if the fact of running the Presidency causes the change of character of the Polish foreign policy toward the region. The final answer will be possible after its end but some divagations are possible today, after the analysis of initial aims of the Polish Presidency. A question, if there is a necessity of enhancing the Polish activity and Polish presence in this part of Europe, is also legitimate. Experiences of the last years show that the interest of the Polish diplomacy in the region of the Western Balkans was limited and even if we showed some activity, it was the support for realization of the strategic aims of the foreign policy. The turning point in the Polish policy towards the Western Balkans could be a membership in the EU. Then there appeared a possibility of widening the field of influence of the Polish policy on the Balkans with the use of not only the own resources and political instruments but also the instruments at the EU disposal. It is worth considering whether it is not worth to use the moment to dynamize the Polish actions towards the region, especially when the region is very important for the EU and when the EU functions also as a promoter of stabilization, transformation and permanent development of the Western Balkans.

The impact of COVID-19 pandemic on Turkish foreign policy towards the Western Balkans
The scientific aim of this paper is to analyse and evaluate actions taken by Turkey’s leading politicians with regard to the Western Balkan states (i.e. Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia) during the COVID-19 pandemic. Since the Justice and Development Party came to power in 2002, Turkey has attempted to increase its international influence through diplomatic, economic and cultural measures. Western Balkans region, with which Turks have historical and ethnic ties, is one of the key areas in AKP’s doctrine. Adopting image theory in international relations as the theoretical foundation, this research examines implementation of Turkish foreign policy in the Western Balkans in times of SARS-CoV-2 coronavirus pandemic. By employing available original Turkish sources (academic publications, public reports, press releases), the main objectives of Turkey’s political strategy towards the region have been determined. Detailed analysis of official statements and speeches of Turkish policy-makers was also fundamental for this study. In this context, the values and symbols to which the AKP government refers in its activities in the Western Balkans have been identified. Based on content analysis, comparative analysis and political discourse analysis, this research seeks to explain the rationale of Turkish actions in recent months. As a conclusion, future prospects for Turkey’s involvement in the Western Balkans have been presented and discussed.
