Artykuł stanowi próbę oceny skutków wprowadzenia zmian w systemie wyborczym organów jednostek samorządu terytorialnego wynikających z ustawy o zmianie niektórych ustaw w celu zwiększenia udziału obywateli w procesie wybierania, funkcjonowania i kontrolowania niektórych organów publicznych przyjętej w 2018 roku. Autorzy weryfikują hipotezy postawione przed zastosowaniem nowego systemu w praktyce, dotyczące wpływu zmian na proporcjonalność wyborów oraz możliwości uzyskania samodzielnej większości przez jedno ugrupowanie w organach stanowiących na poziomie gminy oraz ryzyka całkowitej dominacji jednego podmiotu w tym organie. Ocenie poddano również wpływ ograniczenia możliwości wykorzystywania biernego prawa wyborczego w wyborach do rad przez osoby kandydujące do organu wykonawczego w gminie.

This article discusses the legal basis of citizen e-participation, understood as the use of digital media in the relations of citizens and governments in order to increase participation by citizens. The concept of top-down e-participation determines the scope of analysis. The legal review of the local, national and international law shows that there are some well-regulated levels of e-participation in Poland while others are not a subject of legal regulations.

The article refers to the characterization of civic activities in the virtual space carried out by young Africans from Generation Z. The purpose of the article is to present the relationship between the level of technological development and civic engagement, using African countries as an example. The first part of the article presents key data on the development of ICT in Africa: internet adoption, data relating to the number of mobile devices, social media use and other sociodemographic and economic indicators. The rest of the article shows examples of digital civic activities in various African countries. Possible forecasts for the development of such activities in the future are also indicated.

The Possibility of Entrusting Citizens with the Independent Administration of Justice, Comments in the Context of Article 182 of the Constitution
The wording of Art. 182 of the Constitution is not uniformly interpreted. Such a state of affairs means that on its basis some doctrine builds the possibility of independent exercise of the judiciary by entities other than professional judges, while others claim the opposite. The text contains an analysis of Art. 182 of the Constitution, the purpose of which was to answer the question about the permissible forms of participation of citizens in the exercise of justice. The construction of Art. 182 means that it should be considered an incomplete regulation that gives room for the creation of projects, such as the one concerning magistrates. Its shape introduces uncertainty as to the dimension that this participation may take. However, the analysis allows us to conclude that we can only talk about the participation, and not about the independence of adjudication by entities other than professional judges.
