    Article characterizes relations between most powerful military pact – Northern Atlantic Pact and neutral state – Sweden. In this article is analyzing cooperation on military ground, non-military ground and it is also analyzing aspects of cooperation involving neutral status of Sweden, Crimea annexation and growing danger from Russia. Studies connected to main theme of article were based on official documents od NATO, press notes or official releases. Main reason of article is to answer on question if neutral state can cooperate with NATO and can we say that between NATO and Sweden exists partnership relation. Except of above issues, in this article I will try to define neutrality, neutral policy and partnership. After made analysis of available documents, emphatically we can agree that partnership between NATO and Sweden exists.

  • Bezpieczeństwo w Konstytucji RP z 1997 r. – wstępna diagnoza

    The paper considers the constitutional recognition of security. It includes the basic regulations of the 1997 Constitution. The aim was also to make an initial assessment of the security research results in the doctrine of constitutional law. In conclusion of the article, the need for a new category of security reference was pointed out. The reference does not consist in the state itself, or a citizen, but the Republic of Poland perceived as a common good.

  • Dezinformacja i propaganda w kontekście zagrożeń dla bezpieczeństwa państwa

    The paper presents the role played by disinformation and propaganda in shaping state security. Common understanding of the terms is characterized by value judgment and differs from the one included in the subject matter literature. Both disinformation and propaganda are not newly implemented activities but they accompany the society from its beginning. Their usefulness during war has been proved by numerous historical examples. Development of disinformation and propaganda is connected with development of mass communication technology. Special meaning of the mentioned communication activities was confirmed during development of crisis situation in Ukraine in 2014. There are potential threats posed to Republic of Poland as a result of Polish involvement in democratization of Central and Eastern Europe. They include, inter alia, disinformation and propaganda. The way of eliminating the effects of disinformation and propaganda is understanding their mechanisms.

  • Russian Phobia or a Real Threat? Propaganda-Related Elements of Russian Information Warfare in Ukraine and Their Implications for Euro-Atlantic Security

    The article discusses Russian information warfare focusing mainly on propaganda issues, which were used during the conflict in Ukraine, and tries to find an answer to the question of to what extent these undertakings are dangerous to Euro-Atlantic security. It provides a political background of the conflict in order to better understand why Russia is using particular information warfare tools. The article analyzes manipulation techniques and the use of specific elements of Russian identity such as the attitude to history and the role of the Orthodox Church. Finally, it discusses a possible influence these actions may have on security and stability of the EU and NATO and their particular member states.

  • The Growing Role of Cities and Their Networks in the International Relations and International Security

    The author analyses the manifestations of cities’ growing role for ensuring the national/international as well as environmental and human security. Cities of today increasingly participate in international relations – they internalize, implement and enforce international law, sometimes independently of their States’ international legal obligations, for example when they pledge to implement human rights conventions or environmental law obligations that their own States did not pledge to fulfill. In this way they contribute to international peace and security. On the basis of those manifestations, the author attempts to explain the possible position of cities on the international plane and according to international law – whether they should be accorded greater autonomy or international legal personality. The author also indicates that the role of cities in the area of different aspects of security is growing.

  • Kilka uwag o europejskim bezpieczeństwie w kontekście nakładów państw członkowskich Unii Europejskiej na obronność

    Bezpieczeństwo jest dziś słowem-kluczem. Bez jego zagwarantowania nie może być mowy o rozwoju społeczno-gospodarczym państw czy organizacji. Bez niego żaden podmiot nie będzie w stanie sprostać pojawiającym się co chwilę wyzwaniom. I choć świat ulega dynamicznym przeobrażeniom, to jednak wciąż w cenie jest posiadanie realnej siły i zdolności odstraszania potencjalnych nieprzyjaciół. Poprawne lub nawet świetne kontakty gospodarcze nie zastąpią więc sił zbrojnych, silnych przemysłów obronnych czy paktów militarnych. Dlatego państwa Starego Kontynentu, wszystkie bez wyjątku, zdać muszą sobie wreszcie sprawę, że trwające od lat redukowanie wydatków wojskowych i wykorzystywanie USA jako gwaranta europejskiego bezpieczeństwa musi się zakończyć. Czas, by Europa wzięła większą odpowiedzialność za siebie i świat. A potencjał ku temu jest wystarczający.

  • The President of the Republic of Poland as the Guardian of Sovereignty and Security of the State

    This article analyzes tasks and competences of the President of the Republic of Poland as the guardian of sovereignty and security of the state. The author recognizes major importance of the head of state in that field. The President is the supreme commander of the Armed Forces and exercises powers connected with this function. The President also exercises a number of other powers, including those of an extraordinary nature (in- troduction of martial law and the state of emergency, declaring a time of war, declaring a general or partial mobilization). The author of the article underlines the necessity of cooperation of the President and the Council of Ministers in the field of the state securi- ty. It results from the fact that some powers are subject of countersignature of the Prime Minister or are exercised at the request of the Council of Ministers or its members (the Prime Minister, the Minister of National Defense).

  • A “New” Middle East? Implications for Israel’s Security

    The turbulent changes in the Middle East which were seen at the very beginning as good news for Israel, at the end of the day became more ambiguous. The Arab Spring and then the war in Syria that had erupted along with massive social protests ended up with regime changes, but what was crucial, the primary success of the Arab awakening was captured by Islamist movements. The changes in the Middle East were even deeper due to at least two factors – Russia „coming into” and the United States „going out” of the region. These new regional circumstances combined with the geopolitical shift in the Middle East and a crumbling American supervision made Israel conclude that its security has become more complex and the U.S has no more been the only significant great power player in the region. Hence the difficult political and military situation around Israel has created a need to adapt to security challenges and simultaneously, to take political opportunities. The goal of this paper is to highlight basic ramifications for Israeli security and diplomacy of the American and Russian factors in the current Middle East politics. The key questions are: How to secure Israeli interests in these new circumstances? How to assess, on the one hand, the risk of the ongoing decline of American interests in the region and, on the other hand, the complexity of the Russian strategy in the Middle East? Finally, whether Israel might be able to gain recognition by the Arab world, not to mention to keep its strategic domination in the region which is already being challenged by the Islamic Republic of Iran and its nuclear ambitions.
