This article is devoted to a process of a civic society formation in Belorussia. In this work the author has analysed thoroughly the regulatory legislation for activities of the non-governmental organizations. The distinction of barriers limiting the development of civic society turned out to be a very important task. Not only the general characterization of the third sector has been presented, but also the author has determined the dynamics of the development of non-governmental organizations in the years 1996–2010. Secondly those was the determination of the repression’s scale towards independent NGO’s and the discussion of methods used by the regime with respect to the independent civic sector. In this study the author undertakes also a characterization of the main non-governmental organizations and he reflects on the future perspectives of the civic society development in Belorussia.
