Banality of the common good – hermeneutical study
Article is an attempt for the creation a new way of thinking about the common good, which is possible to realize in practice (particularly in view of depleting natural resources). Firstly, author defines terms such as: the good, the community , the common good, indicating a tendency to bipolar thinking about these ideas: relativist and absolutist. The second part consist analysis of these ideas from the one perspective – hermeneutics. In this part „banality” is not a „name” for common good. It is a „name” for the way of thinking (bipolar). In the third thematic sequence, author explain the new way of thinking. From now we have formal and material good defined in political sphere rather than ethics.

The representatives of the Austrian School versus importance and the role of the individual and the social cooperation in the development of the civilization
This article is an attempt to analyze and interpretation of position of the representatives of the Austrian School versus importance and the role of the individual and the social cooperation in the development of the civilization. The aim of this article is examined, according to the representatives of the Austrian School, that the individuals and the social cooperation have influence on the development of the wealth of the society and increase of human liberty and also guarantee of peaceful cooperation between humans. Author focus on political thought of the representatives of the Austrian School in the persons like Ludwig von Mises, Murray Rothbard, Butler Shaffer or Thomas DiLorenzo. Article show that in opinions of the representatives of the Austrian School social institutions like property rights, personal freedom, social cooperation or free market are products of Western Civilization. In the text discuss will be belief that bad ideas are main causes of destructions of civilizations. Author used an interpretative approach and context analysis.

The Contemporary Reception of the Class Struggle – to What Extension the Marxism Impacted on XXth-century’s Conceptions and is it Valid until Today?
The aim of this paper is to compare the Karl Marx’s theory of classes fighting to influenced by it a neo-marxist conception of Ralf Dahrendorf concerning conflicts and arguing with a theory of social system elaborated by Talcott Parsons. Such an arrangement mostly enables answering the question in what extension the conceptions of a XIXth – century philosopher and an economist remain up-to date in the following century. In the second part of deductions the evolution of that term will be presented in a form of showing as examples the followers of the mentioned thinkers, because contemporarily the term of classes fighting is used not only by Marxists, but also by the members of feministic movements such as Pierre Bourdieu and representatives of organizations which fight for a protection of the environment, among others Murray Bookchin. Such different points of view will be shown and compared in this paper, which will lead to answering the question in what extension the thoughts of Karl Marx influence XXth-century philosophy and if they are still up-to-date.

Contemporary extremely nationalistic discourse on the example of the French National Front and the Dutch Party for Freedom
The article describes and compares the two extremely nationalist groups which is: the French National Front, led by Marine Le Pen and the Dutch Freedom Party, founded by Geert Wilders. The publication presented the key demands of the program and forms of action of this organizations. Subsequentliy comparative analysis of these two parties was conducted, which shows that the French formation evolves into softened public discourse, while the Dutch constantly radicalized their message. In the last part of the publication, it will be also outlined the political future of these groups, placed in the broader context of the functioning of the extreme nationalist organizations.

The essence of political myths, their structure and key functions have been analyzed in the article. The peculiarities of the political myths’ creation in the Ukrainian society have been also characterized. It has been determined that political myths are an effective tool of influencing the political culture and consciousness of the citizens and that they are being used by the present-day Ukrainian politicians in order to gain and keep power. The attention to the predominantly destructive role of political myths in the development of modern Ukrainian society has also been drawn in the article. The authors claim that with the development of the information society a political myth is becoming more adaptive and gains the ability to create an illusion of reality and its manipulative influence is becoming more masterly and less noticeable. This influence often leads to the simulation of the democratic principles, depression and passive attitude of the citizens. It is possible to minimize the social consciousness manipulation through raising the level of the political culture and consciousness of the citizens, forming an open communication system between authorities and citizens, developing independent mass media, etc.

What kind of freedom? The dilemma of democracy
Since the ancient times there has been a continuing discourse on the nature and scope of freedom and civic and human right in the more or less liberal democracy. This paper contains a critical analysis and assessment of the most important opinions concerning the both political and economic freedom and the interpretations of that concept in the political practice. This article argues that, contrary to the beliefs of most people, freedom and human rights do not come from nature, but they are the result of the society’s consensus, especially that part of the society, which participates in the elections. The voters agree to allow the winning political party to realize its program also in the respect to freedom and civic (human) rights. On the other hand the politicians try to secure the appropriate equilibrium between the political and economic freedom, which supports the stabilization of a given political system and is conducive to the economic growth.

Efficiency and quality of democracy in comparative politics: definitive and conceptual options of analysis
The article is dedicated to analyzing the historiography and conceptualization of the phenomenon of efficiency and quality of democracy. The author of the research outlined the definitive and conceptual parameters of comparative analysis of efficiency and quality of democracy, argued that different political regimes are more or less democratic. The article highlights various approaches, theoretical and empirical features of studying efficiency and quality of democracy, represents the most systemic/holistic indicators and methods of operationalization of democracy quality and efficiency. On this basis, the author actualized a unified approach to the analysis and conceptualization of quality and efficiency of democracy and argued that quality and efficiency of democracy is expedient to be mentioned not in a holistic continuum of political regimes, but when a certain state is actually democratic. As a result, the research confirmed that democracy is a multi-piece category and is able to expand its efficiency and quality.

Over the centuries this role in the system has evolved and today morality faces utterly new challenges. Will she still fulfill her commitments in the face of crisis of current values? Do we need new standards of behaviour in an era of progressive complexity?

The proposal to introduce a majority voting system has become one of the most crucial elements of rivalry in the Polish presidential campaign of 2015. It was accompanied by an accusation that the proportional voting system seemingly affects the political life in Poland, making it more and more party-dependant. The aim of the present article is to refute the above accusation and present the weaknesses of the majority voting systems, based on British political system. Comparative, historical and analytical methods will be used in order to substantiate the thesis of the article, i.e. that political parties’ influence will not be reduced due to the introduction of the majority voting system. Moreover, the article will also discuss the reasons behind and consequences of using the proportional voting system in Poland, in the light of the so called “crisis of democracy”.

EU member states: a new paradigm of sovereignty? An outline of the issue
Political and economic integration of countries taking place within the European Union leads to the modification of certain traditional features of the state’s sovereignty, such as, for example, exclusive judiciary competence within the state’s territory or independent financial, budget and fiscal policy. This calls for the analysis whether, and if so, to what extent, being the EU member state influences the country’s sovereignty. There are two contrasting views regarding this matter: some theoreticians claim that this integration limits or even eliminates the country’s sovereignty, while others argue that countries retain their sovereignty, and integration is the manifestation of sovereignty. The aim of the article is to reflect on these theories in the context of a new paradigm of EU member states’s sovereignty, which takes into account new relations between such agents as an individual, society, nation, or state.

Illusory NATO–Russia partnership during the crisis and building superpower status of the Russian Federation
The aim of the article is to analyze the relationship between NATO and the Russian Federation. Deliberations are conducted within the institutional and historical-problematic approach. The author characterizes the institutional framework for cooperation between NATO and Russia, as well as discusses the factors which are barriers to this cooperation. Therefore focuses on the most important issues of common interest of partners, such as the problem of stabilizing the security environment, the fight against international terrorism, the use of the armed forces in foreign policy, the process of NATO enlargement and the maintaining of strategic balance between parties. The Author is skeptical about the possibility of establishing a lasting partnership between NATO and Russia. He indicates the difference between the period of the 90s of the twentieth century, when was evident weakness and submission of Russia to NATO and the beginning of the twenty-first century, when is an attempt of rebuilding Russia’s superpower in a manner unacceptable by NATO.

Together with the acceleration of globalization processes, power in international relations has moved from the political and military space to the economic one. Today, true power means ability and capacity to integrate with the global economy. Therefore, economic diplomacy, which is not a new phenomenon, became one of the most important elements of foreign policy of all countries. The aim of the article is to present the importance of economic diplomacy in foreign policy in the era of globalization with a particular emphasis on the economic activity of China.

Migration processes in Sub-Saharan Africa
The peculiarities of migration flows in Sub-Saharan Africa, the appearance of conflicts and the process of their arrangement are described in the article. The author examines the main migration trends, reasons, directions, specific features of migration in this region, attempts to show the intercommunication between migration and conflict on the example of the region and determines the degree of mutual influence. The author focuses on the fact that Sub-Saharan Africa is a complex structural system consisting of politically independent elements that frequently interact according to the orderly process. The elements of the system such as states, IGOs, NGOs and politicians cooperate with each other in public relations, create its structure and strengthen the system’s integrity.

Polish Armed Forces Lessons Learned from participation in NATO missions and operations
Participation in operations abroad is an important instrument of the State’s security policy as well as foreign policy, which can impact on the international security. In addition to the implementation of the political, national and strategic objectives, engagement of Polish Armed Forces (PAF) in operations also results in gathering new experiences, enabling the improvement of existing and acquisition of new operational capabilities. This is particularly true of emergency response capabilities and conducting combat operations with unequal military strengths, which include factors such as: training, quality of human resources, weapons and military equipment. In light of the potential challenges associated with the continued growth of operational capabilities in terms of changes in the security environment, an analysis of the conclusions and experiences has been conducted. They will probably have the greatest impact on the development of the PAF as well as the whole NATO.

Environmental convergence: from the theory to practice
Impending environmental disaster due to increased human and industrial environmental pressures force states to bring together their positions and policies to protect it, which leads to the development of environmental convergence. This mechanism is the basis for the formation of national and global environmental policy. It is essential to study the fundamental trends, directions and forms in terms of ped. cting global development in the first half of the twenty-first century. Based on the analysis of ecological theory of convergence and the latest trends of international cooperation, concludes a new phase of convergence of states, which is inherent old and gain new forms of international cooperation. We introduce the concept of neo-convergence, as a new form of states rapprochement. The benefits for different groups of countries in participating in the environmental convergence, their progress towards convergence and policies in the environmental field (2004 – 2014) and main problems of evaluation systems that process are shown and analysed.

Polish journalism towards the independence transformations in Ukraine in 1988 – 1994
Ukraine, as a prominent republic of the Soviet Union, and – after disintegration of the USSR – a sovereign country playing a significant role in the geopolitics of the Central Eastern Europe, has been an important object of Polish journalists’ interest. The analysis of the texts and comments in the Polish press between 1988 and 1994 about emancipation transformations in Ukraine and social, political and economic issues of this country in the first period of its independence leads to conclusion that the public discussion participants have had positive and corroborative attitude towards the emancipation of the Ukrainians. Providing opportunities and threats in achieving the actual and solid independence of that republic the commentators express their opinions carefully. As the main obstacles they stress the imperialist ambitions of Russia, the problem of maintaining the territorial integrity of the state, the economic crisis related to the collapse of the Soviet economy and the consequences of exercising power by the post Soviet party apparatus representatives. The publicists claim, the first period of Ukrainian’s independence closed the conversion of Ukraine to the integration with Russia.

In this article the authors considered problems of the realization of youth policy in the Republic of Kazakhstan. There are some factors which objectively complicate the realization of youth policy in Kazakhstan: the lack of social-political ideology which could be able to play the part similar to the role of communist ideology in the USSR or liberal-democratic one in the USA, the domination of ethnic identity over the civil one; the system of values, which unites community, must not only be a subject for general consensus in the society but gather the youth together emotionally, appealing to an irrational beginning in individual and massive psychology; the problem of social growth of the youth. Mostly, the youth in Kazakhstan can be divided into two groups: socially safe and socially unsafe. In the article analysis methods and content analysis were used as well as the results of sociologic researches.

Analysis and evaluation of the economic achievements of Polish in the years 1989 – 2015
The article presents a brief overview of the balance of the effects of the economic transformation in Poland, in the last 25 years. The text of the article consists of three parts. Firstly, a brief description of the circumstances of the legislation constituting the foundation for the construction of a capitalist economy in Poland. The second part is to present Polish macroeconomic indicators compared to selected other countries. The third part is the presentation of data on the impact of economic development on the Polish living standards of the country. On the basis of this analysis conclusions were drawn. They concern the Polish economic growth compared to other post-socialist countries, and the material situation of the Polish population

Demographic problems of Poland
This paper analyses and discusses the basic demographic problems of Poland in the recent years. The decreasing number of Poles is the result of a rapid decline in the total fertility rate of Polish women and the emigration of mostly young people to West European and other countries in search of work and better conditions for living Those highly negative phenomena accelerate the process of ageing of Poland’s population which has the grave consequences to further socio-economic development of this country. Some solutions of those problems were discussed and assessed in the second part of this paper with special emphasis on the recent demographic policy carried out in Poland.

Issues of gender in educational policy. Analysis of Polish political programs
In this article, I gave the analysis of the position of Polish political parties to issues of education and gender. I analyzed the topic of philosophical issues to the LGBT community. The intention of the research was demonstrate how the parties relate to issues of gender, so it identify and propose what changes in the context of education policy. It used an analysis of existing documents (declarations, programs) and expression of individual politicians. On the basis of the study I pointed to the division between left and right side of the political scene in the context of philosophical issues.

Mass culture – active consumers, passive citizens? Implications in the public sphere
The research problem brought up by the author of the present article is the activity vs passivity of citizens of mass culture in the widely understood context. The technological progress, globalizational processes, the unification and creation of needs, the appearance of new media, a bias in favour of success and prestige, the broadely defineded consumerism are only a few of the factors which contribute to break off the relationships with space and time. They cause, inter alia, the standardization of transmissions and distorting reality. These phenomena are an inherent part of the mass culture, its positive and negative implications in the public sphere.

Intergenerational solidarity: anachronism or a chance for modern dimension of sustainable social responsibility?
This work is an attempt to answer the question whether in times of crises, digitalisation and the mediatization of social bonds the idea of intergenerational solidarity is still valid. The authoress provocatively questions the thoughts on social responsibility for the fate of the next generation. At the same time she wonders what the modern face of family interpersonal relationships in society is; sees a change, opportunities and threats. Reveals the best practices, based on which young people can promote intergenerational solidarity at local and regional levels and presents her point of view in terms of promoting effective solutions to exploit the potential of older people.

Bydgoszcz–Torun. Historical Root Causes of Antagonisms
The antagonism between Bydgoszcz and Torun is one of example of long – lived historical conflict. The position of the borders and turbulent economic development of the cities in the region with the progress of modern political and socio-economic conditions, determinate the cause divisions, still valid. Therefore, a historical relation between the two cities, the circumstances of their creation and development are an expression of diversified nature of the relationship Bydgoszcz and Torun. However, knowledge of the genesis this conflict is important for understanding the nature this peculiar neighborhood, and additionally it represents a significant share of the importance of the cognitive process of shaping the current political division in the region.
