The legal status of the independent Pridnestrovian Moldavian Republic, which in 1990 seceded from Moldavia being then a part of the USSR, still remains unclear. Although over a quarter of the century has passed since its creation, it is still a de facto state, for it has not been recognized by the international community. In the lights of the international law Transnistria is treated as a Moldavian autonomous region of a special status. The hereby paper is the next publication out of the series, undertaken within the wider research over Transnistria’s legal status. It comprises the fragmentary results of the further research phase, which aims at analysing its binding basic law and the assumptions of its constitution- al system. The subject of the work is the shape and content of the independent Transnistria’s constitution of 1995, which has been revised several times and is still in force. The results of this research contributes to more precise determination of the region’s legal status.

Commonwealth Realms as a Relic of the Past. Change of the Political System in Barbados

After 70 years of Queen Elizabeth II’s Commonwealth Realms reign, only 15 countries remain, counting the United Kingdom. Barbados gained complete autonomy, becoming a republic after 55 years of independence. The purpose of this paper is to provide an outline of the process that took place in Barbados, from the time the British decided to settle on the Island, until it became a republic. The main research method used by the author, is source analysis and the point of reference is the Barbados Constitution Amendment Act of 28.09.2021, whereby from 30.11.2021, Barbados becomes a republic and all duties previously exercised by the Governor-General are exercised by the President.

Efficiency and quality of democracy in comparative politics: definitive and conceptual options of analysis

The article is dedicated to analyzing the historiography and conceptualization of the phenomenon of efficiency and quality of democracy. The author of the research outlined the definitive and conceptual parameters of comparative analysis of efficiency and quality of democracy, argued that different political regimes are more or less democratic. The article highlights various approaches, theoretical and empirical features of studying efficiency and quality of democracy, represents the most systemic/holistic indicators and methods of operationalization of democracy quality and efficiency. On this basis, the author actualized a unified approach to the analysis and conceptualization of quality and efficiency of democracy and argued that quality and efficiency of democracy is expedient to be mentioned not in a holistic continuum of political regimes, but when a certain state is actually democratic. As a result, the research confirmed that democracy is a multi-piece category and is able to expand its efficiency and quality.

The Institution of the President of the Fourth Republic of Poland

The article is a presentation of concepts concerning the institution of the President of the Republic of Poland in the system of the Fourth Republic, promoted by Law and Justice and the League of Polish Families. Both groups took the position that the president should be made the most important person in the state, with influence over all areas of political life. The president would have the right to determine with the government the main directions of state policy, direct the work of the government according to his will, influence the legislative process so that it proceeds in accordance with his expectations, and control the judiciary. It was believed that this would make the head of state, coming from one party or the other, more effective in implementing the vision of the Fourth Republic.
