Being perceived by the West as a powerful yet heterogeneous “deconstructing power” and an external threat to western supremacy in global governance, the BRICS members are facing a serious “dormant threat” coming from within – economic inequalities. By asking whether inequality, like “bad cholesterol”, may silently kill the sustainability of growth by restraining access to education, health or knowledge, this article provides an assessment of the relation between the increasing inequality and rising political instability in BRICS countries. The first section of this article investigates various approaches to income and wealth inequalities, and provides a literature overview. The second section accentuates the deconstructing features of inequality in BRICS countries, which are encapsulated as the “3Ws”: weak markets, weak governments, and weak institutions. The third section looks into the inequality dynamics in BRICS members showcasing that the huge income disparities in BRICS (GINI > 0.40), combined with high food and house prices, not only fuel opportunity inequalities and growing social anger, but also lead to political instability and setbacks on the path to balanced growth. The final part presents the main conclusions.

Hard-headed children, extraterrestrial adolescents, and cherry - tree grandparents: a metaphorical voyage through the childhoods of some contemporary Italian authors of children’s literature
this contribution retraces the subjects of some novels by contemporary Italian writers of children’s literature. the novels were chosen amongst those that seem to best represent “good literature” that is able to build critical and creative readers and that is inclined to shape its own depiction of reality and to move in a utopian way towards the research. It is a literature that teaches children how to face life’s problems and find the right key to change the world in a democratic direction. the model of “nonconformist” literature to which this contribution refers looks at the epistemological model of Gianni Rodari and the fantastic creativity he uses to tell children about reality without restriction or censure. Rodari’s model has been recovered by many contemporary children’s literature writers, such as Donatella ziliotto, Angela Nanetti, Bianca Pitzorno and Giusy Quarenghi. these authors are taken into account within this article for their ability to see literature as a tool for growth and a support for a child’s identity construction, with particular regard to gender identity, which today is still the focus of stereotypes and cultural conditioning that often weaken the development of children, negating their need to freely respond to their personal attitudes. A fundamental role in a child’s growth is played by grandparents, to whom some of these novels are addressed, as mediators amongst different generations and who are able to support children and young adults in the process of reconstructing their past and planning their future.

The article deals with the problem of qualification advancement of civil servants in Ukraine. The article reveals the problems connected with qualification advancement of the employees of the state authorities. The article outlines the main directions of formation of the current effective system of professional development of civil servants. It was found that the mechanisms of the system of vocational training, which are used in foreign countries, mainly do not vary from the domestic tools of professional development (e.g., workplace training, on-the-job training (lectures, seminars, workshops, interdepartmental trainings), group training, distance learning), but their application in practice has certain peculiarities. Reform requires a high level of qualification and professional uniformity of the management apparatus, which will enable to provide a professional basis for the constitutional uniformity of the system of power, as well as the transition (vertical, horizontal, interdepartmental, etc.) of public servants. The establishment of systemic and innovative thinking of public servants is considered to be a new challenge of today’s realities. It should be noted that “professionalism of a public servant is intended to ensure the proper performance of duties, stability of public service, the ability to solve complex problems and the ability and readiness to improve their qualification. The main criteria of professionalism of a public servant can include: Availability of high education; competence (knowledge, skills and abilities) in performance of duties; availability of practical work experience; discipline, responsibility; accurate adherence to the law; political neutrality; organizational, managerial skills, initiative, creativity; ability and inclination to work in the service career; social protection, as well as psychological, moral and ethical qualities”. At the same time, the character and nature of performance of duties by public servants require them to have not only basic organizational and managerial skills, competence and initiative in fulfilling the assigned tasks, but also high human qualities: orderliness, self-control, modesty and self-criticism, sense of responsibility for the entrusted task, concern for state and public interests. Professionalism is the main qualitative category of a public servant, which determines the efficiency of work and his career.
