Aktywność parlamentarna posłów jest często przedmiotem debaty publicznej, głównie z powodu transmitowania obrad, odbywających się w murach polskiego parlamentu. Do wyborców trafiają fragmenty wystąpień posłów, które przykuwają uwagę odbiorców ze względu na poruszane tematy, sposób wypowiadania się oraz emocje, jakie wywołują wśród parlamentarzystów. Uwaga mediów skupia się głównie na najbardziej znanych politykach. Trudno z tego powodu w telewizji i radiu dostrzec działalność posłów z tzw. tylnych ław, którzy wielokrotnie wykazują się większą aktywnością parlamentarną niż bardziej znani politycy.

Appreciated by the Sejm. Wojciech Korfanty – Patron of the Year 2023 and his place in contemporary public space
Round anniversaries of important historical events are often a stimulus for an indepth analysis of their historical significance for the fate of individual countries and nations. The above statement also applies to historical figures. One such figure is Wojciech Korfanty, who in many respects played a special role in the recent history of Upper Silesia and Poland. With this in mind, in 2023, when the Year of Wojciech Korfanty is celebrated in Poland, established on the 150th anniversary of his birth, the authors of the article decided to first analyze the path that the motion for adopting a resolution establishing the Year of Korfanty traveled in the Sejm. In the second part, the authors focused on the multidimensional presence of Wojciech Korfanty in public space. By this term we understand such forms of commemoration as monuments, commemorative plaques, patronage of schools and institutions, street names, publications or murals. The analysis carried out for the purposes of the article showed that Wojciech Korfanty, as one of the so-called „Fathers of Polish Independence”, he was fully deservedly appreciated by MPs, and with each year of Independent Poland (after 1989), he also gains in importance as a figure more and more visible in the public space. And although the article did not discuss the implemented initiatives commemorating his figure in 2023, undoubtedly the researcher who will undertake this task at the beginning of 2024 will have rich and diverse source material to analyze.

Current Limitations and Possible Ways to Increase the Level of Representativeness of Elections to the Sejm of the Republic of Poland
The problem of distortion of the representativeness of elections to the Sejm of the Republic of Poland is widely noticed. Now, the vote of the inhabitants of one constituency may weigh less that in another. The aim of this paper is to present de lege ferenda postulates to increase the level of representativeness of Sejm elections. The authors carry out a legal analysis and a classical systemic analysis, pointing out the deficiencies of the current electoral system and proposing solutions. There are research questions: (1) Does the current electoral system ensure that elections to the Sejm are truly representative? (2) Is it possible to ensure that elections to the Sejm are truly representative? The conclusions of the analysis show that the problem under study appears to be increasingly serious for the democracy and civil society, but there are legal solutions that can increase the level of representativeness of Sejm elections.

Considerations Regarding the Structure of the Term of Office of National Electoral Commission Members Appointed by the Sejm
The aim of the article is an answer to the question about interpretation of Art. 157 § 2c of the Electoral Code and Art. 158 § 1a and answer to the question whether the composition of the NEC should change at the end of the term of office of the Sejm of the Republic of Poland, or after 150 days from the date of elections to the Sejm. This problem became apparent at the turn of 2023 and 2024, when, after the parliamentary elections, the President withheld the appointment of a new NEC until 13 March 2024, even though the Sejm had already selected its candidates in December 2023. This problem is important, because the difference of several months in the new composition of the NEC may have significant consequences for the political system. The work uses the formal and legal method and analyzes the achievements of the doctrine.

Reserve Procedures for Appointing the Council of Ministers
The Council of Ministers should result from the President’s cooperation with the parliamentary majority. If this turns out to be impossible, the Constitution provides for reserve procedures, successively allowing other ways of forming the government (art. 154 s. 3 and art. 155 s. 1). The article presents constitutional issues regarding reserve procedures for the appointment of the Council of Ministers and an analysis of the applicability of these procedures in the event that the government is not created in the basic procedure (art. 154 sections 1 and 2). The article is indicates the role of the president and political groups represented in the Sejm in a situation where there is no parliamentary majority (2004), as well as when the parliamentary majority exists, but it is ignored by the president (2023). This statement may be important not only for the state of scientific reflection, but also for political practice.
