In my article I suggest two models of social participation which can positively influence on the process of building the civil society in Ukraine, especially in the area of local government. I want to consider two types of the participatory budgeting, first comes from Porto Allegre in Brazil and the second one from Lodz in Poland. The first model, 27 years old, is the example of representative democracy and is characterized by hierarchical structure. On the other hand, we have different model which is the representative of participatory democracy without any gradation. In this area of research I’m going to choice the best proposition which fit in the process of political transition on Ukraine.

The purpose of this article is to analyse the relations between students’ cultural and social capital and their competence test results in the field of the Polish language. The data come from the research carried out in 2013 in 60 middle schools in 5 provinces of Poland. Students filled in survey questionnaires regarding their school and family environment and 3 competence tests. Two types of socio-cultural capital were distinguished – soft and hard capital. The hard socio-cultural capital affects approximately 10% of the students’ results. If the soft and hard capital resources and the extent of identification with school were increased by one level, this would result in an average increase in the 1st form students’ results of the test regarding cultural texts analysis and interpretation by 21.4%.

The article is aimed at presenting the category of science capital as a new category in the field of pedagogical research. Science capital as a construct was proposed in the second decade of the 21st century by the team of Louise Archer from King’s College. This category consists of: (1) scientific forms of cultural capital, (2) behavior and practices related to science, and (3) scientific forms of social capital. The text presents the development of this concept together with a discussion of its elements and their meaning. Scientific capital can be one of the greatest wealth of society, and its use depends on the future development of not only individual units, but also the country and the possibility of high achievements in the fields of science. This is a very current issue, therefore it is important to better understand the shaping of the science capital of young people. The text also reviews the previous empirical studies devoted to the analyzed category. On this basis, it was concluded that scientific capital as an educational variable is still subjected to reconceptualization, requires refinement and further exploration.

The specificity of guanxi – positive or negative social capital?

The text presents the problem of a Chinese-specific phenomenon known as guanxi. Their features and their connection with Confucianism were discussed. They emphasized their permanence and continuous presence in Chinese society, emphasizing their evolution after China adopted the principles of market economy. Also tried to look at guanxi in terms of social capital, showing elements connecting both phenomena. It has been noted that some researchers have a tendency to perceive guanxi in terms of negative social capital. This approach was considered as unauthorized as a result of Western ethnocentrism and pointed to the need to respect the cultural distinctiveness of the East and West. It has also been pointed out, that the interest in China and the role that guanxi play, especially in the sphere of economy, may be due to fears of Chinese domination, as well as the lack of understanding by the West that effective modernization based on other patterns is possible than those preferred in the Euro-Atlantic cultural circle.

Celem artykułu jest ocena poziomu kapitału społecznego województwa świętokrzyskiego. Analizie poddano takie elementy, jak: zaufanie, odpowiedzialność za dobro wspólne, skłonność do zrzeszania się oraz deklarowaną aktywność społeczną, udział w wyborach władz. Do analizy wykorzystano badanie ankietowe przeprowadzone wśród mieszkańców województwa świętokrzyskiego pod koniec 2014 r. Zdiagnozowany poziom kapitału społecznego badanych osób nie napawa optymizmem – cechuje go niski stopień zaufania ogólnego, stosunkowo niewielkie zaangażowanie w inicjatywy na rzecz dobra wspólnego oraz małe zainteresowanie aktywnością organizacji społecznych. Takie postawy i zachowania prawdopodobnie wpłyną negatywnie na perspektywy rozwoju gospodarki regionalnej opartej na wiedzy, spowolnią postęp społeczny, a w efekcie utrudnią zwiększenie poziomu dobrobytu mieszkańców województwa świętokrzyskiego.

Artykuł ukazuje zasięg zjawiska imigracji i jej znaczenie społeczno- -ekonomiczne w krajach OECD oraz polepszenie w ostatniej dekadzie poziomu wykształcenia dzieci imigrantów. Jednak kształcenie dzieci imigrantów pozostaje nadal poważnym wyzwaniem dla systemów szkolnych. Są oni narażeni na stres kulturowy, toteż ich adaptacja szkolna jest utrudniona. Chociaż wywodzą się ze środowisk defaworyzowanych, osiągają jednak względnie lepsze wyniki akademickie, aniżeli populacja autochtoniczna o podobnym statusie społeczno- -ekonomicznym. Aby wyjaśnić to zjawisko, pożądane jest uwzględnienie pojęć resilience i kapitału społecznego. Termin kapitał społeczny pozwala wyeksponować relacje korzystne („dobry” kapitał społeczny) dla rozwoju kapitału ludzkiego, pojęcie zaś resilience umożliwia ujmowanie tych relacji jako czynników chroniących uczniów w sytuacjach niesprzyjających i trudnych. Zrelacjonowane badania szwajcarskich autorek, D. Bader i R. Fibbi, mieszczą się w nurcie badań nad fenomenem resilience. Artykuł kończy się refleksją autora o doniosłej roli normatywnego wymiaru kapitału kulturowego imigrantów (pochodzenia azjatyckiego), który w sposób szczególny przyczynia się do procesów pozytywnej adaptacji szkolnej i społecznej ich dzieci, powiększając zasoby czynników chroniących.

The article considers the problems of scientific comprehension of electronic participation from the point of view of public administration. Attention is paid to the highest form of e-democracy, namely the involvement of citizens in decision-making through ICT. The theoretical and methodological bases of research of electronic participation are defined - its levels, models, directions are analyzed. It is proposed to consider the process of involving citizens not only from a purely technological perspective, but taking into account a wider range of factors. The influence of social factors on the process of public involvement is characterized. Insufficient motivation of the citizens to interact with the government is highlighted as one of the most important obstacles to the development of e-democracy. The leading role in overcoming the existing problems is given to the fundamental science of public administration, whose task is not only to study the features of separated tools of e-participation, but also to determine strategic priorities for involving citizens in decision-making for sustainable development. The main strategy for increasing the interest of citizens in cooperation with the authorities and improving their decision-making skills in the information society is the formation of an efficient system of civic education.

The COVID-19 pandemic has taken the whole world by surprise and has affected all sections of society. One of them are entrepreneurs whose crisis affects themselves, the people they employ, and the economy in general. The article presents how entrepreneurs use their resources in the form of social contacts, coping with the difficulties of the crisis. It also presents the role of business organizations and the relationships they create in the face of a pandemic. How drawing support from relationships that were established against the backdrop of community activity has proved to be of great importance in the face of the pandemic. The publication discusses such issues as: the features of the crisis, the role of the organization in supporting entrepreneurs, the influence of relations on coping with the crisis, and manifestations of trust in a group. The results of the research collected qualitatively in the form of the participants’ written statements show how, in times of a pandemic, they show the sense of support obtained from people in a similar situation. They present what makes entrepreneurs, despite the difficulties related to the crisis, not only able to protect themselves against collapse, but also to develop their companies?

W niniejszym artykule analizujemy wpływ kapitału społecznego na procesy integracji miasta Opola w kontekście przyłączonych doń miejscowości 1 stycznia 2017 roku. Głównymi metodami zastosowanymi w pracy jest analiza danych zastanych oraz treści internetowych. Dodatkowo stan instytucjonalnego kapitału społecznego w Opolu został zaprezentowany przy wykorzystaniu analizy SWOT. Przeprowadzone badania pozwalają ocenić stan instytucjonalnego kapitału społecznego jako dobry, dowiedziono również, że instytucje, które w 2017 roku zostały wcielone w strukturę miasta Opola, w jawny sposób nie rozpowszechniają treści, które mogłyby prowadzić do dezintegracji miasta. Fakty te wraz z innymi obserwacjami potwierdzają tezę o dobrych warunkach instytucjonalnego kapitału społecznego do integrowania mieszkańców Opola.

The hallmark of French thinker undoubtedly is worthy of critical attention. To make this task feasible, the paper focuses not on the secondary literature, but on Bourdieu’s work itself. Thanks to what follows, one is able to establish whether the conception of various capitals stands up to analytical scrutiny. And an outcome of this examination has even broader relevanceBourdieu is the most prolific exponent of an entire trend, much in vogue in social science recently. It would be difficult to indicate a field of inquiry in which this or that unorthodox, extra-economic concept of capital has not been deployed as a research tool. The result of this critical analysis are not encouraging; Bourdieu’s framework is plagued by economism or economic imperialism, and suffers from other limitations as well.

Social capital is considered from at least several viewpoints – as trust, institutions acting as mediators between the state and the individual, and a network of the individual’s relationships. In the third approach, it can be also called the individual social capital. In the discussed research, it was measured using the resource generator based on the concept of T.Snijders. The research carried out among 369 respondents aged 18 – 34, who were also Internet users and had at least secondary education, allowed to diagnose the level of their individual social capital and identify diversifying factors. Primarily, the analysis revealed that greater Internet experience and its more intensive use are linked with a higher level of individual social capital. These factors had more importance than sociodemographic characteristics – age, sex or the level of education.

Local social capital in safety management in the context of humanitarian aid to Ukraine in 2022: a case study

The aim of the article is to show the phenomenon of the local potential of social capital in the process of ensuring security to war refugees from Ukraine, based on the experience of the Ukraine Aid Center in Łomianki near Warsaw. The basic research methods were literature analysis, case studies and interviews with volunteers from the Ukraine Aid Center in Łomianki. The scale of an efficient organization, effective situational leadership, and multi-faceted support provided to war refugees from the first days of the ongoing conflict was huge. The research results proved that the described phenomenon constitutes a practical dimension of social impact based on trust and social participation.

This text is an attempt to reconstruct how emigrants from Poland adapted to the living conditions in Scottish society after Poland acceded to the European Union. Using the functional perspective, four potential forms of migrant adaptation were defined according to their relations with the social system of the host country. Assimilation, integration, marginalisation, and isolation were distinguished as four essential types occurring with different intensities and frequencies. The adaptation of migrants to new living conditions was analysed using these forms concerning the following three critical dimensions of human existence: the material, the cultural, and the social. It makes it possible to show the diversity of the adaptation strategies according to gender and the problem of working in jobs below one’s skill level. On the other hand, the analysis of the cultural and social dimensions made it possible to identify issues related to the accumulation of family social capital and difficulties in transferring cultural capital between the two countries. The survey also showed that Polish migrants have a high integration potential. However, situations where unfavourable or negative experiences of migrants intensify, may constitute a fundamental basis for developing an adaptation strategy that will result in the marginalisation of this group.

The Barriers of Co-Creative Service Development Models in the Context of Disadvantaged Rural Areas in Hungary

The paper is based on the observation of the process of reviving the forgotten culture of household economy, horticulture and livestock farming in disadvantaged rural areas and, through this, to develop a new service model for rural communities to strengthen the role of grassroots initiatives and enhancing the mechanisms of the co-operative model of local economy and democracy. Our research has shown that bottom-up models have several barriers to local governments in rural areas. The change in the political and governmental model of the last ten years has resulted in the restraint of local government autonomy and the vacancy of the role of local governments as public service providers. In this system, we can observe the strengthening of administrative dependence, the devaluation of the local elected political leadership (mayors) and the emergence of new rules of local power. In small settlements with less than 2,000 inhabitants, central state and political dependence intensified. Attempts to strengthen local communities have proved to be a major challenge in a highly centralised model of government. The present study gathers the factors that hinder the success of co-creative approaches in the local context and shows how the public service innovations organised by local governments are determined by the political and economic culture prevailing at the national level.

The article addresses the issue of the social implications of participating in religious groups, with particular emphasis on shaping the type of social capital among members of the mentioned religious groups or any group of a religious nature. It is not sufficiently represented in research work on modern sociology, especially the sociology of religious and modern lives, considering the context of the functioning of a modern man in their interpersonal space. To this end, qualitative research was carried out involving individual case studies. Various qualitative techniques were used: interviews, an analysis of document contents, photographs, biographies, observing participants in their social activities, trust, social ties (among members of the mentioned groups), the social roles of members, the implementation of social functions, participation in the common good, and the values and norms of social coexistence that guide the studied person. These imply the emergence of negative social capital, closing social capital, amoral familism and strong bonds in the norms developed by the group to which the analysed case belongs.
