State social policy should take into account the subsidiary nature of assistance from public authorities in relation to the activity of the interested parties in their efforts to find and pursue work. Social assistance supports individuals and families in their efforts to meet the necessary needs and enables them to live in conditions which conform to human dignity. This aim is achieved by preventing insurmountable, difficult life situations when an individual in a crisis situation ceases to be self-sufficient. A classified form of this difficult situation is the case of individuals (families) who are on the verge of social exclusion. For it is the category of “social safety” that accommodates those allowances that are directed at individuals (families) being in a particularly difficult situation, and their function is to prevent the deprivation of needs. The group of social safety benefits singled out in this study constitutes a sub-category of social assistance benefits. Providing social safety is implemented with the use of a directory of services of different specifics, roles and functions.

Królestwo Niderlandów to państwo, które od wieków przyciągało imigrantów ze względu na otwartość, tolerancję; bez względu na pochodzenie etniczne i kulturowe, a słynęło z możliwości rozwoju i bogactwa. Model nordycki realizowany w polityce społecznej Królestwa Niderlandów w szczególny sposób zwraca uwagę na programy socjalne i obejmuje swoim zasięgiem główne rodzaje ryzyk socjalnych. Opieka państwa rozciąga się od chwili narodzin aż do śmierci. Bezpieczeństwo socjalne w Królestwie Niderlandów głównie świadczone jest w formie finansowej i odpowiednio redystrybuowane są środki na poszczególne zasiłki wprowadzane przez państwo dla imigrantów zamieszkujących na stałe w Holandii. Osłony socjalne w Holandii należą do najlepszych w Europie. Imigranci dostosowując się do wymagań instytucji państwa są zabezpieczeni socjalnie.

The right to social assistance benefits in the light of the Polish Constitution
This article discusses the right to social assistance benefits in the light of the Polish Constitution. Its purpose is to present the principles and legal norms directly related to this law. On the basis of the material contained therein, it can reasonably be assumed that among the values and norms specified in the Constitution and relating to the sphere of human social rights, human dignity deserves special attention, as well as the principle of subsidiarity, which are related to the issues of social assistance.

Constitutional Protection of the Rights of the Elderly in Social Welfare - Assumptions Versus Implementation
The ageing of the population and the reduction of the caring potential of families result in an increased demand for caring services provided by institutions of the social assistance sector for elderly dependent persons. The article aims to present and evaluate constitutional regulations, supplemented by statutory regulations on the protection of rights of the elderly, especially in the area of institutional support, i.e. social welfare homes, and to identify barriers that prevent obtaining individual benefits. The article analyses legal acts, jurisprudence and statistical data concerning the provision of care services in the community and stationary form. Although the discussed political regulations secure the rights of the elderly in the field of social assistance, there is a noticeable lack of precise regulations, which were included in acts of a lower rank.

The modern world is currently facing new social threats, which pose a challenge to the existing aid systems. Circumstances like intensive migration processes or the uncertain situation resulting from ongoing military conflicts cause increased cultural differences, which intensify the marginalisation and social exclusion of minority groups. The Acting in Context by Training the Trainers in Social Empowerment (ACTTE) project was prepared to respond to emerging needs. The project was implemented in a consortium of 4 universities and 4 NGOs from Poland, France, Spain, Italy, and Belgium. The main goals of the project were: (1) development of tools for intervention work (toolbox) based on the Empowerment concept (emphasising increased control over one’s own life, self-confidence, and one’s abilities, and social integration among recipients of aid activities) for employees of non-governmental organisations (NGOs) working with marginalised and socially excluded people as well as academic teachers educating future educators and social workers, (2) developing competencies/skills in DPA (Developing the Power to Act) – an approach using the concept of Empowerment in people participating in training (both NGO employees and academic teachers). The article focuses on the project’s implementation process.

Constitutional and Statutory Basis for the Cooperation of Commune Self-Governments with Non-Governmental Organizations in the Implementation of the Providing Function for the War Refugees from Ukraine
The subject of the study is the performance of a providing function by communal governments in Poland in the context of the influx of war refugees from Ukraine in 2022. The work analyzes the legal basis for the operation of Polish local governments in this area. The author adopted as a research hypothesis the statement according to which the implementation of social assistance for war refugees from Ukraine was possible thanks to the cooperation of local governments with non-governmental organizations and parishes. The aim of the study is to show the need and effectiveness of cooperation between local governments and non-governmental organizations in Poland and parishes. The final conclusion of the study is the statement that thanks to the cooperation of local governments with non-governmental organizations and parishes, communal governments could better fulfill their function of providing services to people in need.
