The leader of the safety

Analysis of achievements of theories about the safety and management studies is pointing at resemblances in appearing paradigms. New paradigm associated with such notions is one of them as: boundless organization, flexibility, networks of the value, subjective thinking, deliberate management in the face of the tolerance of uncertainty. All exchanged variables refer to issues of power and conducting which it face is changing in the era information, orientated to computer latest achievements, easiness of communicating, dynamic space. One should rank the confidence, the openness, the credibility and the responsibility among core values of this era. For her representatives are seeking authority, but every authority is a subject of the criticism from their side. The structure of behaviours is never for straights rescuing the described personality model, but the compilation of characteristics of people and of social situations. In such different reality everyone who wants to lead the field must act. In the area of the safety he has a particular dimension. Own development of the leader of the safety, based on exchanged elements is becoming an obvious duty. Elaborating this problem constitutes the subject of the present text.

The significance of Russian-Chechen relations for contemporary international security

The main purpose of my work is to present the determinants and dependencies that characterize the Russian-Chechen relations for international political and economic security in the former Soviet Union and the Middle East, especially the Russian Federation.
At the beginning, I intend to trace the process of the Chechen war and consolidate the power of the current leader of the country, Ramzan Kadyrov with the help of the President Russia, Vladimir Putin. At the same time, I will present the geopolitical significance of Chechnya in the international security system. In the following, I would like to present the implications of Russian-Chechen relations for other countries of the former USSR area- Ukraine, where in all probability Chechen “volunteers” participated in the fighting in Donbas. Finally, an important element of this work will be signaling, that President Kadyrov, despite aware of the Kremlin’s dependence on many matters, especially in economic terms, is starting to pursue an increasingly independent policy, as exemplified by the growing islamization of Chechnya, the participation of Chechen the Syrian conflict, Kadyrov active participation in the persecution of the Russian opposition, and finally the defense by the Chechen policy of the Muslim population of Rohingya in Myanmar against Moscow abstemious position. I would like to present the possible consequences of the above actions for the Russian Federation. It is not a secret that President Putin, despite the declared support for Kadyrov, is increasingly disapproving of some of his actions. In addition, it will be reasonable to present the reception of Kadyrov’s activities in other post-Soviet areas.
In summary, I intend to answer the question whether major changes in the relations of both countries should be expected – and whether and how any changes will affect the architecture of international security.

The summary may not be so original, but I take the liberty of quoting Jan Czaja’s words which in my book are really accurate: „Summing up considerations on the topic of sources for Polish culture, it may be said that they connect - like opportunities for its development - with its opening to the world, what means opening both on global and mass culture (equating generally with commercial American products) and more and more advanced European integration, thus both process are not coherent. As a one, this process is extraordinarily complicated and conflictual. It is worth to remember that flowing with figments from another culture would be really dangerous, if it have met thoughtless and dull society which can afford on creative internalization but only mindless imitation. As Polish history shows, society was forced to life in the face of many dangers, its culture developed the best in periods of such dangers, mostly in places of their bigger closeness (for example on Eastern marches). Moreover, there is no agreement among theorists if dangers dominate or civilizational chances resulted from this opening. And at the end the nontrivial matter: opening for this stream from world (from West) is a result of our sovereign decision what makes the situation diametrical different in comparison to that one from the period of socialism when the stream of dominant culture (from Soviet Union) was a result of horrible war, Jałta’s matter and also political and ideological enslavement”.

The constitutional right to security with regards to initiation of the state of emergency on the border of the Republic of Poland and the Republic of Belarus

The article has been prepared to present the constitutional approach to the security problem with regards to the initiation of the state of emergency on the border of the Republic of Poland and the Republic of Belarus. The publication indicates the relationship between security regulations and constitutional regulations, makes a preliminary analysis of actions taken by the Republic of Belarus, and also indicates a cause-and-effect relationship in the context of regulating the introduction of a state of emergency in a situation of a special security threat.

Selected aspects of formal and non-formal education in shaping society’s awareness of security

Based on theoretical considerations and analyzing practical activities implemented in the area of shaping public awareness of security, the article attempts to characterize educational entities, non-governmental organizations and uniformed services that have the most significant impact on the issues discussed. The aim of the article is to present the process of transferring knowledge, shaping skills and competences in the area of security through institutional education and the activity of all entities operating in the process of shaping human security. The article presents a modern and comprehensive approach to the implementation of tasks in the field of education for security, the essence of cooperation between formal and non-formal education and its role in shaping the public awareness of security, taking into account its interdisciplinarity. It was pointed out that the condition for building a strong state security system is the education of an aware society, prepared to react to events with the features of a crisis.

The impact of means of transport on the mortality of road users in the European Union

Road safety is one of the priorities of the European Commission, which is referred to in strategic documents of the European Union. For many years, ambitious goals have been set to reduce the number of road accidents and their deaths. Annual statistics confirm their gradual decline, but not in the amounts assumed. The aim of the research aimed at solving a practical problem, the conclusions of which were included in the article, was to demonstrate the impact of means of transport on the mortality of road users in the European Union. The main research problem to be solved by the quantitative and qualitative analysis of road accidents in the EU for 2010-2019 was included in the question: What impact do means of transport have on the mortality of road users in the European Union? Road accidents that occurred in 2010-2020 in all Member States were investigated. Nevertheless, statistical data on road accidents for 2010-2019 were used for detailed research. The resignation from the presentation of data for 2020 was caused by the lack of their reliability. The European Commission estimated that lower traffic volumes related to the COVID-19 pandemic could have contributed to fewer road accidents and fatalities. Seven main categories of vehicles that were involved in fatal road accidents were selected for the study. They include bicycles, mopeds, motorcycles, passenger cars, delivery vans, trucks (<3.5t), buses and coaches. Due to the significant share of pedestrians as victims of road accidents in the total number of fatalities, this category was also examined. The conducted research confirmed that the number of road accidents with the participation of the analyzed means of transport had a direct proportional influence on the number of fatalities, while maintaining the percentage ratio at an almost unchanged level. This statement shows that the goals of reducing the number of road fatalities set by the European Commission are incorrect, especially the vision of zero road fatalities by 2050.

From the point of view of social policy, the need of security is considered as the indispensable part of functioning and development of every society. Citizens’ participation avers that the inhabitants will have the possibility of taking part in making decisions about their own surrounding, which results in development of the sense of security. The actions taken in the social space initiate the existence of the selfaware civil society. This article’s main aim is to discuss the possibilities of assuring the social security through civil commitment and their active participation in the public life. The formal instruments that occur in the system of Polish law (i.e. a participation in the open debate, a participation in the elections, a legislative initiative) have been analyzed. Those instruments enable to the residents the participation and codecision making and, what follows, they contribute towards forming broadly defined security.

The pandemic that broke out in 2019 had a significant impact on the lives of all social groups around the world. The imposed restrictions and mandatory quarantine were crucial to limit the virus’s spread. The research comprises an analysis of the psychosocial impact exerted by the pandemic that attempted to determine the response to the crisis caused by the COVID-19 pandemic and its aftermath. For this purpose, a study on social resilience in the pandemic era was worked out. The study consisted of several parts: stress and the sense of safety, education, trust and defined needs and the mass media in COVID-19. The research team decided to present the study’s results in a series of articles that will contribute to forming a complete picture of the community in the context of the analysed variables. The paper is the first in this series. It contains an analysis of variables intended to determine the level of the experienced sense of safety and its constituent, i.e., stress, and the identification of socio-demographic data strongly influencing the studied variables. The study comprised 559 individuals who were surveyed between May 2020 and November 2020 with the use of an online survey questionnaire. SPSS Statistics version 21.0 and PQStat were used to conduct statistical analyses and correlate and assess the correlation of responses. Also used were Chisquare, Fisher’s test and Pearson’s linear correlation coefficient. A logistic regression analysis was carried out for dichotomous variables. The results of the study indicate that the level of experienced stress is influenced by age, place of residence, gender and job security. The sense of safety is inversely correlated with stress, i.e., as stress increases, the sense of safety decreases, indicating a need to undertake appropriate measures to reduce stress. It may be interesting to compare the level of stress with, among other things, information retrieval from different sources. These results will be presented in the subsequent studies.

The article describes a primary school in Kenya, where the school’s educational space was analysed in two respects: a) safety and comfort; b) knowledge and skills development, as part of ethnographic research. The research results indicate that the school needs a change in physical space, teaching aids, and greater pedagogical awareness among the teachers. The new education system introduced in Kenya requires much more funding to ensure proper learning conditions and continuing education for teachers. If this demand is met, the quality of the education process may improve.

Safety of People with Special Needs in the Light of Constitutional and Statutory Regulations

Constitutional law, as a catalog of principles, doctrines and practices governing the activities of communities, has a guiding idea, that the state must protect the fundamental rights of the individual. The article is about the safety of people with special needs in the context of the constitutional principle of equality, dignity and the common good. The aim of the article is to emphasize the necessity to enable people with special needs not only to fully participate in the use of security as a common good, but also to participate in the creation of normative acts resulting from the provisions of the Constitution of the Republic of Poland. Nobody may be discriminated against in political, social and economic life for any reason. In line with this principle and the constitutional principle of human dignity and the common good, multi-dimensional approaches to the issue of security have been shown and free use of public and social goods of people with special needs in the light of applicable norms and legal regulations.

Stockpiling during the Coronavirus Pandemic versus the Security of Poles

The article is devoted to assessing consumers’ behaviors, particularly in terms of stockpiling, after the coronavirus outbreak, as well as their impact on the security of Poles. Firstly, the paper reviews the literature. Then the research methodology was presented, with particular emphasis on the research methodology used, indication of the encountered limitations of the research, as well as characteristics of the respondents. General recommendations on stockpiles are then presented. These recommendations have been juxtaposed with those of the Polish government in this area. Then the author presented the results of the empirical research conducted using the survey technique. The results of the research were divided into four categories, which describe: the frequency of purchases, the quantity of products purchased, purchases of new products, and the reasons for stockpiling. Based on the above elements, a discussion was held, and recommendations were developed as a result.

Social Aspect of Work Protection Training for Future Teachers

Attention is drawn to the unsatisfactory state of health of Ukrainians against the background of low demographics, unfavorable socio-economic situation, pandemic of coronavirus COVID-19 and the consequences of hostilities. It is noted that this threatens the future of the Ukrainian nation. The urgency of the problem of poor health and high levels of injuries in general secondary education is emphasized. It is claimed that there is a relationship between the health of teachers and the health of students in general secondary education. Data on the unsatisfactory state of health of Ukrainian teachers are given. Based on the analysis of recent research and publications on this issue, it is concluded that modern teachers are not ready to create safe and healthy conditions during the educational process, that is their incompetence in the field of labor protection, based on misunderstanding of its social significance. It calls for integration into the European community, where the occupational safety training of future specialists is a priority, and the level of labor protection is identified with the level of development of the state. Based on the theoretical and methodological analysis of the research problem, it is noted that, despite the presence of certain developments, the social context of occupational training of future teachers is insufficiently covered. It is emphasized that the direct reflection of social demands and challenges are legislative documents. It was found that the need to strengthen measures to preserve the health of minors is stated in the leading documents of the international, national and sectoral levels. It is argued that social challenges and demands are reflected in scientific publications. It has been studied that leading scientists have an important role of general secondary education institution in creating a safe and healthy environment and the need for appropriate training of future teachers. It was found that, despite the provisions of leading documents and the beliefs of scientists, in practice, the loss of health by students of general secondary education is characterized by a tendency to deteriorate. This has prolonged catastrophic consequences, as applicants for general secondary education move into the category of workers in 1015 years. And workers are practically the only category of the population that fills the state budget, while other categories require public spending. Loss of health at the stage of general secondary education will inevitably have a negative impact on the further health and efficiency of workers. Accordingly, the state will suffer economic losses related to the payment of sick leaves, loss of working time, interruptions in production activities, medical expenses, etc. The conclusion is made about the importance and strategic nature of occupational training of future teachers in the context of ensuring sustainable development of society.

Health Literacy and the School Communities Functioning During the COVID-19 Pandemic in the School Principals’ Opinions in Poland: Perspectives and Risks

The quantitative research, the partial results described in this article, was carried out as part of the COVID-HL network (covid-hl.eu). They aimed to determine to what extent health promotion and safety measures were taken in Polish schools during the COVID-19 pandemic for members of school communities. A survey method was used to conduct the research, which included an online distributed questionnaire. The research sample consisted of principals and deputy principals of schools located in eight provinces (N = 803). The research showed that school principals were highly involved in implementing health promotion activities and were, at the same time, severely burdened with tasks related to ensuring the safety of all school community representatives and maintaining proper organisation of school work during the pandemic.

The Central African region is known to be one of the most intensive growth and dangerous at same time regions in Africa. Therefore, this research focuses on the Democratic Republic of the Congo due to its large potential in mineral resources and aims to clarify the safety management situation at the mining industry. The paper examines the leading producer of copper in Africa and cobalt, situated in the Democratic Republic of the Congo (DRC). Nevertheless, it is also noted that the Democratic Republic of the Congo has a high percentage of children exploiting the copper and cobalt mines, a phenomenon occasioned by the current social and economic inequalities experienced by the DRC. This study will help clarify the situation of safety management systems in the mining industry and can be used by companies entering the emerging market.

Safety Issues of the Rail Transport System in Poland during COVID-19: A Review Based on Statistics and Research

The paper presents the characteristics of the rail transport system, including passenger and freight transport during the Covid-19 pandemic. The entities responsible for the safety of the railway sector were presented, among which were the Railway Transport Office, the company PKP PLK S.A., and the Railroad Security Guard, which played the most critical role. The paper presents statistical data for railway accidents and casualties in 2018–2021. It was noted that the Covid-19 pandemic significantly reduced passenger and freight transport. 2021 was the European Year of Railways; it was also an exceptional, demanding, and significant year for changes taking place on the railways. Throughout this time, the Office of Rail Transport promoted rail as a safe, ecological, and comfortable means of transport. Based on statistics and empirical research, the main problems of the railway sector were discussed, and the research hypothesis was verified positively.

The authors’ purpose in this article is to present the way in which strategic leaders may use analytical tools to operate during crisis. Their actions is based on the idea of six main tasks, the so-called “Six Makings”, that they have to accomplish. The idea of “critical tasks during crisis was presented on the basis of the COVID-19 situation in Poland and the activities carried out by the Polish government and the Polish Health-care System (Strategic Leaders) to neutralize the negative effects of the pandemic, protect the health and lives of citizens, and care for the economic situation. Qualitative data analysis techniques were used in the research process. The authors concluded that in times of crisis, citizens rely on their leaders and believe that they will ensure their security and a swift return to customary. Strategic leaders must guarantee that the organizations and stakeholders they lead are prepared to counter the future challenges — foreseen and unforeseen alike. The “Six Makings” analytical tool, properly used, could significantly improve the accuracy of decisions made and increase the effectiveness of actions taken.
