“Open, safe and secure cyberspace” – a new quality of web communication or a serious dispute over the new directive of the European Commission?
The article aims to present the controversy among the representatives of the European private sector that has raised because of one of the priorities of the European Commission communication in 2013 – “Directive open, safe and secure cyberspace”. Its legal articles (concerning the need to inform about hacker attacks on private servers) divided opinion on the Old Continent. This paper presents the main assumptions of the document, the analysis of the disputed wording, and forecasts of possible solutions concerning analysis of the so call ed “cyber-stalemate”.
The structural analysis of the websites of the main Polish political parties
Political parties are an important part of the political system, whose purpose is to gain and/or maintain power. Endeavoring to exert influence on voters, political groups increasingly engage in various activities in the field of political marketing. An example of this type of activity is a website. The aim of the study is the structural analysis of the websites of Polish political parties sitting in the Sejm after the 2011 elections (Civic Platform, Law and Justice, Polish People’s Party, the Democratic Left Alliance and Your Movement). Particular attention will be paid to identifying the reasons for creating websites, their characteristics and their functions.
Social media as the ground for new social movements
In the past few years, a number of social movements have been founded, which have their origins in the network. Platforms that contribute to the creation of new social movements are social media, such as Facebook, Twitter and YouTube. Over the past few years, they have drastically changed their roles, transforming itself into the civic agoras that are giving the opportunity to express dissatisfaction with the socio-political situation, instant communication and rapid mobilization. A good example of this phenomenon is the Arab Spring, and most of the events in Tunisia and Egypt, where social media played a key role in helping to overthrow dictators.
From the perspective of the voyeur – the phenomena of voyeurism in Polish media and politics
Nowadays, when the media are omnipresent and the globalization is constantly progressing, there is no place for privacy. It can be seen on the example of tabloids, which describe famous people’s life in detail, and on the small screen, where reality shows and quasi-documentary programmes dominate. Above all, it may be seen on the web – by means of social networks such as Facebook or Twitter. People like “peeking” others – our nature has an inborn tendency to be curious. This phenomenon is called voyeurism and it is a novelty on a Polish media market. It also refers to a political sphere. Consequently, we deal with a new kind of political communication. We more and more treat ourselves as products, by sharing our photos on the web and creating a certain image which often oversteps the boundaries of intimacy. The image culture has entirely dominated the mass media. Do any boundaries of privacy still exist, on account of that? If yes, how to preserve them?
The absurd, a provocation and a scandal as determinants of contemporary political success on the example of political activity of Janusz Korwin-Mikke
The article discusses the phenomenon of controversy on the political scene and depicts Janusz Korwin-Mikke as the leader of the mentioned issue. The purpose of the article was not a substantive assessment attempt, but only the location of the phenomenon in a political context. The paper is testing a definition of such phenomena as scandal, absurd, or provocation in the light of the political reality. An important part of the article is also a section on ethics in politics and its new dimension. In the text, we find a short biography of Janusz Korwin-Mikke, presentation of his political views. We also find a reference to the media and their impact on the world of politics.
Government policy to support innovative activities of Polish companies
Innovation policy plays an important role in the innovation of Polish companies. The main objective of this article is to present the importance of government policy in promoting innovation within Polish enterprises and companies. To accomplish the main objective was to contribute specific objectives, which were present tools for the implementation of the innovation policy by the state companies, and the results of their implementation. This article consists of two parts, the theoretical, in which the author presents the scope of implementation of government policy tools to support innovation of Polish companies, and empirical, which offers a description of results of this policy’s implementation. Results of implementation of the state policy in the field of innovation of Polish companies provide proof of the article’s thesis that the state policy has a significant impact on the level of innovation in Polish companies.
The impact of school on political passivity of young people in Poland
Young people in Poland are politically passive. Indifference to politics and public affairs comes from the way of socialization of children and adolescents that takes place at school. Polish school is devoid of true self-governance, and dominant social relations in it are not democratic. Students’ behaviour do not have opportunities to develop civic competence.
In search of the European model of the political system. European monarchies in the opinions of the Venice Commission
In Europe, there we have 12 monarchies, of which 11 are Member States of the Venice Commission (European Commission for Democracy through Law), which is responsible for issuing opinions on constitutional amendments and advising on matters of constitutional law. The article is an attempt to create a synthetic model of monarchy, which is the result of the opinions and comments of experts of the Venice Commission. First of all, on the basis of opinions on constitutional amendments in both: Liechtenstein and Luxembourg, the author is trying to point out what rules standing at the foundation of modern European monarchy are highlighted by the experts of the Commission.
The main aim of the article is the analysis of the development of Swiss political system. The analysis starts on September 1st , 1291, when the three cantons Uri, Schwyz, and Nidwalden created the alliance (Eidgenossenchaft), and takes under considerations all important events that happened on the Swiss path to contemporary political system. The considerations are made from the historical perspective.
Understanding of war presented in tracts of Sun Tzu and Carl von Clausewitz and a possibility to use them for methodological determination of contemporary asymmetric conflicts
This article is an attempt of redefinition of the term “war” by comparison of its former and contemporary meanings. It contains a summary of the two fundamental works describing conflicts, i.e. The Art of War by Sun Tzu and The War treaty by Carl von Clausewitz. In the first case, attention to a philosophic attitude to a war has been paid by expression of belief that the most effective victory is when held without fighting. In the second case, the most interesting parts of the tract and analogies to real military conflicts have been displayed. In the second part of this work, a contemporary meaning of the term “war”, especially so called asymmetric conflicts, has been discussed. The author tried to underline that in such conflict one of its participants is usually not prepared to the way of fighting used by the other one. This problem has been analysed in accordance with the thoughts of Sun Tzu and Carl von Clausewitz.
Building cross-sector social partnership in Russia: species characteristic and development prospects
The article provides a methodological basis of the nature, types, and principles of inter-sectoral social partnership and a description of the positioning of nonprofit organizations and their classification. Method of semi-formalized interviews obtained an expert opinion on the socio-economic effects and limitations of the implementation of public-private, public and individual partnerships. The author highlighted the problem of state support from NGOs and recommendations on ways to solve it.
