The Issue of Implementing Western Terms of Nation and National Security in the Arab Political System, Exemplified by the Jordanian National Charter

Jordan was formed as a separate state in 1921 in result of the agreement between prince Abd Allah I and the British. After decades of turbulent history in 1989 there began the process of democratization. A part of the process was legislation of the Jordanian National Charter in 1991, where the rules supposed to designate the new path for the state were presented. In result of the analysis of the fragments of this text it is pointed out that the fundamental political term ‘nation’ was applied in an imprecise manner. It was used both with regard to Arabs in general, as well as to Muslims, but also in a way that concerned only the citizens of Jordan. It is necessary to acknowledge the fact, that this fundamental political term did not have a definite meaning in the Jordanian National Charter. The terms ‘nation’ and ‘national security’ were adopted by the Charter’s authors from the western political nomenclature. The Charter comprised an attempt to apply them in the Arab context. One needs to conclude, however, that the authors themselves did not manage to find practical application of these terms.

Problem implementacji zachodnich terminów „naród” i „bezpieczeństwo narodowe” w arabskim systemie politycznym, na przykładzie Jordańskiej Karty Narodowej

Jordania powstała jako odrębne państwo w 1921 roku w wyniku porozumienia księcia Abd Allaha I z Brytyjczykami. Po dziesiątkach lat burzliwej historii w 1989 roku rozpoczął się w niej proces demokratyzacji. Elementem procesu było uchwalenie w 1991 roku „Jordańskiej Karty Narodowej”, w której przedstawiono zasady mające wyznaczać nową drogę państwa. W wyniku analizy fragmentów tego tekstu zwrócono uwagę, że podstawowy termin polityczny, czyli naród, był stosowany w sposób nieprecyzyjny. Używany był zarówno w odniesieniu do ogółu Arabów, jak i do muzułmanów, ale również w sposób dotyczący tylko obywateli Jordanii. Trzeba uznać fakt, że to podstawowe polityczne pojęcie nie miało w tekście „Jordańskiej Karty Narodowej” ścisłego znaczenia.
